In May, Saudi Arabia pumped just below 8.5 million bpd, having boosted its production by 345,000 bpd from April, as per the OPEC+ deal to gradually ease the cuts, OPEC’s secondary sources showed in the cartel’s monthly report last week.

Production in Saudi Arabia is set to rise to 9.5 million bpd by the end of July. Oil output is set to reach 10 million bpd by the end of this year, and 10.5 million bpd next year, according to Goldman Sachs.

Arab News reported that Saudi Arabia plans to auction two major mining licenses in 2022 for commodities including gold, copper and zinc, as the Kingdom aims to triple the mining sector’s contribution to the national gross domestic product to SAR 240 billion and double the number of jobs to 470,000 by 2030. The auction was announced by Vice Minister for Saudi Mining Affairs Khalid Al-Mudaifer during an interview with S&P Global on the sidelines of the Gulf Petrochemicals and Chemicals Association Leaders Forum in Dubai. Al-Mudaifer said “We expect to see an increase in international investment in mining, particularly because demand for minerals around the world is growing fast.”

Al-Mudaifer said that “A new mining law, which came into force on Jan. 1, 2021, will help attract more foreign investors because it treats them equally with local investors. We have already received a number of applications for exploration licenses from locals and are also in conversations with a number of international mining businesses.”

According to geological surveys dating back 80 years, the Kingdom has an estimated reserve of untapped mining potential valued at USD 1.3 trillion. Saudi Arabia’s mining industry has already attracted some major foreign investors. American industrial corporation Alcoa has a 25.1% stake in two companies, Ma’aden Bauxite and Alumina and Ma’aden Aluminum, as part of USD 10.8 billion joint venture with the Saudi Arabian Mining Company Ma’aden located in Ras al-Khair Industrial City in the Eastern Province. The Mosaic Company, a fertilizer producer, has a 25% stake in the USD 8 billion Ma’aden Wa’ad Al-Shamal Fertilizer Production Complex located in Wa’ad Al Shamal Minerals Industrial City in the north of Saudi Arabia. Furthermore, Barrick Gold has a 50% stake with Ma’aden in the Jabal Sayid underground Copper Mine and Plant.

Cette année, seuls 60.000 Saoudiens et étrangers résidents dans le royaume et vaccinés ont été autorisés à participer au hajj. En 2020, à peine une dizaine de milliers de fidèles avaient pu l'effectuer, au plus fort des restrictions sanitaires et avant la course à la vaccination.

Très loin derrière les quelque 2,5 millions venus du monde entier en 2019, avant la pandémie, pour prendre part à ce qui constituait l'un des plus grands rassemblements religieux au monde.

Dumat al-Jandal is the region’s largest wind farm, and is made up of 99 wind turbines, each with the capacity to generate electricity for up to 70,000 homes in the kingdom, Saudi Arabia-based Al Arabiya reported.

The 400-megawatt (MW) utility-scale wind power project is being developed by a group led by EDF Renewables and Masdar, two of the world’s leading renewable energy companies.

Saudi Arabia Raised June Crude Oil Exports To Five-Month High

Saudi Arabia’s crude oil exports hit a five-month high in June at nearly 6 million barrels per day (bpd) as the world’s top oil exporter, and the entire OPEC+ group continued to ease the cuts amid recovering global demand.

Saudi Arabia’s crude oil exports in June rose for a second consecutive month to reach 5.965 million bpd, data from the Joint Organisations Data Initiative (JODI) showed on Thursday.

That’s the highest export volume since January 2021 and compares with 5.649 million bpd in crude oil exports for May 2021, according to JODI, which compiles self-reported data from the countries.

The last time the Saudis exported more than 6 million bpd was in January this year when the Kingdom’s crude exports hit 6.582 million bpd.

But it was in January 2021 when the Saudis surprised the market with the decision for a unilateral cut of 1 million bpd, while the OPEC+ group was only slightly easing the cuts due to the concessions to Russia and Kazakhstan.

At the following OPEC+ meeting in early March, Saudi Arabia surprised the market yet again, saying it would keep the extra cut into April instead of only in February and March as originally planned. OPEC+ decided not to ease the cuts in April—except for a combined 150,000 bpd increase for Russia and Kazakhstan—as the group was looking to tighten the market and keep its powder dry until it sees tangible proof of rebound in global oil demand.

