Colombia's government on March 11 said it signed two exploration and production contracts with Royal Dutch Shell Plc in offshore areas of the Caribbean Sea that will require the company to make initial investments of $100 million.

Colombia recently modified contractual terms for offshore exploration and launched a Permanent Area Allocation Process so companies can apply to explore in areas of interest, offering 20 blocks as part of a strategy to boost the oil sector.

"The signing of these contracts revalidates the confidence of oil investors in exploration of our offshore resources in the Caribbean," National Hydrocarbons Agency (ANH) President Luis Miguel Morelli said in a statement.

The investment could surpass $650 million if exploration continues, he said.

Shell will explore blocks COL 3 and GUA OFF 3, which cover about 880,000 hectares.

Its investment adds to almost $400 million recently announced by Brazil's Petrobras in Colombia's Tayrona block and state oil company Ecopetrol in block COL-5.

Colombia has proven reserves of 1.78 billion barrels of oil, equivalent to 5.7 years of consumption, according to the Ministry of Mines and Energy.

The government wants to boost its hydrocarbon reserves to guarantee its self-sufficiency.

Colombia to begin oil exploration offshore in the Caribbean

Colombia and its state-run oil company, Ecopetrol, announced they have signed an offshore exploration and production deal for a nearly 400,000-hectare (988,000-acre) bloc in the Caribbean, the country's first new oil and gas contract in more than four years.

The country recently modified its bidding system for offshore oil and gas exploration contracts and re-launched bidding for more than 20 possible production areas.

The government, which last held an auction in 2014, repeatedly postponed bidding that had been set to take place last year because of company requests to change contract specifications.

The company will mount at least two exploratory wells, the statement said, and is optimistic the bloc will yield gas reserves in the medium term. Ecopetrol said in its own statement it was planning to seek a partner for exploration and production in the bloc. Ecopetrol currently operates in five offshore blocks.

Ecopetrol last week reported a net profit for 2018 of 11.55 trillion pesos, about US$ 3.7 billion, a five-year high and a 74.6% increase over the prior year.

Fracking

While the debate over fracking is not new, a recent report, issued by a 13-person panel of experts across the industry and related academia, has given the green light to begin evaluating prospects. Developed as a guideline for whether or not the country should engage in fracking activities, the document recommends the implementation of one or more integral research pilot projects (proyectos pilotos de investigación integral, PPIIs). These should generate knowledge and scientific evidence that will help make informed decisions on the commercial production of hydrocarbons. Implementation of PPIIs will respond to a number of requisites addressing matters concerning transparency, management guidelines, prior consultation with communities, strengthening institutional capacity and regulatory oversight, as well as ensuring environmental protection and water conservation.

While the law covers the exploration phase of non-conventional sources, no regulation yet exists with regards to production stages. In addition, a number of advocacy organisations have highlighted the contradictory nature of the report, namely that despite recognising the numerous risks associated with these activities, it still gave them the go-ahead.

Pilot

María Fernanda Suárez, minister of mining and energy, told international media that Colombia could increase its oil and gas reserves through the use of fracking from 5.7 years for crude and 11 years for gas, to 15 and 30 years, respectively. She stated that ExxonMobil, Conoco Phillips, Parex and Ecopetrol are among those interested in initiating fracking operations. A number of basins offer strong prospects for potential fracking, including Valle Medio del Magdalena, Valle Superior del Magdalena, Caguán-Putumayo, Catatumbo, Cordillera Oriental, Cesar-Ranchería, La Guajira and Llanos Orientales. Once it receives environmental approval from the National Authority for Enviromental Licences, the first pilot project will be developed by Ecopetrol in Valle Medio del Magdalena. It is expected to set the stage for the future application of this technology. Ecopetrol announced that it will invest $500m in the exploration of non-conventional deposits between 2019 and 2021, and establish a Directorate of Non-conventional Hydrocarbons within its corporate structure to direct its intentions in the field.

Looking Forward

While the new government sees the development of its hydrocarbons potential as paramount to the country’s development and energy self-sufficiency, opposition from local communities and environmentalists is ongoing. A lack of trust in the government, local communities’ perception of insufficient norms and regulations, and oversight from local and regional environmental agencies act as roadblocks to the development of extractive industries. While recent favourable decisions by the constitutional courts provide an additional impetus for operators seeking to develop activities in the sector (see overview), the country’s history in dealing with regional authorities remains a risk for those seeking to enter the sector.

Colombian state-owned oil company Ecopetrol has announced plans for a 50 MW solar park which will be owned by its Cenit hydrocarbon transportation and logistics subsidiary.

The fossil fuel company said the facility will be in the Colombian municipality of Castilla La Nueva, in the department of Meta, and will generate clean electricity for the San Fernando and Apiay pumping stations as well as oil fields in Castilla, Chichimene and Apiay, in the Eastern Plains.

