US government removes key obstacle to Nevada lithium mine

The US Department of Interior on Tuesday released a Solicitor’s Opinion outlining new rules for mining sites that use federal lands to store waste rock and tailings facilities, removing one of the last remaining obstacles to Lithium Americas’ Thacker Pass mine project.

The decision came after a review found that almost all of the mine site located in Nevada contain lithium ready for extraction.

In February, a federal judge rejected claims that the project would cause unnecessary harm to the environment, but ordered officials to study whether an area of roughly 1,300 acres , which will be used to store waste rock, also contains the metal. The court passed a separate order allowing construction to begin on the project.

The judge’s order for the review is linked to a separate court ruling that found mining companies do not necessarily have the right under US law to store waste rock on federal land that does not contain valuable minerals, potentially complicating planned land usage at the Thacker Pass mine.

However, of the dozens of mining claims at the site, the US government found that less than 10 did not contain lithium mineralisation, an Interior Department official told Reuters. “They’re going to be able to start construction and production without these claims being in the plan of operation,” the official said of Lithium Americas.

Jon Evans, the CEO of Lithium Americas, said to Reuters: “We’re committed to doing this job right and meeting or exceeding state and federal regulations as we advance construction.”

At the beginning of March, Lithium Americas began construction on the Thacker Pass project, despite outcry from campaign groups claiming the environmental review process had been rushed. Conservation group Great Basin Resource Watch said in 2021 that analysis undertaken to approve the project had been completed in a much shorter time that was usual, and that the company has failed to receive community consent.

Great Basin Resource Watch is appealing the latest court ruling on the grounds that federal law only allows Lithium Americas access to the land if lithium is found consistently in quantities that are economical to extract. “It stands to reason that the mining company would not place millions of tonnes of waste material on an area where they see valuable mineral deposits,” said John Hadder, a member of the group.

Volt Lithium is delighted to announce the findings of a successful pilot project, which tested its proprietary direct lithium extraction (DLE) technology in a simulated commercial setting (the Pilot Project).

The Pilot Project demonstrated the Company’s capability to achieve lithium recoveries of 90% even at low concentrations of just 34mg/L. Additionally, by simulating operating conditions at concentrations of 120mg/L, Volt achieved recoveries of up to 97% with operating costs below C$4,000 per tonne, assuming an annual production average of 20,000 tonnes (tpa) of lithium hydroxide monohydrate (LHM). Moreover, an unprecedented outcome of the Pilot Project was the confirmation that Volt’s DLE technology can maintain 90% lithium recoveries even at concentrations as low as 34mg/L, while still ensuring commercial viability. This accomplishment has yet to be reported by other lithium producers.

In March 2023, Volt initiated its Pilot Project, which aimed to replicate a commercial operating environment and validate the economic feasibility of lithium recoveries at concentrations of up to 120mg/L. This concentration closely resembles the levels found in the Muskeg aquifer at Volt’s Rainbow Lake Property, as disclosed in the Company’s press release in May 2023. The Pilot Project serves as a means for Volt to confirm the extraction capabilities of its IES-300 technology and assess the operational costs associated with the DLE process, crucial factors in determining commercial viability and overall profitability.

Exxon Mobil has purchased drilling rights in Arkansas in the south of the US, believed to be rich in lithium deposits. The move is part of the growing migration of oil majors towards critical minerals.

Lithium is frequently used in the manufacture of electric vehicle (EV) batteries and storage batteries for variable power sources such as wind and solar.

According to the International Energy Agency (IEA), lithium demand is expected to increase by almost 90% over the next two decades, in a scenario which meets the goals of the Paris climate agreement. The body predicts that the world will need to mine more than 26 times more lithium by 2050 than it did in 2021.

Sources from Exxon told the Wall Street Journal that the shift suggests an acknowledgement that demand for internal combustion engines is waning.

Exxon paid more than $100m for 120,000 gross acres in the Smackover formation of southern Arkansas to the exploration company Galvanic Energy. The region is known to have brine rich in lithium.

L'Agence portugaise pour la protection de l'environnement (APA) a autorisé mercredi, sous conditions, l'ouverture de la première mine de lithium du pays, qui possède les premières réserves en Europe de ce métal crucial pour la fabrication de batteries et la transition énergétique.

