EDF reporte à 2026 le démarrage de l’EPR Hinkley Point C au Royaume-Uni

Une mauvaise nouvelle de plus pour le réacteur nucléaire de nouvelle génération d’EDF. Le groupe a annoncé le 27 janvier un retard et un surcoût sur l’EPR Hinkley Point C, au Royaume-Uni.

EDF n’a pas réussi à rattraper son retard sur la construction de la centrale nucléaire Hinkley Point C au Royaume-Uni. Mercredi 27 janvier, l’électricien français a confirmé un surcoût et un report de la mise en service du premier réacteur de type EPR. C’est la première fois qu’un retard est confirmé pour ce site, tandis que les reports se sont déjà multipliés à Flamanville. Lancé en 2016, le chantier géant visait un début de production pour fin 2025. Désormais, ce démarrage est programmé au plus tôt en juin 2026 pour la première unité de la centrale.

World’s largest crane completes second lift at Hinkley Point C nuclear plant

The second of three prefabricated steel rings to form the reinforced cylinder around the nuclear reactor at Hinkley Point C has been lifted from the bunker in which it was constructed to a lay-down area by "Big Carl", the world's largest land-based crane.

The ring - which is 17m tall and 47m wide - is now being prepared for the final lift into the first reactor building.

It was constructed in factory conditions in the bunker – one of the innovations to improve quality on the project. Prefabrication inside these bunkers reduces the need to work at height or in bad weather and the work can be completed and checked in a controlled setting.

Big Carl lifted the first ring into place in December. The second ring was built 36% faster than the first due to the teams' construction experience.

During the project, Big Carl will lift more than 500 prefabricated steel and concrete elements weighing up to 1,600t.

Hinkley Point C managing director Stuart Crooks said: “Our belief that we can do things better drives innovation at Hinkley Point C. As we build the first UK European Pressurised Reactor (EPR) we are learning and improving all the time.

"This is leading to improved productivity as we build Hinkley Point C’s twin reactors. We will use that experience to underpin our plans for two more identical reactors at Sizewell C.”

Last week Atkins nuclear new-build engineering lead Dave Cotton told an ICE webinar - Beyond civil engineering: Digital advancements for Hinkley Point C – that the technology has been a game changer on the Hinkley project.

Earlier this month, another construction milestone was reached at Hinkley with the final concrete pours now complete for the nuclear power station's six cooling water tunnel heads.

Balfour Beatty started the 12 month tunnelling programme at the nuclear power station in September 2019.

In December 2020, the first of the three offshore tunnels was completed, with the first tunnel boring machine, named Mary, reaching the end of its 3.5km journey under the Bristol Channel.

La quantité d'acier qui sera utilisée pour cette centrale permettrait de construire une ligne de chemin de fer entre Londres et Rome, tandis que la quantité de béton permettrait de construire 75 stades de sport.

C'est amusant ce retour au "stade" comme unité de mesure ...autrefois utilisé par les grecs comme mesure de longueur ou distance.

Major lift completed at second Hinkley Point C unit

EDF Energy hailed the "replication effect" of series nuclear build as it completed a major lift at Hinkley Point C. Placing the first ring of unit 2's reactor building was done 25% faster than the same procedure for unit 1, the company said.

"Building an identical copy of the first reactor drives efficiency and saves time," said EDF Energy, announcing the milestone. The ring has a diameter of 47 metres, is 17 metres high, and its 575-tonne bulk was moved by a large crawler crane known on site as Big Carl. Two more rings and then a cap will be needed to form the building.

Hinkley Point C started construction in December 2018 and should generate its first power in 2026.

"The ring was built 25% more quickly than the same part on unit 1, requiring thousands of hours less labour to manufacture," said the company, adding, "This 'replication effect' will benefit the identical Sizewell C project in Suffolk."

Hinkley Point C is composed of two EPR reactors of 1630 MWe each and Sizewell C is proposed to be an exact copy from the ground up, EDF Energy has said. It will also re-use as much equipment and re-employ as much of the workforce as possible from Hinkley Point C.