Construction of the 46ha solar plant, which will feature more than 100,000 panels, will begin in the middle of the year with commercial operation slated for December. At that point, the facility will be the largest self-consumption power plant developed in the country, more than twice the size of the 20.4 MW Solar Castilla Park finalized by Ecopetrol in October.

The oil business, formerly known as Empresa Colombiana de Petróleos, announced plans to invest in solar energy in August 2018.

Oil majors are gearing up to explore off the coast of Colombia, offering hope to a country struggling to reverse declines in reserves and output of its biggest export.

Royal Dutch Shell Plc is planning to drill this year in the Caribbean, while Exxon Mobil Corp., Repsol SA and state-controlled Ecopetrol SA will follow suit in 2022, Energy Minister Diego Mesa said in an interview.

“International oil companies are more focused on the offshore potential,” Mesa said. “They are working on getting the rigs for next year.” Spokespeople for Exxon and Repsol didn’t immediately respond to requests for comment.

Colombia’s exploration is part of a wider effort by major oil companies operating in South America to hunt for massive offshore fields, in contrast to Europe, where some of the same companies have scaled back crude investments in the North Sea to plow money into renewable energy. Deep-water drilling is on the rise in Brazil, Suriname and Guyana this year with rig fleets growing.

While explorers including Petroleo Brasileiro SA have struck oil and gas in Colombia’s deep waters, none of the fields have been brought into production yet. The success of further exploration and development is key to offsetting the decline in conventional oil fields on land that has been in production for decades.

Output has declined in recent months, in part because of blockades in some of the country’s main oil production regions amid nationwide anti-government protests. Production fell below 700,000 barrels a day in the second week of May, the lowest level since 2009. Average oil production in 2020 fell 12% from the previous year to 781,300 barrels a day.

Mesa expects output to rebound from here and average 790,000 for the year. The rise in oil prices has encouraged more onshore drilling, he said.

The country also has 32 onshore and offshore blocks up for grabs this year, including “frontier basins” in the Pacific. Mesa expects 10-15 blocks to eventually be awarded.

Colombia expects to award renewable energy contracts in October for projects with at least 5 megawatts of capacity to supply industrial users and large corporations starting in 2023.

Local producers Celsia SA ESP, Empresas Publicas de Medellin ESP, Isagen SA ESP, Grupo Energia Bogota SA, and multinationals such as EDP Renovaveis SA, Enel Green Power SpA, and Electricite de France SA are among the potential bidders, Mesa said.

The auction is part of about $6 billion in planned projects to eventually generate 7,000 megawatts. The Andean nation also wants to develop a green hydrogen industry and is seeking potential export markets.

“There is significant interest from some companies from Germany. They have been very active about looking at the potential of Colombia to supply green hydrogen,” Mesa said.

President Ivan Duque will sign a law in the coming weeks to extend tax benefits for companies investing in renewable energy sources including hydrogen and geothermal. Benefits include value-added tax exemptions for equipment investment, lower tariffs and faster depreciation deductions.

Next week Colombia will award the first contract in Latin America for large-scale battery storage, worth about $70 million. The batteries, with a capacity of 50 megawatts, will be used to support transmission lines and will be similar to those offered by Tesla.

“The idea is to continue to do this more often both to support the grids, and as a complement to renewable energy going forward,” Mesa said.

Cocaine Production Soars In Colombia As Oil Industry Crumbles

Conflict-torn Colombia’s economically crucial oil industry continues to labor under the pressure of an array of threats.

After being severely impacted by the pandemic oil output in the Andean country fell to its lowest level in over a decade, to an average of 694,151 barrels per day during June 2021.

Heightened political turmoil leading to nationwide anti-government demonstrations, including community blockades of major roads, forced onshore drillers to shutter operations causing production to plunge. While the protests and blockades ended by mid-July 2021 tensions remain high driven by a surge in violence, lawlessness and poverty since Ivan Duque won the presidency in 2018. Much of that can be attributed to his failure to implement the 2016 peace accord with Colombia’s largest armed group the Marxist FARC.

On all accounts, 2021 is shaping up to be Colombia’s most violent year in a decade. Massacres have surged as have the murders of civil society leaders and ex-FARC combatants. Legal impunity has soared since Duque was sworn into Colombia’s top office in August 2018.

According to the United Nations (Spanish), Colombia’s cocaine production during 2020 surged to a record high of 1,228 metric tons or roughly eight percent more than a year earlier. That volume is also significantly greater than all the cocaine produced in Colombia when the Medellin Cartel was at the peak of its power during the 1980s. Unsurprisingly, it is the vast profits generated by producing and smuggling cocaine that are fueling Colombia’s decades-long low-level multiparty asymmetric conflict and high levels of violence in rural zones. Many of the remote areas which are coca-growing hotspots and subject to considerable violence are also rich in petroleum. It is the lead of the coca plant which contains the alkaloid cocaine, one of the world’s most profitable illicit substances.

