Speaking from Islamabad by videolink in a ceremony that also marked the 70th anniversary of the establishment of diplomatic relations between Pakistan and China, Khan said the plant's 1100 MW of clean energy would "almost double" Pakistan's nuclear power generation.

Karachi unit 3 - which like unit 2 is also an 1100 MW Hualong One unit supplied by China National Nuclear Corporation (CNNC) - is expected to generate electricity early next year, he said. The Karachi units are the first exports of the Hualong One, which is promoted on the international market as HPR1000.

"It is worth mentioning here that clean, reliable and affordable power generation will also bring economic benefits to the country," Khan said.

Construction of Karachi 2 began in 2015 and the unit achieved first criticality in February and was connected to the grid in March after the completion of commissioning tests. The plant's operational period is 60 years, which can be extended for another 20 years.

Unit 3 of the Karachi nuclear power plant in Pakistan has reached first criticality, becoming the fourth Hualong One reactor in the world - and the second outside China - to reach that milestone.

"Unit 3 of the Karachi nuclear power plant in Pakistan achieved criticality for the first time at midnight on Feb 21, meaning it is now able to operate with power and laying a solid foundation for future connection to the grid and power generation," China National Nuclear Corporation (CNNC) said.

Construction of Karachi 3, the second of two 1100 MWe Hualong One units to be built near Paradise Point in the province of Sindh, began in May 2016. Karachi 2 entered commercial operation in May last year. The units are the first exports of CNNC's Hualong One, which is also promoted on the international market as HPR1000.

The Karachi units are also sometimes referred to as KANUPP, and the site was home to Pakistan's first nuclear power reactor, Karachi 1 - a small 100 MWe (90 MWe net) Canadian pressurised heavy water reactor which shut down in 2021 after 50 years of operation.

The first domestic demonstration plants of CNNC's Hualong One, or HPR1000, design are Fuqing 5 and 6, in China's Fujian province. Fuqing 5 entered commercial operation in January 2021; Fuqing 6 started up in December and was connected to the electricity grid on 1 January, reaching full power output earlier this month.

Nuclear energy currently provides around 8% of Pakistan's energy mix from five reactors: four CNNC-supplied CNP-300 pressurised water reactors at Chashma in Punjab, and Karachi 2. CNNC in 2017 signed a cooperation agreement with the Pakistan Atomic Energy Commission on the construction of a Hualong One as a fifth unit at Chashma.

Le Pakistan devrait commencer à importer du pétrole et du gaz russe en mars

Le Pakistan commencera à importer en mars du pétrole et du gaz de Russie, à des conditions qui garantiront un "bénéfice économique mutuel" aux deux pays, ont-ils annoncé vendredi dans un communiqué conjoint.

Depuis le lancement de son offensive militaire contre l'Ukraine, Moscou est visé par des sanctions économiques occidentales et a fortement réduit ses livraisons d'hydrocarbures vers l'Europe, se tournant vers l'Asie pour compenser.

"Les deux parties sont convenues qu'une fois qu'un consensus aura été trouvé sur les spécifications techniques, les échanges de pétrole et gaz seront structurés de telle façon que les deux pays en tirent un bénéfice économique mutuel", a indiqué ce communiqué.

"Ce processus sera achevé en mars", ont-ils ajouté, à l'issue d'une rencontre annuelle de coopération commerciale et économique, à Islamabad.

Le gouvernement pakistanais avait annoncé au début décembre que la Russie avait donné son accord à l'exportation vers le Pakistan de pétrole à un prix réduit.

Le pétrole brut russe est soumis depuis décembre à un embargo maritime européen et à un plafonnement du prix décidé par l'UE, le G7 et l'Australie, deux mesures destinées à priver Moscou de revenus importants.

En réaction, la Russie a annoncé qu'elle interdirait à partir du 1er février la vente de son pétrole aux pays étrangers qui utilisent le plafonnement.

Le Pakistan est confronté de longue date à des pénuries d'énergie. Mais ses défaillances structurelles ont été aggravées par la hausse mondiale des prix de l'énergie liée à la guerre en Ukraine.

Sa facture énergétique s'en est trouvée augmentée, ce qui a érodé ses réserves de change jusqu'à des niveaux très bas, qui l'empêchent aujourd'hui d'importer de nombreux produits cruciaux pour son économie.

Les difficultés d'approvisionnement énergétique ont entraîné des coupures d'électricité récurrentes, qui ont affecté les ménages et l'industrie, par exemple dans le secteur du textile, lequel représente environ 60% des exportations pakistanaises.

