Bilbao, fer de lance d'une industrie éolienne espagnole revigorée

Avec une usine récemment terminée et une myriade d'entreprises, l'industrie éolienne espagnole a trouvé à Bilbao, au Pays basque, un fer de lance pour préserver sa compétitivité face à la Chine et l'Europe du Nord.

Autour de la métropole basque se trouvent les sièges d'Iberdrola et Gamesa -fusionnée depuis 2017 avec l'allemande Siemens-, deux poids lourds du secteur éolien.

La capacité installée de production d'énergie éolienne de l'Espagne est la cinquième au monde.

Mais la croissance de son secteur éolien a marqué en 2012 un brusque coup d'arrêt quand le gouvernement a retiré les subventions aux énergies renouvelables, à cause de la crise économique.

Le secteur repart doucement depuis 2016. L'association espagnole des professionnels du secteur (AEE) s'attend à ce que d'ici à 2020, cinq milliards d'euros soient investis dans l'éolien en Espagne.

Les entreprises basques comptent profiter de cet optimisme retrouvé. "Nous essayons d'être une référence dans l'Union européenne", expliquait fin avril Arantxa Tapia, responsable du développement économique au sein du gouvernement régional basque, lors d'une rencontre avec la presse organisée par l'association européenne du secteur, Wind Europe.

"Bilbao est attractive pour notre industrie", assure Markus Tacke, PDG de Siemens-Gamesa, vantant la "très bonne combinaison de dynamisme industriel (...) et soutien du gouvernement" régional.

Le Pays basque ne représente que 0,6% de la capacité installée en énergie éolienne espagnole, mais 112 entreprises y sont installées, qui fournissant les parcs éoliens du monde entier, terrestres ou maritimes.

Depuis 2013, elles coopèrent dans le consortium Windbox, qui a ouvert un centre de tests à Eibar, petite ville à 50 kilomètres de Bilbao.

- Puissance terrestre -

La capacité éolienne de l'Espagne se concentre sur la terre, notamment dans les grandes régions désertiques de Castille-et-Léon et Castille-La Manche.

L'énergie terrestre, alias "onshore", est le pari de l'entreprise Haizea, qui prévoit de fabriquer des éoliennes de 160 mètres de haut, dans une usine flambant neuve du port de Bilbao, de 500 mètres de long pour 130 de large.

Haizea subit la concurrence de la production chinoise, les réglementations européennes anti-dumping bloquant l'importation d'acier brut de Chine mais pas celle de tours d'éoliennes déjà assemblées.

"Évidemment, c'est une menace. Nous ne sommes pas à l'aise avec cette situation", admet Jordi Mas, directeur commercial de Haizea.

- Défi maritime -

Haizea compte également percer dans l'éolien "offshore", en mer.

La compagnie fabriquera des tours pour les éoliennes offshore, dont les bases s'enfoncent jusqu'à 50 mètres sous le fond marin et 110 mètres sous la surface de l'eau.

Iberdrola et Siemens-Gamesa sont déjà spécialisés dans l'éolien offshore, mais loin de l'Espagne. De fait, 98% de la puissance installée dans l'Union européenne l'est dans cinq pays du nord de l'Europe : Royaume-Uni, Allemagne, Danemark, Pays-Bas, Belgique.

L'Espagne espère tirer davantage profit de la technologie flottante, encore balbutiante, explique Juan Virgilio Marquez, directeur de l'AEE.

Un seul parc existe dans le monde, en Écosse, exploitant cette technologie qui consiste à fixer les éoliennes au fond marin à l'aide de chaînes et d'ancres plutôt que d'un lourd cylindre métallique.

"Le Pays basque et les Canaries sont les deux noyaux en Espagne où l'on peut parier sur cette technologie éolienne flottante", qu'on peut exploiter là où la mer est plus profonde, explique Juan Virgilio Marquez.

Mais cette perspective est encore lointaine, nuance Juan Rivier Abbad, responsable de la régulation de la branche énergies renouvelables d'Iberdrola.

L'intérieur de l'Espagne, dépeuplé et battu par les vents, a encore beaucoup de potentiel pour y développer l'énergie éolienne.

"Peut-être que quand l'onshore sera saturé, nous devrons aller vers l'offshore, mais pour l'instant, nous avons beaucoup d'espaces terrestres à développer. Et bien moins coûteux".

