JERUSALEM, Aug. 11 (Xinhua) -- The Tamar natural gas well off the shores of northern Israel's Haifa city is approximately 16 percent richer than estimated a month ago, U.S. oil operator Noble Energy Inc., announced Tuesday.

The recent assessment made by Netherlands, Sewell and Associates, Inc., a Texas-based petroleum consultancy company, shows the site holds around 207 billion cubic meters (bcm) of natural gas, local news service Ynet reported, citing an announcement of Noble Energy, which owns 36 percent of the gas field.

It is reported a month ago that the site may hold as much as 178 bcm of natural gas.

The Tamar drilling field is located around 50 miles off the Haifa coast.

Noble Energy a signé un accord lui permettant de vendre du gaz naturel issu du champ Tamar au large d’Israël pendant 15 ans, ce qui pourrait représenter 9,5 milliards de dollars de chiffre d’affaires.

Noble Energy est une entreprise américaine basée à Houston dans le Texas faisant partie du classement Fortune 1000. Son secteur est le pétrole et le gaz.

Début 2009, les groupes pétroliers Delek et Avner étaient montés en flèche à la Bourse de Tel-Aviv après l’annonce de leur partenaire Noble Energy selon lequel une découverte de gaz naturel était évaluée à 61 % de plus qu’au départ.

Le potentiel de la découverte de gaz naturel de Tamar est de 90 milliards de mètres cubes utilisés pour le “développement commercial”. Le 17 janvier 2009, la compagnie Noble Energy avait évalué sa découverte de gaz naturel au large de la côte israélienne à 15 milliards de mètres de cubes.

ISRAELVALLEY PLUS
Tamar 2 est un champ gazier en cours de test d’exploitation situé à 90km au large de Haïfa. Tamar 2 atteint près de 180 milliards de m3 de gaz naturel selon les estimations les plus récentes (juillet 2009) . Les revenus de l’exploitation du champ gazier sont estimés à 30 milliards de dollars (après des coûts d’exploitation d’environ 1,5 milliard de dollars).

Selon des prévisions, son exploitation commerciale, prévue début 2012, permettrait de garantir l’indépendance énergétique de l’Etat d’Israël au cours des 20 prochaines années et d’exporter à plus long terme du gaz naturel.

Actuellement, Israël importe principalement son gaz d’Egypte, qui a également réalisé d’importantes découvertes de gaz naturel en février 2009 – 100 milliards de m3. Tamar 2 constitue la plus grosse découverte de gaz naturel en Israël, dépourvue de ressources naturelles majeures jusqu’à présent (mise à part la potasse servant pour les engrais).

si il y a des petits malins en Israel, ils devraient se lancer sur le créneau de la voiture au Gaz naturel, ca sera bien moins cher que la voiture electrique que veux faire Shai Agassi .....

Les reserves de Gaz de Israel serait vraiment importante, au point qu' ils pourrraient chercher à en exporter. Probléme, toute l' infrastructure est à créer.

Israel is on the path to exporting energy for the first time in its 62-year history after Noble Energy Inc. and partners said their offshore discoveries in the country may hold twice as much natural gas as the U.K.

Nobel, the Houston-based operator of the Leviathan block, said yesterday the area may have 16 trillion cubic feet of gas, as it also raised its estimate for the nearby Tamar field to 8.4 trillion cubic feet. Nobel said all its areas in the eastern Mediterranean may hold as much as 30 trillion cubic feet.

“This has the potential to turn Israel into a key regional gas player, competing with the likes of Egypt,” Guil Bashan, an analyst at IBI in Tel Aviv, said by phone. “This is also a major plus for the economy and for the partners operating the licenses, which can produce value by becoming major exporters.”

The Levant Basin, where Tamar is located and which stretches the length of Israel and Lebanon, may hold 227 trillion cubic feet of gas, the U.S. Geological Survey said in a report released April 8, its first review of the area. That compares with Egypt’s 77 trillion cubic feet of reserves in 2008 and the U.K.’s 12 trillion cubic feet, according to BP Plc’s statistical survey. Reserves are resources that are anticipated to be commercially produced.

