Pakistan starts construction of two 1100 MWe nuclear reactors

Pakistan started construction of two Chinese-designed Hualong One nuclear units near the coastal city of Karachi.

Pakistan has three operating reactors - Karachi 1 (KANUPP) which started up in 1972, and two units at Chashma which have been operating since 2000 and 2011, respectively. Two further units are under construction at Chashma under a long-term cooperation agreement with China.

In 2013 ground was broken for the first of the two Chinese-designed ACP1000 units at Karachi, sometimes known as K2 and K3, but this project stalled. The ceremony yesterday relaunched the construction, which is now based on China's successor to the ACP1000, the Hualong One.

The two reactor project is a $10 billion effort. The Karachi Nuclear Power Plant II (Kanupp II) with the capacity to produce 1,100 MW electricity is being built financial assistance from China, which has become the biggest investor in energy and infrastructure projects in Pakistan.

Pakistan in 2012 produced 96 terawatt hours of electricity, 35 TWh of this from oil, 27 from natural gas and 30 from hydro. Nuclear power makes a small contribution to total energy production and requirements, supplying only 4.6 TWh - 4.7% of total electricity generated in 2012.

The two Karachi nuclear reactors should produce 16 terawatt hours.

In 2005 an Energy Security Plan was adopted by the government, calling for a huge increase in generating capacity to more than 160 GWe by 2030

Accord Islamabad-Moscou pour la construction d'un gazoduc russe au Pakistan

Le Pakistan et la Russie ont signé vendredi un accord prévoyant la construction par une société russe d'un gazoduc de plus d'un millier de kilomètres sur le territoire pakistanais, où les tractations autour des projets gaziers s'accélèrent depuis l'accord sur le programme nucléaire iranien.

Le document a été signé par le ministre russe de l'Energie Alexandre Novak et le ministre pakistanais du Pétrole Shahid Khagan Abbasi en présence du Premier ministre pakistanais Nawaz Sharif. Il confie à la société RT Global Resources, filiale de la holding publique russe Rostec, la construction du gazoduc Nord-Sud d'une capacité annuelle de 12,4 milliards de m3 et d'une longueur de 1 100 kilomètres entre les terminaux de gaz naturel liquéfié (GNL) de Karachi, sur la mer d'Arabie, et Lahore, dans l'est et près de la frontière indienne.

Selon un responsable gouvernemental pakistanais interrogé par l'AFP, la Russie va investir deux milliards de dollars pour ce projet dont la première phase doit être terminée en décembre 2017. Dans un communiqué, le ministère russe de l'Energie a pour sa part évoqué la fin des travaux du gazoduc au printemps 2018. "La construction du gazoduc Nord Sud porte la coopération entre la Russie et le Pakistan à un niveau inédit", s'est félicité le ministre russe de l'Energie Alexandre Novak, cité dans le communiqué.

Pakistan's Chashma 3 inaugurated

Nawaz Sharif, Pakistan's prime minister, today inaugurated the country's fourth reactor - unit 3 of the Chashma nuclear power plant in Punjab province.

Construction began on the Chinese-designed CNP-300 pressurised water reactor in March 2011. The unit achieved first criticality on 3 October and was connected to the grid on 15 October. The unit's output has since been gradually increased to 100%. On 7 December, China National Nuclear Corporation (CNNC) said Chashma 3 had completed a "100-hour reliability demonstration test", marking the end of acceptance tests for the unit.

Chashma 3 is one of two CNP-300 units being built at the site. Unit 4, which began construction nine months after unit 3, is currently undergoing commissioning and is expected to be connected to the grid during the first half of 2017.
The Chashma site - also referred to as Chasnupp - is already home to two Chinese-supplied 300 MWe PWRs: unit 1, in commercial operation since 2000, and unit 2, since 2011. Pakistan also has a 125 MWe Canadian-supplied pressurized heavy water reactor, Karachi unit 1, which has been in commercial operation since 1972.

The 340-MWe Chashma 3 unit
is a "joint collaboration" between CNNC and the Pakistan Atomic Energy Commission, according to a statement issued today.

Sharif described completion of unit 3 as another milestone towards eliminating load shedding in the country. He also said he was confident that unit 4 would enter operations before its target date of mid-2017.

The prime minister noted the country's target of 8800 MW of nuclear power capacity by 2030.

Le Pakistan est un pays qui a quelques menus problèmes.

