L'acheminement de pétrole reprend à la frontière entre Irak et Jordanie

Des camions ont repris samedi l'acheminement de pétrole irakien vers la Jordanie via un poste-frontière où les dirigeants des deux pays ont annoncé la construction d'une zone franche industrielle commune et des mesures pour augmenter leurs échanges commerciaux.

Les Premiers ministres irakien Adel Abdel Mahdi et jordanien Omar al-Razzaz se sont retrouvés avec plusieurs ministres au poste-frontière de Treibil - al-Karameh côté jordanien - rouvert fin août 2017. L'unique point de passage entre les deux pays était resté fermé trois ans à cause du groupe État islamique (EI), vaincu fin 2017 en Irak selon Bagdad.

Samedi, les deux pays ont convenu que l'Irak allait "fournir chaque jour 10 000 barils de pétrole de Kirkouk" par camion à la Jordanie, a indiqué l'agence jordanienne Petra. Le prix du baril - actuellement autour de 60 dollars - pratiqué pour ces échanges n'a pas été communiqué. Petra précise toutefois que des frais, notamment de transport, seront pris en compte. La possibilité d'accorder des réductions sur les prix à la Jordanie avait mis en ébullition les réseaux sociaux irakiens.

La priorité pour Amman est de satisfaire ses besoins en hydrocarbures importés grâce à un projet d'oléoduc qui reliera Bassora, à la pointe sud de l'Irak, à son port d'Aqaba. Les deux pays ont indiqué samedi avoir entamé des études pour sa construction.

Mi-janvier, le roi Abdallah II de Jordanie avait effectué sa deuxième visite en plus de dix ans à Bagdad, après plusieurs rencontres entre hauts responsables dans les deux capitales. Tous ont évoqué la question de l'électricité, qui fait l'objet de pénuries chroniques en Irak depuis des années.

Pour obtenir de Washington une exemption temporaire de son dernier train de sanctions contre l'Iran, Bagdad a annoncé vouloir acheter son électricité à la Jordanie, à la Turquie et au Koweït. Amman et Bagdad se sont mis samedi d'accord pour lancer les opérations de raccordement sous trois mois afin que "la Jordanie exporte de l'électricité vers l'Irak d'ici moins de deux ans", selon Petra.

Depuis samedi également, 393 produits jordaniens sont exempts de taxes en Irak. Les deux pays s'attellent par ailleurs à ouvrir une zone industrielle commune. L'Irak est bordé par la Jordanie et la Syrie en guerre à l'ouest, la Turquie au nord, l'Iran à l'est et l'Arabie saoudite au sud ainsi que le Koweït. La frontière avec l'Iran, deuxième fournisseur commercial de l'Irak, est l'une des principales portes d'entrée des importations par voie terrestre. Au sud, Bagdad et Riyad disent vouloir rouvrir prochainement leur principal poste-frontière, Arar, fermé depuis 28 ans.

Pétrole/Gaz: un groupe britannique va explorer en Jordanie

Le groupe britannique Southern Procurement Services a remporté une offre pour l'exploration de gaz et de pétrole en Jordanie, qui importe plus de 90 de ses besoins énergétiques, ont annoncé les autorités.

La ministre de l'Energie, Hala Zawati, citée par l'agence officielle Petra, a indique que le Southern Procurement Services avait remporté l'appel d'offres pour la prospection de gaz et de pétrole dans les régions Al-Azraq (nord-est) et Al-Sarhan (nord).

Le groupe britannique et le ministère jordanien vont "entamer prochainement les discussions sur les modalites de cet accord avant qu'il ne soit ratifié par le gouvernement" a dit la ministre sans autres précisions.

Les autorites ont oeuvré ces dernières années à adopter des mesures d'incitation pour encourager les compagnies étrangères à investir dans des opérations de prospection pétrolière dans le royaume, en leur proposant des accords de partage de production.

Le royaume, qui importe actuellement 98% de ses besoins énergétiques notamment de l'Arabie saoudite voisine, consomme 134.000 barils de pétrole par jour (b/j).

Jordanie: première livraison de pétrole irakien depuis cinq ans

La Jordanie a reçu mercredi une première livraison de pétrole irakien, dont l'acheminement avait été interrompu après que le groupe Etat islamique (EI) eut conquis de larges territoires de l'Irak en 2014, a annoncé la ministre jordanienne de l'Energie.