Ca fait 60 ans qu'(israel est vulnérable comme importateur d'énergie. Si ils devienne exportateurs nets, c'est un glissement majeur dans la géopolitique de la rasion. Les rapports de force sont considérablement modifiés au profit d'israel.

surtout que ça arrive au moment ou la syrie, principal adversaire d'israel , s'apprête à devenir importatrice de pétrole!

Si Israel s'avère être un important producteur de gaz il me semble que cela sera beaucoup plus raisonnable pour eux de faire des voitures au gaz (des essences à peine modifié) plutôt que des électriques ...

Evidemment il reste des contentieux sur la frontére maritime avec le LIBAN.

Gas Field Discovery Threatens Fresh Lebanon-israel Dispute

Trouble is brewing in the waters off the coast of Lebanon and Israel about the future of one of the largest discoveries of natural gas in the eastern Mediterranean, Qatar News Agency reported.

The discovery of a field known as Leviathan, might contain 16 trillion cubic feet of gas, enough to serve Israel's domestic needs and make it a substantial exporter.

While, Lebanon is eyeing some of that income to pay off its US$50 billion national debt, Qatar News Agency quoted the Financial Times newspaper on Sunday.

Israel and Lebanon are still formally at war and the two neighbours have never agreed a maritime boundary.

Some Lebanese politicians claim that the field may extend into their country's undeclared maritime zone. Lebanon too faces another problem, as the nation has not passed a oil and gas law that would regulate drilling off its coast and the passing of the legislation would take months to approve.

Meantime, Israel has unilaterally placed a line of buoys extending two miles into the sea off the two countries' land border for "security reasons".

With Israel's action, Lebanon government raised this issue with the United Nations, fearing that the floating line of Israeli-placed markers may enroach on its maritime territory.

Hizbollah and its allies have taken up the cause of what they call the defence of Lebanon's natural resources - and they charge their western-backed political opponents with weakness in regard to the issue.

The speaker of Lebanon's Parliament Nabih Berri said: "Lebanon's army, people, and resistance will be ready to thwart any attempt to steal its natural resources."

This estimated that 122 trillion cubic feet of recoverable gas may lie off the Mediterranean coastlines of Syria, Lebanon, Israel and the Gaza Strip.

Noble on Aug. 10 received Israeli government approval for the development of Tamar. Noble and its partners planned to develop Tamar using the Tamar North option that would flow gas from the deepwater field to a new onshore receiving terminal to be constructed in the northern half of the country. However, the selection and approval of the site for the onshore terminal has been significantly delayed. The Tamar North development option was designed to deliver gas to Israeli markets in 2012, thus assuring that customers' gas needs would be continuously and fully met.

Israël-Liban : du gaz dans la Méditerranée relance les tensions

(De Beyrouth) L'Est de la Méditerranée renfermerait d'énormes quantités de pétrole et de gaz. Problème : les eaux ne sont pas clairement délimitées, et trois pays, le Liban, Israël et Chypre, revendiquent leur souveraineté sur la totalité des réserves, ou au moins sur une part du gâteau. Que dit le droit international ?

L'annonce faite par la compagnie américaine Nobel Energy sur la présence de 453 milliards m3 de gaz au large d'Israël a suscité de vives craintes et menaces dans la région, chaque partie entendant faire respecter sa souveraineté et ne pas se faire spolier par le voisin.

Problèmes de délimitation des eaux territoriales

Le président du Parlement libanais Nabih Berri a mis en garde contre un monopole israélien des réserves dans l'Est de la Méditerranée, en déclarant :

« Le Liban devait immédiatement prendre des mesures pour défendre ses droits non seulement financiers, mais également économiques, politiques et souverains. »


Le Parlement a d'ailleurs adopté le 18 août une loi autorisant l'exploitation off-shore de réserves de pétrole et de gaz.

De son coté, le ministre israélien des Infrastructures nationales, Uzi Landau, a prévenu qu'« Israël n'hésitera pas à user de la force, non pas pour défendre ses droits, mais pour défendre le droit maritime international » en soulignant que les champs gaziers découverts se situent dans les eaux israéliennes.