Sizewell C has planning permission and awaits a final approval from the UK government, but EDF Energy also needs to assemble its project finance. The UK government introduced legislation last month to enable the Regulated Asset Base model to facilitate this. It would see the project funded by a small increment on consumer electricity bills, rather than by commercial lending. Over the life of the plant this would save UK consumers GBP30 billion (USD40 billion) compared with the financing for Hinkley Point C, which is based on a model of contracts for difference, the government claimed.

The UK’s energy secretary Kwasi Kwarteng said the country was "firmly committed to deploying new nuclear" as he toured construction work at Hinkley Point C. It follows House of Commons approval for the Nuclear Financing Bill, which ministers hope will make the financing of new nuclear attractive to British funds and institutional investors.

His comments came during a visit to the site in south west England where two EPR reactors are being built.

Hinkley Point C is the first new nuclear power station to be built in the UK for more than two decades. Construction began in December 2018 and it should generate its first power in 2026.

“The UK government recognises that large-scale nuclear is the only technology available to provide continuous, low-carbon electricity at scale. In order to strengthen Britain’s energy security and reduce our exposure to volatile global gas prices, we are firmly committed to deploying new nuclear, as seen through the construction of Hinkley Point C,” said Kwarteng.

“It has been remarkable to see how construction work is progressing … new nuclear is not only at the heart of our plans to ensure greater energy independence, but to create high-quality jobs, boost apprenticeships and drive economic growth.”

There have been 850 apprentices trained at the site so far, with a target of reaching 1000 later this year and Stuart Crooks, managing director of Hinkley Point C, said the project was “changing lives for the better” and would be “crucial in the fight against climate change”.

EDF UK’s Chief Executive Simone Rossi noted that the proposed “building of a near-identical power station in Suffolk, Sizewell C, means the UK can continue this powerful legacy”.

However, the ownership structure will be different - French firm EDF is the majority investor in Hinkley C, with China General Nuclear having a 33% stake, but Sizewell C is intended to be majority-owned by British investors, as a result of the legislation currently going through Parliament.

L'électricien français EDF écrit dans son rapport annuel qu'il pourrait accuser de nouveaux retards pour le démarrage de la centrale nucléaire britannique Hinkley Point C. Une hausse des coûts pourrait également être annoncée «d’ici l’été».

Les mauvaises nouvelles s'enchaînent pour EDF. Dans son rapport annuel déposé le 17 mars 2022 auprès de l’AMF, l'électricien français cache à peine les nouveaux risques de retard et de surcoût supplémentaires qui pourraient concerner le projet de construction de la centrale nucléaire Hinkley Point C, en Grande-Bretagne.

«Une nouvelle revue complète visant à mettre à jour les estimations des coûts et du calendrier annoncées en janvier 2021 est en cours et doit être finalisée d’ici l’été 2022», écrit EDF, qui pointe plusieurs raisons : «des difficultés rencontrées par le projet notamment sur le génie civil et les travaux maritimes et l’accroissement des risques tels que le conflit ukrainien, le Brexit, le Covid, la perturbation des chaînes d’approvisionnement et l’inflation».

Des retards avaient déjà été annoncés en janvier

Le fournisseur français d'électricité avait en effet mis à jour son calendrier de construction pour la dernière fois en janvier et reporté à 2026 le démarrage de l’EPR (au lieu de fin 2025, soit un retard de six mois). Il avait également revu le coût du projet en hausse de 500 millions de livres (595,84 millions d'euros), pour un total compris entre 22 et 23 milliards de livres. L'ouverture de la centrale était initialement prévue en 2025 pour un coût alors estimé à 18 milliards de livres.

«Des plans d’actions sont en cours afin d’atténuer le risque de retard et des actions sont entreprises pour améliorer la performance du génie civil», précise encore EDF. D'autres projets similaires à Flamanville, en France, et à Olkiluoto, en Finlande ont également été retardés et ont vu leur facture flamber.