Starting this month, OPEC+ plans to add 400,000 bpd of supply every month until all 5.8 million bpd remaining cuts are restored.

Yet, in view of the faltering demand growth with soaring Delta variant cases in many major economies, including in the world’s top oil importer China, analysts increasingly believe that OPEC+ may have to recalibrate the pace of the easing of the cuts at some point over the next few months. The group’s regular monthly meeting is scheduled to take place on September 1.

In July, total Saudi oil exports—including crude oil and total oil products—rose further month-on-month by 327,000 bpd to 7.65 million bpd, according to JODI.

L'Arabie saoudite lance un nouveau plan pour attirer les investissements

L'Arabie saoudite a annoncé lundi le lancement d'un nouveau plan destiné à attirer les investissements étrangers à hauteur de 89,5 milliards d'euros par an, par le biais de diverses mesures incitatives visant en particulier le secteur privé.

Depuis son ascension en 2017, le prince héritier Mohammed ben Salmane a lancé plusieurs projets destinés à rendre l'économie de son royaume moins dépendant de l'or noir, premier pays exportateur de brut au monde.

"Le prince héritier a annoncé aujourd'hui le lancement du National Investment Strategy (NIS)", a indiqué l'agence de presse officielle saoudienne SPA.

Le NIS est censé porter le flux annuels des investissements directs à l'étranger (IDE) à 388 milliards de riyals (environ 89,5 milliards d'euros) et augmenter l'investissement intérieur annuel à 1.700 milliards de riyals (environ 392 milliards d'euros) d'ici à 2030, a-t-elle précisé.

Selon l'agence, ce nouveau projet vise à attirer les investissement en "améliorant le climat des affaires", "en mettant en place des mesures réglementaires et législatives capitales" et "en attirant des sièges régionaux (d'entreprises) dans le royaume".

Parmi les mesures annoncées, "la création de zones économiques spéciales dotées de réglementations et d'incitations concurrentielles" devrait attirer les investissements dans les secteurs jugés prioritaires, d'après SPA, qui ne précise pas lesquelles.

Première puissance économique arabe, l'Arabie saoudite tente d'attirer les investisseurs et de se défaire de sa réputation de pays ultraconservateur doté d'une administration compliquée et d'une règlementation obsolète.

Les mesures récemment prises, comme celles annoncées lundi, sont déjà appliquées par d'autres pays du Golfe, en particulier les Emirats arabes unis, qui ont largement diversifié leur économie en s'imposant comme une plaque tournante dans différents domaines économiques.

Besides building the plants over the next nine years, the investment will later be expanded to exploring battery metals.

Australian firm EV Metals Group is planning to invest $3bn to build plants, initially to process minerals such as lithium and nickel, in Saudi Arabia.

EV Metals managing director and CEO Michael Naylor was reported by Bloomberg as saying that the investment plans would later be expanded to explore battery metals in the Middle Eastern country.

The processing facilities are planned to be built over the next nine years.

The company has more than 15 exploration license applications in Saudi Arabia and is scouting for deposits of metals that are used in battery manufacturing, including lithium, nickel and cobalt.

A successful discovery of these deposits would position the firm as the first to tap these metals in the country.

The latest investment plan comes amid increasing demand for these metals as the world is opting for greener transportation options, such as electric vehicles.

In 2020, Saudi Arabia introduced a new mining law with a view to drawing investments into the sector.

The new law makes provisions for royalty-free periods and the funding of new mining projects.

In an interview, Naylor said: “We’re the first mover and we’ve got the know-how, the technology and the technical capabilities to bring to the kingdom to explore for these metals.”

According to the Saudi Government, the country holds untapped minerals worth more than $1tn.

EV Metals is currently developing a battery chemical processing facility in Saudi Arabia.

This facility would cater to the needs of a future automotive manufacturing sector in the country.

The project’s first stage was announced in 2020. Once operational, this stage will have a production capacity of 50,000t lithium hydroxide monohydrate a year.

Initially, the chemical processing facility will import its feedstock from EV Metal’s mine in Western Australia.

Huawei wins major energy storage project contract in Saudi Arabia

Chinese tech giant Huawei Digital Power has signed a contract with China's SEPCOIII, a construction and engineering company and power plant operator, for a 400 MW PV plus 1300 MWh battery energy storage project in Saudi Arabia.