Le terrorisme le frappe régulièrement.
Une fraction du territoire national échappe au contrôle du gouvernement (les fameuses "zones tribales" proches de l'afgha).
Plusieurs grandes villes souffrent de pénurie d'eau. Les villes sont de façon générale anarchiques et Pashawar est l'une des plus polluées au monde.
45% de la population est analphabète.
La consanguinité est endémique, avec plus de 30% des mariages entre cousins, ce qui se traduit par un catastrophe génétique (nombre incroyable d'enfants handicapés à cause de maladies génétiques).
L'économie est complètement arriérée, les transports dangereux et saturés.
Le pays est rongé par la corruption.

Mais ils ont décidé de s'attaquer non pas à ces choses-là, mais au problème du blasphème sur facebook. Et facebook a décidé de les aider. Si FB tient sa promesse et livre des libres-penseurs pakistanais aux bourreaux (ils risquent la peine de mort), je quitterais ce réseau social.

Le Premier ministre pakistanais inaugure la cinquième centrale nucléaire du pays

Le Premier ministre pakistanais Shahid Khaqan Abbasi a inauguré vendredi la cinquième centrale nucléaire du pays, développée en collaboration avec la Chine, dans le but de mettre fin aux coupures d'électricité récurrentes cette année.

Le Pakistan est l'un des rares pays en voie de développement à continuer d'élargir son usage du nucléaire dans la foulée de la catastrophe nucléaire de Fukushima au Japon en 2011.

Le pays s'efforce désespéramment de combler un déficit énergétique qui peut atteindre les 7.000 MW au pic de l'été, soit quasi un tiers de la demande.

Le réacteur de Chashma-IV, d'une puissance de 340 mégawatts, situé à 250 kilomètres au sud-ouest de la capitale Islamabad, est le quatrième bâti dans le cadre d'une collaboration entre la commission de l'énergie atomique du Pakistan (PAEC) et la Corporation nationale du nucléaire de Chine (CNNC).

La précédente avait été inaugurée en décembre par l'ancien ministre Nawaz Sharif, destitué le mois dernier en raison d'accusations de corruption, et qui avait fait de l'électricité un cheval de bataille électoral.

"Mettre fin aux coupures est une priorité de notre gouvernement," a assuré M. Abbasi, assurant qu'il n'y en aurait plus dès novembre 2017 lors de l'inauguration retransmise en directe.

M. Abbasi a souligné que la croissance économique, qui a dépassé les 5 %, atteindrait 6 % cette année grâce à la mise en service récente de nombreuses centrales, tandis que d'autres sont sur le point d'être achevées.

Impayés, corruption, inefficacité, manque d'investissements: la production d'énergie est restée très en deçà de la demande cette dernière décennie, une crise que M. Sharif s'était engagé à résoudre d'ici la fin de son mandat initialement prévue en 2018.

La Chine intensifie actuellement ses investissements chez son voisin pakistanais, dans le cadre d'un plan de développement des infrastructures routières, de télécommunication et d'énergie de plus de 50 milliards de dollars le long d'un couloir économique reliant la Chine à la mer d'Arabie en traversant le Pakistan du nord au sud.

ExxonMobil is close to discovering huge oil reserves in Pakistan near the border with Iran, and those reserves could even be larger than the oil reserves of Kuwait, the Pakistani Minister for Maritime Affairs and Foreign Affairs, Abdullah Hussain Haroon, said over the weekend.

Addressing business leaders at the Federation of Pakistan Chambers of Commerce and Industry (FPCCI), Haroon said that Exxon had drilled for oil close to the Iranian border and that the U.S. supermajor was optimistic about the oil find.

“Foreign investors are interested in coming to Pakistan, provided we manage to meet their standards and attract them to make investment,” the Pakistani minister said in a press release published by the FPCCI.

According to Arab News, if the oil discovery in Pakistan turns out to be as large as expected, the country would rank among the world’s top ten oil producing countries, ahead of Kuwait.

In Pakistan, ExxonMobil signed an agreement in May this year to take a 25-percent working interest in the Indus Block G offshore Pakistan, where the other partners in the block are Italy’s major Eni and Pakistan’s Government Holdings Pvt Ltd and Oil and Gas Development Company Limited (OGDCL).

L'Arabie saoudite construira une raffinerie dans le port de Gwadar, au sud du Pakistan, a annoncé jeudi le ministre du Pétrole pakistanais, quand le Pakistan, en manque de liquidités, peine à stabiliser son économie.

Les deux pays se sont mis d'accord sur ce projet lors d'une visite en septembre du nouveau Premier ministre Imran Khan a Jeddah, son premier déplacement à l'étranger en tant que chef du gouvernement, selon le ministre Sarwar Khan.