Les deux pays avaient conclu en février dernier un accord d'entente en vertu duquel l'Irak fournirait chaque jour 10.000 barils de pétrole par camion au royaume jordanien.

"Nous avons reçu ce jour la première livraison de pétrole irakien", s'est félicitée devant la presse la ministre jordanienne de l'Energie Hala Zawati, estimant que ces échanges allaient permettre un nouvel essor du transport terrestre entre les deux pays.

Le pétrole irakien a été acheminé via le poste-frontière de Treibil --al-Karameh côté jordanien-- qui a été rouvert fin août 2017.

Cet unique point de passage entre les deux pays était resté fermé trois ans à cause des attaques de l'EI, vaincu fin 2017 en Irak.

Les livraisons irakiennes constituent 7% des besoins du royaume jordanien, dépourvu de ressources naturelles.

Sous Saddam Hussein renversé lors de l'invasion américaine de l'Irak en 2003, la Jordanie, qui importait 98% de ses besoins énergétiques, recevait du pétrole irakien à des prix préférentiels.

La ministre jordanienne a par ailleurs indiqué qu'un projet d'oléoduc devant relier Bassora, à la pointe sud de l'Irak, au port jordanien d'Aqaba et un autre sur la vente d'électricité jordanienne à l'Irak, étaient en cours de réalisation.

Deputising for Prime Minister Omar Razzaz, Energy Minister Hala Zawati on Tuesday inaugurated the Fujeij Project for wind energy with a capacity of 89 megawatts.

The wind farm can produce 24 per cent of the compound wind power connected to the national power grid.

The total cost is $180 million, financed by the Korea Electric Power Corporation (KEPCO), which also implemented the scheme.

Zawati highlighted the importance of the venture in increasing the compound capacity of the wind energy connected to the power grid to 372MW, making the total capacity of renewable energy 1,423MW.

Over the past 10 years, Jordan has faced several challenges, one of which came from its reliance on imported energy. The Kingdom imported 98 per cent of its energy needs in 2011, the minister noted.

This challenge, she added, required strategising goals to focus on reliable, sustainable and safe energy that is cost-efficient and secured through self-reliance and a variety of resources.

Zawati said that power generated from renewable sources went up from 1 per cent in 2014 to 10 per cent in 2018. She expects the rate to reach 20 per cent in 2020/2021.

The national power grid today receives more than 1,423MW of renewable energy, 1,051MW from solar and 372MW from wind resources, and is expected to reach the 2,400MW goal in 2021 instead of 2025 as originally planned, the minister added.

National Electric Power Company (NEPCO) CEO Amjad Rawashdeh said the company currently operates 20 projects and is following up on building, installing and inspecting 12 projects on solar and wind energy with wind turbines.

South Korean Ambassador to Amman Lee Jae-wan said that the Fujeij project is a “qualitative transformation” in the use of clean energy and is part of the Kingdom’s endeavours to utilise wind energy.

Jong Kap-kim, president of KEPCO, which owns the Fujeij Wind Energy Company, said that cooperation with Jordan started in 2008 and has resulted in three projects.

Texas-based Noble Energy has begun pumping the first supplies of Israeli gas to Jordan, Jordan’s National Electricity Company (NEPCO) said on Wednesday, amid opposition in the Middle Eastern kingdom.

The supplies, from Israel’s largest offshore natural gas field Leviathan have begun for an experimental three-month period, according to the terms of a $10 billion deal NEPCO struck with Noble Energy Inc in 2016, the state-owned power utility said in a statement.

“The experimental pumping will continue for three-months under the technical and contractual terms between the two sides,” said the statement by NEPCO which was released in state media with no further details.

Under the agreement, the U.S.-Israeli consortium will supply Jordan gas for 15 years from the field in the Mediterranean.

The deal has faced opposition in Jordan where many view Israel as an erstwhile enemy. Activists and parliamentarians have lobbied the government for years with little success of scrapping the purchase

Jordanie: motion parlementaire pour interdire l'importation de gaz israélien

Le Parlement jordanien a voté dimanche une motion visant à interdire l'importation de gaz d'Israël, alors qu'une phase d'essai est en cours depuis trois semaines en vertu d'un accord signé en 2016 avec l'Etat hébreu mais rejeté par la rue.

La motion "interdit" au gouvernement "l'importation de gaz d'Israël" et "confie au gouvernement la tâche d'élaborer un projet de loi" en ce sens afin de le soumettre à l'approbation du Parlement.