Petit mois éolien en octobre, mais septembre avait été mauvais avec seulement 12.2 %

Wind covers 20.6% of Spain's electricity demand in Oct

November 5 (Renewables Now) - Wind power has covered 20.6% of Spain's demand in October, with generation reaching a new record of 4.33 TWh for the month, according data from the Spanish Wind Energy Association (AEE).

In addition to the generation increase, a considerable jump when compared to September when wind's share was just 12.2%, the wind power allowed for a 5.3% decrease in the Voluntary Price for Small Consumers (PVPC) rate, the country's regulated tariff.

The price of electricity in the wholesale electricity market went down from EUR 71.27 (USD 81.12) per MWh in September to EUR 65.08 per MWh in October, due to the increase in wind generation.

Repowering complet d'un parc de 30 MW vieux de 23 ans muni de 90 turbines de seulement 330 KW.
Qui seront remplacées par 8 turbines de 3 MW plus 4 turbines de 1.5 MW.

El Cabrito wind power plant, located at Tarifa (Cadiz), goes from ninety 330-kW wind turbines installed in 1995 to twelve 3-MW and 1.5-MW machines of Nordex technology.

Replacing 90 obsolete wind turbines installed 23 years ago with 12 of modern technology, while maintaining the same capacity (30 MW), increasing energy production by 16% and reducing the impact on the environment. This summarises the complete renewal carried out by ACCIONA Energía in the ‘El Cabrito’ wind farm, the oldest in Cadiz province.

The company will complete the start-up phase of the wind farm in the last week of 2018, fourteen months after having started removing the old wind turbines. The lattice tower turbines -with a capacity of 330 kW each and between 24 and 36 metres in height- have disappeared to give way to modern turbines of Nordex Acciona Windpower technology. Eight of them are the N100/3000 model, of 3 MW capacity each and a hub height of 85 metres, while another four (AW70/1500) will have a capacity of 1.5 MW and a hub height of 60 metres.

Advantages for the environment

The disassembly of the old wind farm involved removing all the foundations, platforms, unnecessary accesses and 31 transformers, plus the withdrawal and management of the waste generated and the recovery of the landscape.

The repowering wind energy project involved the adaptation of the access track, the remodelling of roadways inside the wind farm, the construction of the foundations for the new wind turbines, the laying of cables for the installation and the adaptation of the substation and control building.

The new El Cabrito will generate on average 112 gigawatt-hours (GWh) of clean energy per year, around 16% more than the old wind farm.

ENGIE : Engie investit dans un projet de dix parcs éoliens en Espagne

Engie a annoncé mercredi sa participation en tant qu'investisseur et responsable de la gestion de l'énergie au projet "Phoenix" de création de dix nouveaux parcs éoliens en Espagne.

PRINCIPAUX POINTS DU COMMUNIQUE:

-Ce projet vise à créer en Aragon dix parcs éoliens qui ajouteront 342 méga-watts (MW) au réseau espagnol.

-Engie participera à la fois en tant qu'investisseur et en tant que responsable de la gestion de l'énergie (vente de la production sur le marché de gros, couverture sur le marché à terme).


-Engie s'associe une nouvelle fois à Mirova et Forestalia dans la continuité de l'alliance déjà conclue en 2018 dans le cadre du "Projet Goya" de 300 MW d'énergie éolienne en cours de construction dans la même région.

-GE Renewable Energy sera le fournisseur des 91 éoliennes. Aldesa, Eiffage et Elecnor sont les entreprises chargées de l'exécution des travaux de génie civil.

-Le projet est soutenu par un financement-relais assuré par JP Morgan, Santander Corporate & Investment Banking et Sabadell.

Equinor prêt à développer un parc de 200 MW aux Canaries

Le gouvernement des Canaries a fait savoir, fin mai, qu’il accueillerait le premier parc éolien flottant d’Espagne. Porté par le norvégien Equinor, le projet porte sur une capacité de 200 MW.

As for the installation of new wind farms in the year 2019, the activity has been very intense, reaching a figure of 1,634 MW of new wind turbines up to November 30, with which the cumulative installed national wind power is 25,223.5 MW , according to data from Red Eléctrica de España (REE). Spain sets sights on 22 GW of new wind energy by 2030

The Spanish government is targeting over 2 GW of annual wind energy installations out to 2030 as part of its new 10-year plan for renewables.

Madrid has submitted its National Energy & Climate Plan (NECP) to the EU and wants renewables to account for 42% of the country’s energy mix and generate 74% of its electricity by the start of the next decade.

Part of the plans will see yearly additions of 2.2GW in new wind power capcity.