Le Pakistan, au bord de l'insolvabilité, doit impérativement se refinancer à l'étranger. L'Arabie saoudite est vue par Islamabad comme une alternative à un nouvel emprunt auprès du Fonds monétaire international.

Les Saoudiens "ont montré de l'intérêt pour investir immédiatement dans une raffinerie", a expliqué le ministre du Pétrole lors d'une conférence de presse.

"L'emplacement a été fixé" à Gwadar, un port en eau profonde construit grâce au Corridor économique Chine-Pakistan, un accord prévoyant des dizaines de milliards d'euros d'investissement chinois au Pakistan, a-t-il ajouté.

Les modalités financières 3et la capacité de la raffinerie doivent encore être définies, a-t-il poursuivi, ajoutant que le ministre de l'Energie saoudien viendrait au Pakistan dans les semaines à venir pour finaliser l'accord.

Pakistan and Saudi Arabia have finalised the memorandum of understanding (MoU) for the construction of the multi-billion-dollar Saudi Aramco oil refinery in Gwadar, according to an Arab News report.

Federal Minister For Information Fawad Chaudhry told the paper that Islamabad is expecting to sign a number of investment deals, including the construction of the mega oil refinery, in February.

“The oil refinery project is the biggest investment project of Saudi Arabia in Pakistan,” he added.

According to the report, Pakistan and Saudi Arabia have lately expressed renewed interest in enhancing bilateral strategic and trade engagements while KSA also pledged $3 billion in a financial assistant to help Pakistan out of its economic woes.

Minister of State and Board of Investment Chairman Haroon Sharif told the paper that a 15-member Saudi delegation visited Gwadar from Karachi as part of the finalisation process of the MoU for Aramco oil refinery.

Pakistan expects $15 billion investment from Saudi Arabia after Prime Minister Imran Khan chose KSA for his maiden visit and consequently made two official visits.

“I am expecting around $15bn investment from Saudi Arabia in the next 3 years. The inflow of investment for oil refinery and petrochemical complex in Pakistan is estimated to be between $6 billion to $10 billion,” the BoI chairman stated, per the report.

La banque mondiale va prêter 100 millions de dollars au Pakistan pour des projets de solaire PV dans la province de Sindh.

The funds will be used to implement the Sindh Solar Energy Project, a scheme aimed at increasing solar power generation and access to electricity in Sindh province.

According to the World Bank, the Sindh Solar Energy Project, started in 2013, is expected to be developed by 2023. The initiative is split into four components: the building of large-scale solar plants through competitive tenders; the procurement and deployment of distributed generation PV; the development of residential off-grid solar in areas with no grid access; and increasing capacity building and technical assistance to support design and implementation of the project.

Of the total budget, $40 million should be devoted to large-scale PV, an amount expected to enable around 400 MW of capacity. Some $25 million will be allocated for distributed generation, with around 20 MW envisaged. Off-grid capacity and capacity building and technical assistance are said to account for $30 million and $5 million, respectively.

Pakistan : objectif atteint pour le projet "tsunami d'un milliard d'arbres"

Le projet a été lancé en 2015 par Imran Khan et a récemment atteint son objectif : plus d’un milliard d’arbres ont été plantés dans la région de Peshawar.

Pendant quatre ans, près de 5000 ouvriers agricoles, aidés de garde-forestiers, ont planté environ 900 000 eucalyptus et 42 espèces d’arbre différentes sur 3500 km2 de terres arides.

Le projet, baptisé "le tsunami d’un milliard d’arbres", a été financé par la région de Peshawar à hauteur de 169 millions d’euros. Il a permis de créer de nombreux emplois mais il contribue essentiellement à atténuer les effets du changement climatique, à réduire les risques d’inondations en solidifiant les bords de rivières, à réduire l’érosion des sols et à fournir un nouvel habitat pour la faune.

L’homme à l’origine du programme - Imran Khan - est devenu premier ministre et a annoncé vouloir aller plus loin. Il projette de planter 10 milliards d’arbres dans le pays d’ici cinq ans. Le Pakistan est un des pays d’Asie qui accueille le moins de forêts, et celles-ci ont beaucoup souffert durant la guerre : les talibans abattaient les arbres pour financer leurs activités terroristes.

Vers une "escalade militaire" entre l'Inde et le Pakistan ? On vous explique pourquoi les tensions sont ravivées entre les deux pays.