Selon un accord signé en septembre 2016, un consortium américano-israélien développant les réserves israéliennes de gaz en Méditerranée orientale doit fournir du gaz à la Jordanie à partir du gisement "Leviathan".

L'accord porte sur 8,4 millions de mètres cubes de gaz par jour sur une période de 15 ans, avec une option de 1,4 million de mètres cubes supplémentaires, selon l'Américain Noble, principal partenaire du consortium.

Vendredi, des centaines de Jordaniens ont manifesté dans le centre d'Amman pour demander l'abandon de cet accord gazier, dénonçant sur des pancartes "le gaz de l'ennemi" et "l'accord de la honte".

La Jordanie, où la moitié de la population est d'origine palestinienne, et Israël sont liés par un accord de paix depuis 1994. Mais leurs relations se sont crispées, en raison notamment de désaccords sur le conflit israélo-palestinien.

Le 1er janvier 2020, la National Electric Power Company of Jordan (Nepco) a annoncé le début de la phase d'essai de l'importation de gaz naturel d'Israël. Cette période doit durer trois mois, pour des raisons techniques et en vertu de l'accord entre les deux pays.

Le gouvernement jordanien assure que l'accord avec l'Etat hébreu va réduire de 600 millions de dollars par an la facture énergétique du royaume, dépourvu de ressources et qui est confronté à des difficultés financières.

Selon la ministre de l'Energie Hala Zawati, un retrait de l'accord gazier coûterait ainsi 1,5 milliard de dollars au pays.

Le Parlement avait déjà demandé au gouvernement le retrait de l'accord en mars 2019. Mais, en septembre, la Cour constitutionnelle avait statué qu'il ne nécessitait pas l'approbation du Parlement.

Jordan’s majority state-owned National Petroleum Company (NPC) has discovered “promising” new quantities of natural gas in the Risha gas field along its eastern border with Iraq, the energy minister said on Sunday.

Hala Zawati said in a statement the flow of gas from a new well among several drilled this year was “promising” but would become clearer by year-end after final results appear.

Risha, once seen as the energy importer’s potential gas lifeline, makes up nearly 5% of the kingdom’s consumption of natural gas of around 350 million cubic feet (mcf) per day for power generation, officials say.

“It has shown promising results..the efforts had resulted in the flow of new gas supplies that would raise the productivity of the gas field,” Zawati said.

The hunt for gas in the eastern desert area, that British oil major BP abandoned in 2014 after investing over $240 million, has been stepped up since last year, boosting quantities by at least 70%, Mohammad al Khasawneh, the head of NPC, told Al Mamlaka state-owned television broadcaster.

Jordanian officials had long hoped intensive exploration and drilling at Risha would lead to the discovery of extensive recoverable gas reserves, which will help cut dependence on oil imports to fuel Jordan’s power sector and industries.

Zawati said an ambitious 10-year energy plan unveiled last year aims to secure nearly half of the country’s electricity generation from local energy sources compared to a current 15%.

It was part of the effort to diversify local energy sources by expanding investments in renewable and oil shale to reduce costly foreign fuel imports, she added.

The country, which now imports over 93% of its total energy supplies, is burdened by a 2.5 billion-dinars ($3.5 bln) annual bill, comprising almost 8% of Jordan’s GDP and straining its economy.

L’Egypte et la Jordanie signent une extension de leur contrat gazier

Le secteur gazier constitue un lien économique important dans les relations entre l’Egypte et la Jordanie. La monarchie arabe importe un tiers de sa demande gazière chez son voisin africain. Les deux pays envisagent d’améliorer leur coopération dans ce segment.

L’Egyptian Natural Gas Holding Company (EGAS) et la Jordan’s National Electric Power Company (NEPCO) viennent de signer un accord d’extension d’un contrat de fourniture de gaz naturel. EGAS a repris ses livraisons de gaz au producteur jordanien d’électricité depuis septembre 2018, après quatre ans de suspension, à un plateau de plus de 350 millions de pieds cubes par jour.

Cette signature a été faite dans le cadre d’une visite du ministre du Pétrole et des Ressources minérales, Tarek El-Molla, à Amman, où il s’est entretenu avec son homologue jordanienne, Hala Zawati. Les deux responsables ont échangé sur les moyens de renforcer la coopération bilatérale dans les domaines du pétrole, du gaz naturel et des ressources minérales.