La plus grande mine de lithium d'Europe occidentale?

Le projet de la société britannique Savannah Resources visant à extraire du lithium près de Boticas, dans une région rurale du nord-est du Portugal, a obtenu "une déclaration d'impact environnemental favorable, assortie de plusieurs conditions", a indiqué l'APA dans un communiqué. Le projet de la mine de Barroso "a été considérablement modifié par rapport à la proposition initiale, afin de "sauvegarder ses aspects environnementaux (concernant la protection des cours d'eau et de la biodiversité ou la gestion des déchets, entre autres)", a précisé l'agence.

De son côté, Savannah s'est félicité de cette décision en soulignant dans un communiqué qu'il s'agit de la "première fois" que l'APA délivre une déclaration d'impact environnemental favorable pour une mine de lithium au Portugal. Une "étape importante" a été franchie pour ce qui pourrait devenir la plus grande mine de lithium d'Europe occidentale. "Cette décision importante permet maintenant de passer à l'étape suivante dans la procédure d'obtention d'une licence environnementale", a ajouté la société.

Un appel d'offres international pour la prospection de lithium dans six régions du pays

En plus du projet de Savannah à Boticas et celui de l'entreprise portugaise Lusorecursos dans la commune voisine de Montalegre, moins avancé, le gouvernement portugais a lancé il y a un an un appel d'offres international pour la prospection de lithium dans six régions du pays. Le Portugal est déjà le principal producteur européen de lithium mais, pour l'instant, sa production sert entièrement à la céramique et à la verrerie.

Avec le cobalt ou le nickel, le lithium fait partie de ces métaux essentiels à la fabrication des batteries électriques qui vont remplacer les moteurs thermiques automobiles contribuant au réchauffement climatique. Afin de réduire sa dépendance aux importations, vis-à-vis de la Chine notamment, l'Union européenne prépare l'ouverture de mines et de raffineries pour le traiter.

Portugal: feu vert environnemental à la première mine de lithium

L’agence pour l’environnement du Portugal donne pour la première fois son feu vert á un projet de mine de lithium dans le nord du pays. Très contesté des son origine, le projet suscite un regain de protestations.

La décision favorable de l’APA, l'agence pour l’environnement à la mine de lithium du Barroso dans le nord du Portugal fait grincer des dents. Environnementalistes, représentants des habitants de la région et la mairie de Boticas voisine de l’exploitation se disent indignés.

La mine de lithium de la société minière britannique Savannah doit s’étendre sur 76 hectares. La concession de 17 ans permettra l’extraction d’un 1,5 million de tonnes de granit renfermant le minerai. Un bouleversement considérable pour la zone du Barroso classée au patrimoine agricole mondial de l’Unesco.

Le projet avait été rejeté en 2022, mais selon l’APA il a depuis été considérablement modifié. Et préserve désormais des critères comme l’approvisionnement en eau. Les opposants, très actifs depuis le lancement du projet, considèrent pour leur part que rien n’a vraiment changé.

Mais l’APA estime que le lithium est nécessaire à la transition entre l’économie basée sur l’énergie fossile et l’économie durable basée sur l’énergie renouvelable. Avec ce feu vert, Savannah va pouvoir entamer les études de faisabilité et l’évaluation économique du projet financier.

Le chinois Ganfeng investit 69 millions $ dans Goulamina, première mine de lithium du Mali

Au Mali, Ganfeng Lithium a participé au financement des travaux de construction de la mine Goulamina, devenant au passage le copropriétaire avec l’australien Leo Lithium. Les deux parties veulent renforcer leur collaboration, alors que l’entrée en production du projet est attendue en 2024.

Leo Lithium opérant sur le projet de lithium Goulamina, a annoncé le 29 mai la conclusion d’un accord avec Ganfeng Lithium. L’entreprise basée à Xinju dans la province chinoise de Jiangxi investira 106,1 millions de dollars australiens (69,4 millions $) via un placement stratégique afin d’acquérir des actions représentant 9,9 % des actions de la compagnie australienne.

L’investissement permettra à Leo de mener une étude de faisabilité visant à porter la production annuelle de la mine à 500 000 tonnes de spodumène. L’entrée de Ganfeng au capital de la compagnie permettra surtout de renforcer la coopération entre les deux propriétaires du projet Goulamina, dont l’entrée en production est attendue en 2024. Ganfeng, producteur de batteries électriques, apportera son soutien technique à un projet d’installation d’une usine pour la transformation du lithium de Goulamina en matériaux pour batteries.