Chypre pourrait aussi faire valoir ses droits et profiter de la manne pétrolière et gazière.

Mais avant d'exploiter ces ressources naturelles, le problème de délimitation des eaux territoriales doit être résolu. Que nous dit le droit international ?

Le ministre libanais de l'Energie et des Eaux a déjà pris les devants en indiquant que le Liban travaillait de manière unilatérale sur le tracé des frontières maritimes avec Israël, avant d'en soumettre les résultats au Conseil de sécurité de l'ONU pour approbation. Par contre des discussions sont en cours -ou vont être ouvertes prochainement- avec Chypre et la Syrie. Ainsi, une sorte de course est engagée pour établir le premier sa souveraineté sur les eaux méditerranéennes.

L'affaire pourrait se terminer en dernier lieu devant les tribunaux internationaux. En cas de litiges, la Convention de Montego Bay prévoit plusieurs voies différentes, dont le choix est laissé aux Etats : le Tribunal international du droit de la mer, la Cour internationale de Justice, l'arbitrage.

Cette affaire vient nous rappeler qu'en géographie, la frontière est le produit d'un équilibre entre des Etats qui exercent des pressions politiques, et n'a rien de naturel.

Le Gaz est encore pas extrait et les frontiéres maritimes encore dans le flou, et voila qu' ils considérent déjà de l' exporter par gazoduc sous marin vers la Gréce, voire plus loin :
Israel Considers Underwater Gas Exports to Greece, EU

Israel is considering construction of an underwater gas pipeline to export natural gas to Europe and Greece.

According to sources quoted by the Globes business news service, the idea was raised during a meeting last week between Prime Minister Binyamin Netanyahu and Greek Prime Minister George Papandreaou. Relations with Greece, a member of the European Union, have grown closer over the past several months.

Turkey, a nation that once would have been considered a natural partner in such an endeavor, and a rival with Greece, is not being considered for the project. The Muslim-led Ankara government has increasingly distanced itself from the Jewish State since Operation Cast Lead, the counter terrorist war against Gaza’s Hamas terrorist rulers in the winter of 2008-2009.

A number of mammoth natural gas fields have been discovered along Israel’s Mediterranean coastline over the past few years. Among them is the Leviathan energy field, which appears likely to hold enough gas to meet Israel’s needs for the next 60 years, at the current demand projections.

The reservoir is owned by a conglomerate comprised of Noble Energy, Avner Oil and Gas LP, Delek Drilling LP, and Ratio Oil Exploration LP.

In June, Noble Energy announced that a seismic survey had found a high probability scientists would discover up to 16 trillion cubic feet (453 billion cubic meters) of natural gas in the reservoir.

The find comes in addition to that discovered at the two Tamar drilling sites near Haifa, which is said to be enough to provide for Israel’s needs for at least 30 years. Noble Energy and Delek own the Tamar well, together with Isramco Ltd. and Dor Alon Energy Exploration Ltd.

The Tamar discovery in April 2009 came on the heels of an earlier find, that of the Dalit gas field off the coast of Hadera, south of Haifa earlier the same year.

The U.S. Geological Survey estimated this year that some 122 trillion cubic feet of undiscovered, recoverable natural gas lie in the Levant Basin Province in the eastern Mediterranean region – an area that includes the coastal region near Israel and Lebanon, which claims the energy field is off its coast.

Les travaux pour le champs gazier de Tamar au large d' Israel vont commencer début 2011.
Le cout de dévelopement initial est estimé à 3 milliards de $, dont 1.1 pour la compagnie NOBLE.

Noble to Develop Tamar Gas Field

Noble has sanctioned the Tamar natural gas project offshore Israel. Discovered in 2009, Tamar is operated by Noble Energy and has total recoverable resources estimated at 8.4 trillion cubic feet of natural gas.