Developed by ACWA Power, with SEPCOIII serving as general contractor and handling EPC services, the Red Sea Project has been listed as a key project the country's Saudi Vision 2030 initiative that includes the Red Sea Development and the planned smart city of Neom, located on the Red Sea coast in northwestern Saudi Arabia.

Neom is to be powered entirely by renewable energy and is seen as a key development in the country's efforts to diversify its economy, reduce its dependence on oil and develop tourism.

This 1300 MWh off-grid energy storage project is the largest of its kind in the world and represents a milestone in the global energy storage industry,” Huawei said in a statement.

Huawei and SEPCOIII representatives signed the deal on Friday at the recently concluded Global Digital Power Summit 2021 in Dubai.

Huawei, which currently has 8 GWh of energy storage system applications in operation, says it is integrating digital information technology with PV and energy storage technologies to build a more efficient, stable, and safe smart string energy storage system using intelligent and modular designs.

Speaking to pv magazine in June, Huawei Smart PV President Chen Guoguang said the digitization and intellectualization of the energy system was a key elements in building up renewable energy systems. The company launched its All-Scene FusionSolar + Storage Solution at this year’s SNEC Expo.

L’Arabie saoudite prévoit de réaliser un énorme complexe touristique en mer qu’elle présente comme « le premier projet touristique au monde inspiré des plateformes pétrolières offshore ».

Baptisé The Rig, ce projet dévoilé par le fonds souverain saoudien sera mené dans le golfe Persique. Le complexe de 150 000 m2 doit comprendre trois hôtels pour un total de 800 chambres et 11 restaurants. Les touristes, qui pourront le rejoindre via des transbordeurs rapides, bateaux de croisière, yachts ou hélicoptères, auront la possibilité d’y pratiquer de nombreuses activités : promenades en sous-marin, plongée, tyrolienne…

Le fonds souverain n’a pas indiqué si des infrastructures de production d’hydrocarbures existantes seraient utilisées pour ce projet ou si des plateformes neuves seraient conçues en s’appuyant sur le savoir-faire de l’industrie pétrolière. Le montant de l’investissement n’a pas non plus été précisé.

Le projet s’inscrit dans la volonté de l’Arabie saoudite de diversifier ses activités au-delà du secteur des hydrocarbures, en se développant notamment dans le tourisme.

Saudi Arabia said it would use one of the world’s biggest natural-gas projects to make blue hydrogen, as the kingdom steps up efforts to export a fuel seen as crucial to the green-energy transition.

A large portion of gas from the $110 billion Jafurah development will be used for blue hydrogen, according to Energy Minister Abdulaziz bin Salman. It is made by converting natural gas and capturing the carbon dioxide emissions.

“We are the biggest adventurers when it comes to blue hydrogen,” Prince Abdulaziz said at a climate conference in Riyadh on Sunday. “We’re putting our money where our mouth is on hydrogen. We have a terrific gas base in Jafurah we will use it to generate blue hydrogen.”

The comments came a day after the Saudi government pledged to neutralize planet-warming emissions within its borders by 2060, saying it would use carbon sequestration and hydrogen to reach that goal.

The plans for Jafurah underscore how the kingdom is moving away from a previous strategy to become an exporter of liquefied natural gas, a fuel that’s cleaner than oil and coal but which some governments have said they want to phase out.

Huge Market

A market for hydrogen barely exists today, but could be worth $700 billion annually by 2050 if producers can bring down costs, according to BloombergNEF. Saudi state energy company Aramco says large-scale blue hydrogen exports will probably begin after 2030.

Aramco is considering opening up the Jafurah field in the east of the country to foreign investors, Bloomberg reported last month. Aramco is working with an adviser as it mulls raising equity or debt for to develop the vast site, according to people familiar with the matter.

Jafurah is estimated to hold 200 trillion cubic feet of gas, and Aramco expects to begin production in 2024.

The kingdom also plans to sell green hydrogen, which is produced using renewable energy -- usually solar and wind power -- in a process that creates no carbon emissions.

Saudi Arabia can make the world’s cheapest green hydrogen, Prince Abdulaziz said on Sunday. He announced late last year that the country wants to be the world’s biggest exporter of both types of hydrogen.

The government will boost gas supplies for the local market too. It aims to stop burning oil in its electricity plants by 2030 and for gas to power half the grid by then. Solar and wind will make up the rest of the energy mix.