Le Pakistan touché par une gigantesque panne d'électricité

Une gigantesque panne d'électricité a affecté lundi matin une large partie du Pakistan, dont les plus grandes villes de Lahore et Karachi, selon les autorités.

Les coupures d'électricité sont fréquentes au Pakistan, qui fait face depuis des années à une crise énergétique chronique et dont le système de distribution est complexe et vétuste.

La panne, qui a duré plusieurs heures, est due à un dysfonctionnement survenu à 07h30 locales (02h30 GMT). Il s'agit du deuxième incident de cette ampleur en seulement deux ans dans ce pays de plus de 220 millions d'habitants.

"Selon les informations initiales, la fréquence du système sur le réseau national a chuté ce matin (lundi), ce qui a entraîné une énorme panne", a indiqué sur Twitter le ministère de l'Energie.

Le courant a été partiellement rétabli dans la matinée dans la capitale Islamabad et à Peshawar (Nord-ouest).

Mais le grand hub économique de Karachi, avec ses 15 millions d'habitants, et la deuxième plus grande agglomération, Lahore (10 millions), étaient toujours privés d'électricité en fin de matinée.

La panne n'a pas eu de répercussion immédiate sur le système de santé, la plupart des hôpitaux étant pourvus de générateurs de secours. Les écoles, quant à elles, utilisent le plus souvent le chauffage au gaz pour réchauffer les classes.

Une panne similaire en janvier 2021 avait plongé l'essentiel du pays dans le noir pendant plusieurs heures, après qu'un dysfonctionnement technique dans le sud du pays avait déclenché une réaction en chaîne dans plusieurs centrales électriques.

Les coupures d'électricité sont un problème récurrent au Pakistan. Mais la situation s'est encore détériorée ces derniers mois, sa situation financière dramatique aggravant un peu plus ses difficultés d'approvisionnement énergétique.

Les ménages ont été affectés, mais l'industrie également, par exemple dans le secteur du textile, lequel représente environ 60% des exportations pakistanaises.

En mai 2018, une autre grande panne avait touché le pays, l'électricité restant partiellement coupée pendant plus de neuf heures.

En 2015, 80% du pays, dont les grandes villes, avait été plongé dans le noir par une coupure de courant causée, selon le gouvernement, par une attaque de séparatistes baloutches contre une ligne à haute tension dans un district reculé de la province du Baloutchistan (Sud-ouest).

Cette panne, l'une des plus graves dans l'histoire du Pakistan, avait même affecté l'un des aéroports internationaux.

A ceremony has been held to mark the inauguration of unit 3 of the Karachi nuclear power plant in Pakistan. China National Nuclear Corporation (CNNC) said the two Hualong One reactors at the site have now both officially been delivered to Pakistan and put into operation.

During the event, speeches were made by Pakistan's Prime Minister Shabaz Sharif, Pakistan Atomic Energy Commission Chairman Ali Raza, China Atomic Energy Agency Deputy Director Liu Jing and CNNC General Manager Gu Jun. International Atomic Energy Agency Director General Rafael Mariano Grossi also delivered a speech via video.

"Since entering commercial operation, the K-2 and K-3 units have generated nearly 20 billion kilowatt-hours of electricity, effectively alleviating the power shortage in Pakistan, as well as making positive contributions to Pakistan's social and economic development, energy security and independence, and addressing climate change," CNNC said. "At the same time, the K-2/K-3 project has provided more than 60,000 jobs for the local people throughout the whole cycle and trained a large number of local industrial workers."

Units 2 and 3 of the Karachi site - near Paradise Point in the province of Sindh - are the first exports of CNNC's 1100 MWe Hualong One pressurised water reactor, which is also promoted on the international market as HPR1000.

Construction of unit 2 began in 2015, with that of unit 3 following in May 2016. Karachi 2 achieved first criticality in February 2021 and was connected to the grid the following month after the completion of commissioning tests. The then Prime Minister Imran Khan formally inaugurated unit 2 on 21 May 2021.

Unit 3 achieved first criticality on 21 February 2022 and was connected to the grid on 4 March. Unit 3 passed acceptance tests on 18 April 2022, marking its entry into commercial operation.

According to CNNC, since Karachi units 2 and 3 have been put into operation, "the frequency and duration of local power outages have been greatly reduced".