EDF: Les risques sur le calendrier et les coûts d'Hinkley Point ont augmenté

EDF a annoncé mercredi que les risques pesant sur le calendrier et le coût du projet de réacteur nucléaire Hinkley Point C en Grande-Bretagne avaient augmenté depuis la publication de la dernière information sur ce dossier, et qu'une nouvelle mise à jour sera faite avant la fin de ce trimestre.

Xavier Girre, directeur financier du groupe, a déclaré qu'en plus du Brexit et du coronavirus, le projet serait impacté par le conflit ukrainien, certaines perturbations de la chaîne d'approvisionnement, des pénuries de matériaux et par l'inflation.

La dernière mise à jour du calendrier de construction d'Hinkley Point remonte à janvier 2021. EDF avait alors déclaré que la livraison du premier réacteur nucléaire construit en Grande-Bretagne depuis des décennies serait retardée de six mois, jusqu'en juin 2026, et que le coût augmenterait de 500 millions de livres supplémentaires, pour atteindre 22-23 milliards de livres (27,34 milliards d'euros).

EDF a annoncé jeudi avoir finalisé la révision du calendrier et du coût la construction des deux réacteurs nucléaires de Hinkley Point C, en Grande-Bretagne.

Dans un communiqué, le groupe a indiqué que le démarrage de la production d'électricité de l'unité 1 était désormais prévu en juin 2027, alors que le risque de report de la livraison des deux unités est estimé à 15 mois en supposant l'absence de nouvelle vague pandémique et d'effet additionnel de la guerre en Ukraine.

Le coût à terminaison du projet est estimé entre 25 et 26 milliards de livres sterling, a fait savoir EDF, précisant que cela serait sans effet pour les consommateurs britanniques.

Le prochain jalon est la pose du dôme sur l'unité 1, prévue au 2ème trimestre 2023.

First reactor vessel for Hinkley Point C completed

The manufacture of the reactor pressure vessel for the first of two EPR units at the Hinkley Point C nuclear power plant under construction in Somerset, UK, has been completed in France and the large component is ready for delivery to the construction site.

The vessel - measuring 13 metres in length and weighing 500 tonnes - was fabricated by Framatome at its Le Creusot facility in Burgundy, central France. EDF Energy said teams have spent 80,000 engineering hours on the component's construction.

The reactor pressure vessel is the high strength steel cylinder that will house the reactor core and all associated components including the reactor vessel internals which support and stabilise the core within the reactor vessel, as well as providing the path for coolant flow and guiding movement of the control rods.

"The completion of the first reactor pressure vessel marks a major milestone in the construction of Hinkley Point C," EDF Energy said. "Together, the two nuclear reactors will offset 600-million tonnes of carbon dioxide emissions over their 60-year lifetime - driving Britain towards net-zero and stronger energy security."

In July 2018, Škoda JS of the Czech Republic was awarded a contract by Framatome to manufacture and supply two sets of EPR reactor pressure vessel internals for the Hinkley Point C plant. The contract includes the core basket, heavy reflector and the upper internals.

Earlier this week, Big Carl - the world's largest crane - lifted the final 11-metre prefabricated steel ring into place on to the reactor building of Hinkley Point C unit 1, which now stands 44 metres tall. The dome is expected to be placed on the reactor building during 2023.

Construction of Hinkley Point C - composed of two EPR reactors of 1630 MWe each - began in December 2018. Unit 1 of the plant was originally scheduled to start up by the end of 2025.

In January 2021, EDF said the start of electricity generation from unit 1 had been rescheduled to June 2026. Delays arising from the COVID-19 pandemic would also increase the cost of the project by GBP500 million to between GBP22 and 23 billion.

In May this year, following a review, EDF announced the start of electricity generation for HPC unit 1 is now expected in June 2027 and the project completion costs were now estimated in the range of GBP25 to 26 billion.

Une fois dimensionné pour assurer le meme service, du PV ne coute pas moins cher (x6 overbuild + batteries) .