For these reasons, it is doubtful Colombia will make the major oil discoveries necessary to boost proven reserves and production. That is a pressing issue because oil is responsible for 17% of government income, around 3% of GDP and more than a third of exports by value. As those numbers demonstrate, if Colombia is unable to maintain its crude oil output at current levels by making further discoveries, then the economy and government revenue are under threat.

Colombia stepping up oil, coal production amid Russia sanctions

Colombia is set to increase coal and petroleum production as it steps up to fill the void created by sanctions against Russia, Energy Minister Diego Mesa said on Monday.


The Andean county has restarted coal exports to Ireland, Mesa said on the sidelines of Canada’s PDAC conference in Toronto.


The European country stopped buying Colombian coal in 2016 on human rights concerns.

“Six years ago Ireland had replaced Colombian coal with Russian coal … but at the beginning of the war they came knocking at our doors again,” Mesa said.

The demand for coal is so high that mining companies like Drummond, one of Colombia’s largest producers, have managed to secure contracts for the next 18 months, Mesa said.

Poland has signed for one million tonnes of coal from Drummond and is expected to place a contract for an additional two million tonnes, he said.

Colombia has also increased its coal exports to the Netherlands, Spain and Canada since Russia’s invasion of Ukraine, he added.

Mesa said he expects Colombian oil production to reach at least 800,000 barrels per day by end of this year and up to 900,000 barrels per day by 2023.

“Any excess production will be put to international use,” he said.

Colombians will vote in a second round of presidential elections on Sunday to replace President Ivan Duque, who cannot run again.

Gustavo Petro, a former M-19 guerrilla and current senator, is tied in polling with Rodolfo Hernandez, an ex-mayor running on anti-corruption promises.

Petro has said he will respect already-signed contracts for oil and mining but will not sign new ones, rattling many in the energy industry.

Oil and mining combined provide more than 50% of Colombia’s monthly exports, according to government figures.

Hernandez is seen as pro-business but, like Petro, has said he will not back commercial use of fracking.

Mesa said Colombia’s record of rule of law will continue and signed contracts will be respected regardless of who wins.

Hydraulic fracturing has long been considered a solution in the crisis-driven South American country which the U.S. Energy Information Administration estimates has technically recoverable shale oil resources of 6.8 billion barrels. If fracking is successfully implemented in Colombia and that turns out to be correct it will resolve the country’s critical shortage of crude oil reserves. There is, however, substantial opposition to fracking in Colombia with environmental concerns driving community resistance to the introduction of the controversial hydrocarbon extraction technique. Colombia’s highest administrative tribunal the State Council placed a moratorium on fracking in 2018 which it upheld in 2019, although pilot projects using the controversial technique are allowed. It was on that basis Colombia’s national oil company Ecopetrol, along with partner ExxonMobil, started two fracking pilot projects in the Middle Magdalena Valley called Kale and Platero. In late April 2022, a judge from the First Court of Barrancabermeja suspended Kale’s environmental license as well as the licensing process for Platero.

While Ecopetrol is pressing ahead with the projects and appealing the court’s ruling, this presents yet another barrier to allowing fracking in Colombia increasing the likelihood the controversial hydrocarbon extraction technique will not be allowed. Presidential candidate leftist senator Gustavo Petro and wildcard rightwing populist Rodolfo Hernandez, who go head-to-head in a June 2022 run-off vote for Colombia’s presidency, have both voiced opposition to fracking. Those developments do not bode well for Colombia being able to resolve the shortage of crude oil reserves and the fiscal crisis this could trigger for the country’s oil-dependent economy.

Petrobras has confirmed a new natural gas find in Colombian deep waters in the Uchuva-1 exploratory well in the Tyrona Block.

Petrobras, as the operator, holds 44.44 percent working interest, with Ecopetrol holding a 56.54 percent interest in the well located 19.9 miles off the coast and 47.2 miles from the city of Santa Marta, in a water depth of approximately 2723 feet.

This discovery is the result of the consortium's actions to enhance the use of data through the application of new geological and geophysical technological solutions, added to the expertise in deep water operations, Petrobras informed in its statement.

The Tayrona Block is in Petrobras' portfolio for active portfolio management and the opening of this new frontier is aligned with the company's strategic pillar of maximizing its value with a focus on exploration of deep and ultra-deepwater assets. The result achieved increases the prospects for developing a new frontier of exploration and production in Colombia.

The consortium will continue its activities in the Tayrona Block, aiming to assess the dimensions of the new gas accumulation.