Il faut dire que les entreprises engagées dans cet accord ont également acté l’annexe d’un autre contrat visant à étendre le réseau de distribution de gaz naturel en Jordanie. L’Egypte qui a plus d’expérience sur la chaine de valeurs pétrogazière s’est engagée à former des cadres jordaniens à cet effet.

Israel, Jordan sign deal to swap solar power for water

Israel and Jordan are set to swap solar power for desalinated water after the two countries signed a declaration of intent earlier this week.

The agreement will see Jordan build solar PV plants with a total capacity of 600MW that will export output to neighbouring Israel, with feasibility studies due to start next year.

Israel, meanwhile, will provide up to 200 million cubic meters of desalinated water to Jordan, which is the second most water-scarce country in the world, according to the UN.

The Jordan Uranium Mining Company (JUMCO) has announced the production of 20 kg of yellowcake from 160 tonnes of uranium ore at a newly operational processing facility.

State news agency Petra reported the achievement, citing JUMCO General Director Muhammad Shunnaq who said the factory is set to produce "tens of kilograms" of yellowcake from the processing of "hundreds of tons" of ore over the next few months. Production is being carried out in in accordance with International Atomic Energy Agency standards, he said.

JUMCO is the commercial arm of the Jordanian Atomic Energy Commission (JAEC) and was established in 2013 to carry out radioactive elements exploration and development in Jordan. Its exploration and development efforts have been focused on the Central Jordan Uranium Project, where a pilot plant began operation in early 2021. JUMCO later that year said the plant was fully operational.

According to the 2020 edition of the OECD Nuclear Energy Agency and International Atomic Energy Agency joint report on uranium resources, production and demand - known as the 'Red Book' - Jordan has 62,000 tU as inferred resources, including 33,300 tU of JORC-compliant resources in central Jordan.

Solar in exchange for desalinated water
Israel and Jordan have agreed to pair 600 MW of solar with an undisclosed amount of storage. The deal, which was brokered by the United Arab Emirates at COP27, will see Jordan provide electricity to Israel in exchange for desalinated water.

An Emirati company will reportedly build the 600 MW “Prosperity Green” solar project, which Jordan will use to provide solar energy to Israel, in exchange for 200 million cubic meters of annual desalinated water supplies.

The two nations signed an initial memorandum of understanding last November to signal their intent to build the solar project. They have since worked on feasibility studies and now aim “to develop the necessary implements in plans in time for COP28,” according to a statement by the Israeli Ministry of Energy.

Israeli Energy Minister Karine Elharrar described the project as “a geopolitical, economic and environmental” initiative that opens a “new page in relations” with Jordan. Iswai Farij, the Israeli minister of regional cooperation, also described the project as part of a “legacy of cross-border regional cooperation.”

“[It] creates hope for the entire region, when countries join together to promote optimal utilization of natural resources,” said Farij.

IAEA assesses Jordanian plans for SMR deployment

An International Atomic Energy Agency expert mission has concluded that reports compiled by the Jordan Atomic Energy Commission will provide a good basis for a feasibility study into the country's use of small modular reactors for electricity generation and seawater desalination.

Jordan is considering using a small modular reactor (SMR) to provide the electricity to operate a reverse osmosis desalination plant, as well as to pump an estimated 300 million cubic metres of drinking water each year from the Red Sea coast to the capital Amman, about 400 kilometres away and 700 metres above sea level.

The International Atomic Energy Agency (IAEA) expert review mission, held at its Vienna headquarters in August 2023, comprised 18 IAEA and three external experts. It evaluated whether reports submitted by Jordan Atomic Energy Commission (JAEC) include all the necessary information to support the decision-making for deploying an SMR for power generation and desalination. Areas covered by the review included nuclear power technology and safety, siting and licensing, nuclear desalination, nuclear law and stakeholder engagement, among others.

La Jordanie, alliée des États-Unis, a demandé à Washington de déployer des systèmes de défense antiaérienne Patriot pour renforcer sa protection frontalière alors que les tensions dans la région s'intensifient, a déclaré dimanche le porte-parole de l'armée jordanienne.

"Nous avons demandé à la partie américaine de nous aider à renforcer notre système de défense avec des systèmes de missiles de défense aérienne Patriot", a déclaré le général de brigade Mustafa Hiyari, porte-parole de l'armée jordanienne, à la télévision d'État.