The company noted Karachi 2 and 3 now provide Pakistan with nearly 20 billion kWh of clean electricity every year, meeting the annual demand of the local population of 2 million people. The units will reduce the equivalent standard coal consumption by 6.24 million tonnes per year, thereby cutting carbon dioxide emissions by 16.32 million tonnes.

The Karachi site - also sometimes referred to as KANUPP - was home to Pakistan's first nuclear power reactor, Karachi 1 - a small 100 MWe (90 MWe net) Canadian pressurised heavy water reactor which shut down in 2021 after 50 years of operation.

Arrivé au pouvoir à la faveur d'un coup d'Etat en 1999 et resté à la tête du Pakistan jusqu'en 2008, ce général quatre étoiles s'était autoproclamé président en juin 2001 et occupait donc ce poste au moment des attentats du 11-Septembre contre les Etats-Unis.

Pakistan’s largest Thar coal-based power plant turned on

The largest coal-based power plant in the country, Thar Block-1, was scheduled to begin commercial operations on February 5, 2023, according to the Private Power and Infrastructure Board (PPIB).

Shanghai Project is a part of the China-Pakistan Economic Corridor and has a 1320 MW generation capacity (CPEC). Thar Coal Block-1 Power Generation Co., a wholly owned subsidiary of Shanghai Electric, is the company developing the project.

The project, which is estimated to generate 9 billion units of power annually and save Rs. 250 billion annually, has attracted a significant amount of foreign direct investment totaling $1,912 million.

The four Thar coal-based power producing plants now produce 2,970 MW of electricity altogether, and the 330 MW ThalNova project is also operational.

With a combined capacity of 1,650 MW, the PPIB has already allowed the commissioning of three projects, including the 660 MW Engro, 660 MW Lucky, and 330 MW Hubco Thar power projects, which are all at the top of the NPCC’s merit order list.

Saudi Arabia announced on Friday that it would be providing a $240 million loan to co-finance the construction of Mohmand Dam in Pakistan.

The hydropower complex, located in the northwest of the country, is seen as an essential project for Pakistan’s energy security as well as being critical for sustainable water supply for agriculture and human consumption, and flood resilience.
The Mohmand Dam is a multi-purpose project that will provide 800 megawatts of renewable electricity capacity, and enable the irrigation of 6,773 hectares of land.

The project will increase the cropping area in the region from 1,517 hectares to 9,227 hectares, helping Pakistan's food security.

Pakistan is facing a crisis that has pressured its foreign exchange reserves.

The loan, co-financed with the assistance of the Organization of the Petroleum Exporting Countries (OPEC), the Islamic Development Bank (IDB), and the Kuwait Fund for Arab Economic Development, will help the nation to address financial challenges by providing a much-needed injection of foreign currency into the country.

The Saudi Fund for Development (SFD) has been a key partner for Pakistan and has financed 41 development projects and programs in the country, amounting to approximately $1.4 billion in total.

Furthermore, the SFD has provided oil derivatives worth more than $5.4 billion between 2019 and 2023 to support Pakistan's economy.
Pakistan currently has a mix of mostly thermal and hydropower generation capacity.

In theory, this is sufficient. However, a lack of funds has meant that the country has been unable to use the full capacity of its energy sources.

Consequently, there have been prolonged blackouts, particularly during the summer when energy demand is high.

The Mohmand Dam project will help Pakistan to alleviate this problem.

The Mohmand Dam is an essential project for Pakistan. It will aid the country's energy security, provide sustainable water supplies for agriculture and human consumption, and improve resilience to floods.

The loan from Saudi Arabia, together with the support of other international organizations, will help ensure that this critical infrastructure project succeeds.

It's worth noting that Pakistan imports around 500,000 bpd of oil.

After the successful completion of criticality and pre-operational tests, the Pakistan Atomic Energy Commission applied for the issuance of an operating licence for Karachi 3 in October 2022.

PNRA said "upon completion of regulatory review and assessment and inspection processes of the licensing submissions and satisfactory resolution of all regulatory issues", it issued the operating licence on 31 May.

The Karachi site - also sometimes referred to as KANUPP - was home to Pakistan's first nuclear power reactor, Karachi 1 - a small 100 MWe (90 MWe net) Canadian pressurised heavy water reactor which shut down in 2021 after 50 years of operation.

Une première cargaison de pétrole russe doit être livrée lundi au Pakistan, confronté à des pénuries d'énergie et à un manque de devises, a annoncé le Premier ministre pakistanais, Shehbaz Sharif.