“This discovery is very significant for Ecopetrol and Colombia because it ratifies the importance of the Caribbean as one of the main sources of gas for our country. We are very pleased to open this new frontier in an area near Chuchupa-Ballenas, gas fields that have marked the history of our offshore operations for four decades and have contributed significantly to the "gasification" of the country. This is great news for the more than 10 million Colombian families that today use gas in their daily lives,” said the president of Ecopetrol, Felipe Bayón.

The well was drilled by Transocean’s ultra-deepwater semi-submersible drilling rig, the Development Driller III, the one-well deal was struck for $331,000 per day excluding taxes, and according to Transocean’s fleet status report, the contract concluded on July 22.

Colombia announces the first offshore wind energy tender

The Colombian Ministry of Mining and Energy has launched the country’s first offshore wind lease round and expects to grant permits for the use of marine areas in the second half of 2023.

The Colombian government published a resolution early last week that establishes the rules, requirements and conditions for bidding procedures for marine areas, in which wind power developers will compete for temporary permits to occupy a coastal area.

Colombia’s national maritime authority DIMAR has selected coastal areas of Bolívar and Atlántico departments as sites for the first round of leasing. There, developers will be able to build wind farms with an installed capacity of at least 200 MW.

Winning bidders will be entitled to a 30-year concession, which can be extended for no more than 15 years. They will also have to start up their wind farms within ten years of obtaining the temporary permit.

The competition will begin once the administrator of the process is determined.

Colombia’s offshore wind potential is estimated at 50 GW, the government said in the national offshore wind energy roadmap, the final version of which was published in early May.
On Saturday, President-elect Petro named philosopher and university professor Irene Vélez as the new minister of mining and energy.

Shell Finds Gas Off Colombian Caribbean Coast

Oil supermajor Shell and its partner Ecopetrol have verified the presence of gas in the Gorgon-2 exploratory and delimitation offshore well.

The well, located in ultra-deep waters in the southern Colombian Caribbean, with a water column of about 7,900 feet meters, the largest carried out in Colombia, and a total depth greater than 13,100 feet. Gorgon-2, located approximately 43.5 miles from the Caribbean coast, was drilled with a state-of-the-art deepwater vessel.

The well confirms the extension of the gas discovery made in 2017 in Gorgon-1 and confirms the existence of an offshore gas province in Colombia, in which the Kronos and Purple Angel discoveries were also made – in 2015 and 2017, respectively – which today they are part of the South Caribbean.

Ecopetrol said that gas was one of the fundamental energy sources for national supply and the energy transition and is used daily by more than 10 million Colombian families.

“We are pleased to announce the completion of this ultra-deepwater exploration and delineation well. This result of the Gorgón-2 well will allow us to advance in the evaluation of these findings in the South Caribbean, which, in the event of eventual development, will allow increasing Colombia's gas reserves and supply the growing demand for this fundamental energy source for the energy transition that Ecopetrol and the country undertook”, says Felipe Bayón, president of Ecopetrol.

This achievement was possible thanks to the joint work with national and regional authorities and the exceptional performance of the professionals who participated in the operation, which includes a talented group of Colombians.

This province is being consolidated in 16 years of work, in which a detailed analysis and evaluation of the potential were carried out, and then wells were drilled in alliance with world-class companies.

As for the two companies, Ecopetrol and Shell are currently partners in South Caribbean blocks Col-5, Fuerte Sur, and Purple Angel, with a 50 percent stake each and Shell as the operator.

Total Eren choisi pour développer une centrale solaire de 100 MWc en Colombie
La compagnie pétrolière colombienne Ecopetrol a conclu un PPA d’une durée de 17 ans avec le producteur français d’énergies renouvelables.

La compagnie pétrolière colombienne Ecopetrol a sélectionné le producteur d’électricité renouvelable Total Eren afin de développer, construire et exploiter le projet solaire “Rubiales”. D’une puissance de près de 100 MWc, celui-ci sera situé sur le champ pétrolifère de Rubiales, propriété d’Ecopetrol, situé dans la municipalité de Puerto Gaitan, dans la province de Meta.

Le projet, composé de 180 000 panneaux bifaciaux monocristallins, sera détenu par Total Eren (51 %) et Ecopetrol (49 %). Le début des travaux de construction est prévu pour le premier trimestre 2023, avec une exploitation du parc solaire à compter de la fin d’année 2024. L’électricité produite sera alors vendue à Ecopetrol via un contrat d’achat d’électricité (PPA) d’une durée de 17 ans.

Cette initiative s’inscrit dans la stratégie de décarbonisation du groupe Ecopetrol, qui a pour but d’économiser environ 24 000 tonnes d’émissions de CO₂ par an. « Notre objectif est d’atteindre une capacité en énergie renouvelable de 900 MW (750 MW en exploitation et 150 MW en développement) d’ici à 2025 afin de faire face au changement climatique », a déclaré Felipe Bayón Pardo, le président d’Ecopetrol.