Initial development of Tamar will include five subsea wells capable of flowing 200 to 250 million cubic feet per day (Mmcf/d) of natural gas each. Production will be gathered at the field and delivered via two 16-inch flowlines to a new platform, which will be constructed adjacent to the existing Mari-B structure. The Tamar platform will tie into the existing 30-inch pipeline that delivers natural gas to the Ashdod onshore receiving terminal, with an initial processing capacity up to 1.0 billion cubic feet of natural gas per day. The project design and connectivity to Mari-B will also provide for gas injection and withdrawal in the Mari-B reservoir. In addition, the development will allow for significant expansion as the market for natural gas grows.

Charles D. Davidson, Noble Energy's Chairman and CEO, said, "Noble Energy continues to make outstanding progress on our lineup of major projects. We now have key developments underway in each of our core areas and significant growth is rapidly approaching. Tamar represents a critically important project for our Company, our partners, and the State of Israel. Ensuring that we are able to meet the near and longer-term needs of Israel's growing gas market will support the State's continued commitment to natural gas as the energy source of the future."

Gross capital cost for Tamar is estimated at $3.0 billion ($1.1 billion net to Noble Energy). The majority of key project components have been awarded and development drilling is scheduled to commence by early 2011. Project installation is expected to be complete and commissioning initiated in the fourth quarter of 2012.

Noble Energy operates Tamar, offshore Israel in the Matan license, with a 36 percent working interest. Other interest owners are Isramco Negev 2 with 28.75 percent, Delek Drilling with 15.625 percent, Avner Oil Exploration with 15.625 percent and Dor Gas Exploration with the remaining four percent.

Le champs Gazier au large de Israel commence à étre dimensionné. On parle de 450 milliards de m3 en place.

Ils citent que ca pourrait rapporter 4.8 milliards de $ par an à leur économie.
Citi: Leviathan Worth $4.8B Per Year to Israel
et Noble Energy qui est l' opérateur ayant découvert tout ca se demande comment exploiter concrétement.

Ils parlent sans doute de faire une usine de liquéfaction GNL.

Le FMI recommande à Israël un fond souverain avec les revenus du gaz :

Le Fonds monétaire international recommande à Israël de réduire sa dette publique et de créer un fond souverain avec les revenus attendus des gisements de gaz naturel découverts en Méditerranée, dans un rapport rendu public mardi.

Dans leur rapport annuel sur la situation économique en Israël, les experts du FMI plaident pour que "les taxes tirées du gaz soient utilisées d'abord pour réduire la dette publique tandis que les fonds additionnels devraient être placés dans un fonds souverain".

Un fonds souverain est en alimenté en général par l'exploitation de richesses naturelles, notamment des hydrocarbures. Les Etats investissent ainsi une partie de leurs revenus dans différents types de placements à long terme pour les générations futures.

Deux importants gisements gaziers offshore très prometteurs ont récemment été découverts à 130 km au large de Haïfa (nord d'Israël), Tamar et Léviathan, qui pourraient rapporter plusieurs dizaines de milliards de dollars en impôts et royalties à l'Etat d'Israël.

Défiez-vous des cosmopolites allant chercher loin dans leurs livres des devoirs qu'ils dédaignent remplir autour d'eux

Noble Halts Drilling Ops at Leviathan Appraisal

Noble has ended drilling operations at the Leviathan #2 appraisal well location, offshore Israel. During the drilling process, the Company identified water flowing to the sea floor from the wellbore. The source is a water sand that flowed behind the surface casing. It has been monitored closely and there are no indications of any hydrocarbons in the produced water. Drilling in the Leviathan #2 well had not yet reached the depth of the targeted gas intervals discovered in the Leviathan #1 well.

The Company has concluded that the current location and wellbore are unsuitable for continued drilling operations. As such, Noble Energy plans to relocate the drilling rig to a nearby location where it will resume the Leviathan natural gas appraisal drilling program.

Noble Energy operates Leviathan, offshore Israel in the Rachel and Amit licenses, with a 39.66 percent working interest. Other interest owners are Delek Drilling and Avner Oil Exploration with 22.67 percent each and Ratio Oil Exploration with the remaining 15 percen