Un navire transportant du "pétrole brut (russe) à prix réduit" est arrivé dimanche au port de Karachi, dans le sud du Pakistan, et la cargaison doit être déchargée lundi, a indiqué dimanche soir M. Sharif sur Twitter. "C'est la toute première livraison de pétrole russe au Pakistan et le début d'une nouvelle relation entre le Pakistan et la Fédération de Russie", a-t-il déclaré.

Depuis le lancement de son offensive militaire contre l'Ukraine l'an passé, Moscou est visé par des sanctions économiques occidentales et a fortement réduit ses livraisons d'hydrocarbures vers l'Europe et les États-Unis, se tournant vers l'Asie pour compenser.

Le Pakistan, aux prises avec une crise économique qui a encore accentué ses pénuries récurrentes d'énergie, avait confirmé en mai avoir conclu un accord avec la Russie pour l'achat de son pétrole. Le secrétaire d'État pakistanais au Pétrole, Musadik Malik, avait par le passé précisé que ces produits pétroliers russes seraient payés dans la monnaie de "pays amis", les réserves en dollars du Pakistan étant depuis des mois à des niveaux dangereusement bas. Le volume de cette première livraison de pétrole serait de 100 000 tonnes, selon les médias pakistanais.

Le Pakistan, cinquième pays le plus peuplé au monde, est au bord du défaut de paiement, avec une inflation incontrôlée, une devise nationale - la roupie - qui s'est énormément dépréciée, et des réserves en dollars à leur minimum, ce qui amoindrit ses capacités d'importation et pèse sur la production industrielle.

Le pays bataille aussi avec le Fonds monétaire international (FMI) pour obtenir le déblocage d'une tranche d'un prêt de 6,5 milliards de dollars conclu en 2019, mais les discussions sont dans l'impasse depuis des mois. Islamabad importe 84% de ses produits pétroliers, essentiellement depuis les pays alliés du Golfe.

Le secteur pakistanais de l'énergie souffre de pénuries depuis des années, en raison d'une mauvaise gestion, d'un manque de capacité de stockage et des faiblesses de son économie. La Banque mondiale a annoncé la semaine dernière anticiper une faible récession de l'économie russe cette année, car Moscou a réussi à réorienter ses exportations en gaz et son pétrole, notamment vers l'Inde et dans une moindre mesure la Chine, compensant ainsi les effets de l'embargo.

Bien vu la Roupie Pakistanaise, ça changera un peu de la Roupie Indienne dont les Russes ne savent déjà que faire. :twisted:

Agreement reached for Chashma unit 5

Pakistan has signed a USD4.8 billion deal with China to construct a Hualong One reactor as unit 5 of the Chashma nuclear power plant in Pakistan's Punjab province, Prime Minister Shehbaz Sharif announced.

Speaking on state-run news channel PTV following the signing of the memorandum of understanding between China National Nuclear Cooperation (CNNC) and the Pakistan Atomic Energy Commission (PAEC), Sharif said construction of Chashma 5 will begin immediately.

He noted the decision to start this project had been taken and the main conditions were agreed during the government of former Prime Minister Nawaz Sharif. In November 2017, CNNC and PAEC signed a cooperation agreement on the construction of a Hualong One reactor as Chashma unit 5. The project was originally planned to start around 2021 but it was delayed under the following government.

Sharif, who became prime minister last year, said that due to higher international inflation, the project cost would have been much higher than that determined in 2017-18, the Daily Times reported. However, the Chinese government not only "abstained from raising the cost according to the inflation but also gave a discount of around Rs30 billion (USD105 million)".

"We are deeply obliged to President Xi, Chinese leadership, sincere thanks to Finance Minister Ishaq Dar and his team for working hard to strike the agreement with the Chinese counterpart," he said. "Investment from China in this project to the tune of USD4.8 billion sends a message loud and clear that Pakistan is a place where Chinese companies and investors continue to show their trust and faith."

The Chashma site - also referred to as Chasnupp - is already home to four Chinese-supplied CNP-300 pressurised water reactors, which were connected to the grid between 2000 and 2017.

Two 1161 MWe Chinese-supplied Hualong One (HPR1000) reactors have been constructed as units 2 and 3 of the Karachi plant in Sindh province, marking the first exports of CNNC's Hualong One design. Construction of unit 2 began in 2015 and unit 3 in 2016. These entered commercial operation in May 2021 and April 2022, respectively.