All EU member states are required to submit 2030 plans, which will set growth targets for clean energy.

“Spain has long been a leader in renewables: wind turbines is 20% of their electricity and they create more export revenues from wind energy than from wine. It’s great to see they’re now planning a significant further expansion of renewables,” Wind Europe chief executive Giles Dickson said.

“The level of ambition and visibility sends a clear signal to investors and will be good for jobs and growth. It makes Spain a frontrunner in the EU Green Deal. Five other EU Member States still haven’t finalised their NECPs yet. They should find inspiration in the excellent Spanish example,” he added.

Spain has included proposals to modify the 10-year plan if needed, as public consultations on the proposals were derailed by the Covid-19 pandemic.

Dickson said he was hopeful Spain will not dial-back its ambitions as the long-term economic impacts of the virus are felt.

“Covid-19 mustn’t undermine our common efforts to tackle climate change. On the contrary, the Green Deal is the best route out of current crisis … and wind will play a central role: its shovel-ready, cheap to build and supports lots of jobs,” he added.

Spain currently has 25.7GW of installed capacity onshore wind power and was Europe’s leading market for onshore wind energy last year, adding new projects totalling just over 1.6 GW.

EnerOcean projects 180MW of floating offshore wind energy in the Canary Islands

The floating offshore wind energy developer EnerOcean requests the construction of two wind farms off Gran Canaria. The wind power projects would consist of up to 15 floating wind turbines.
EnerOcean has reported the launch in Gran Canaria of CANARRAY, two floating offshore wind farm projects with the W2Power bi-turbine platform. This patented technology, W2Power, offers the lowest cost floating wind solution for the energy produced. In addition, it was recognized as the best European marine energy project in the Atlantic area, due to its relevance to the EU Atlantic Strategy.

CANARRAYS, S.L., a company belonging to the Spanish company EnerOcean, has submitted the requests for the scope of environmental impact of the projects to MITECO.

These offshore wind farms, CANARRAY I and CANARRAY II, total 180MW between them and are the continuity of the work of the EnerOcean company. The company had already advanced its intention to install a four-platform park with a pair of wind turbines and up to 12 MW per platform. With the presentation of this documentation, the process for the approval of the EIA (Environmental Impact Study) of both parks begins.

The park technology is the patented W2Power. It offers two pro-platform wind turbines; greater power generation power without the need to increase the use of steel in its construction; and as a result, a lower cost floating solution for deepwater wind power generation.

In fact, EnerOcean has been testing the technology in waters of the archipelago for several years. Now, with the presentation to MITECO, the ministry will have the necessary information and observations on both deepwater wind farms. This will guarantee a solid environmental impact report, in addition to having the collaboration of the administrations involved.
CANARRAY projects

Both projects, CANARRAY I and II, could be installed in the second half of 2023 and during 2024, respectively. Of course, if the deadlines are as planned and do not have any delay.

Saitec prépare une première mondiale. L’entreprise espagnole a annoncé, le 17 juin, le lancement d’un projet de ferme pilote avec des éoliennes flottantes d’une puissance de 15 MW.

L'éolien à produit 21.9 % de la demande électrique en Espagne en 2020.

Leur parc éolien fait maintenant 27.446 GW (c'est plus qu'en France ou on a seulement 17.9 GW)

Spain issues plan for up to 3 GW offshore wind energy by 2030

Spain approved its first Offshore Wind Roadmap last week. It aims to kickstart the deployment of offshore wind with a view to having up to 3 GW operating by 2030. Given Spain’s geography it’ll all be floating offshore wind. Ports and shipyards across Spain already play a key role in the supply chain for offshore wind in the rest of Europe. The new Roadmap will stimulate the further development of Spain’s floating wind supply chain. The celebration of the WindEurope annual event 2022 in Bilbao on 5-7 April will be a perfect opportunity to focus on this.

Spain is already the second most important country in Europe for onshore wind, with 27 GW of installed capacity. It has built up a major wind industry on the back of this. Wind contributes more than €3bn to Spain’s GDP and provides more than 27,500 jobs. Spain’s exports of wind energy technology are worth more than its exports of wine.

Now Spain is going to embrace offshore wind as well. The Spanish Government has approved an Offshore Wind Roadmap which aims to install up to 3 GW of floating offshore wind in Spanish waters by 2030. To help achieve this the Spanish Government has pledged to invest at least €200m in research and innovation. The Roadmap also aims to further enhance the circularity of offshore wind and to make it more compatible with other maritime activities.