« En utilisant l’accord de sous-traitance avec Ganfeng, Leo Lithium bénéficiera des solides relations commerciales et de la réputation technique de Ganfeng, ce qui lui permettra de réaliser des économies de coûts et d’améliorer son efficacité opérationnelle en transformant le produit de l’étape 2 de Goulamina en hydroxyde de lithium », détaille Simon Hay, DG de Leo.

Pour rappel, Goulamina sera la première mine de lithium du Mali. Le gouvernement a droit à une participation gratuite de 10 %, qu’il peut porter à 20 % en acquérant une participation supplémentaire de 10 % au prix du marché. La mine a une durée de vie de plus de 23 ans.

Prospect de Lithium au Nigeria : West Oyo

Au Nigeria, Thor Explorations a obtenu auprès des autorités locales des concessions minières couvrant plus de 600 km² dans les États de Kwara et d’Ekiti pour l’exploration du lithium. C’est l’annonce faite le 31 mai par la compagnie minière canadienne, active dans le pays à la mine d’or Segilola et qui précise que ces actifs seront détenus par une nouvelle filiale locale à 100 %, Newstar Minerals.

Les concessions acquises et regroupées sous le projet de lithium West Oyo, concentrent ce que la compagnie considère comme le plus important gisement de pegmatite du Nigeria. Thor a l’intention d’y développer la première mine de lithium à grande échelle et a entamé à cet effet un programme d’exploration dans le but éventuel de faire une découverte majeure de lithium.

« Le Nigeria est bien connu pour ses gisements de pegmatite à haute teneur en lithium, dont la plupart sont exploités à l’échelle artisanale pour les pierres précieuses et le tantale de grande valeur qui y sont associés […]. Nous considérons que le potentiel pratiquement inexploité du lithium au Nigeria est une opportunité trop belle pour être manquée », explique Segun Lawson, PDG de Thor Explorations.

Un programme de forage de reconnaissance sur 5 000 mètres est donc en cours sur le projet West Oyo et il sera suivi d’un échantillonnage en vrac puis des essais d’extraction de lithium à partir des pegmatites. Si ces travaux préliminaires sont concluants, ils donneront lieu à un programme de forage de définition de ressources sur les zones les plus prometteuses pour une exploitation commerciale.

Le Zimbabwe veut inciter à la transformation locale du lithium en taxant les exportations de minerai

Le Zimbabwe est le premier producteur africain de lithium. Disposant d’importantes réserves inexploitées, il attire un nombre croissant d’investisseurs ces dernières années. Harare veut profiter de cet intérêt pour approvisionner directement le marché des batteries pour véhicules électriques.

Au Zimbabwe, le gouvernement envisage d’imposer une taxe sur les exportations de concentré de lithium à l’avenir, dans le but de stimuler l’émergence d’une industrie de transformation locale. C’est ce qu’a déclaré mercredi 31 mai le ministre des Mines Winston Chitando, au cours de son discours à l’assemblée générale annuelle de la Chambre des mines du pays d’Afrique australe, premier producteur africain de ce métal utilisé pour produire les batteries de véhicules électriques.

« En tant que gouvernement, lorsque nous aurons une entité capable d’apporter une valeur ajoutée au-delà des concentrés de lithium et d’aller plus loin, deux choses se produiront : le cas extrême sera d’interdire l’exportation de concentrés de lithium, ce qui n’arrivera pas, ou nous imposerons une taxe », a expliqué le dirigeant, cité par Reuters, précisant que cela ne se ferait néanmoins pas du jour au lendemain.

Il faut dire que les autorités locales sont confrontées à un choix complexe, entre les revenus plus importants que la transformation locale peut générer et la volonté de rester compétitif pour les investisseurs, face aux autres pays riches en lithium. Classé deux années de suite comme la pire juridiction au monde pour l’investissement minier d’après le sondage annuel du Fraser Institute, le Zimbabwe n’est pas le seul pays riche en lithium sur le continent africain, d’autant plus que les grands producteurs actuels du métal se trouvent en Amérique du Sud.

Par ailleurs, la production de lithium de qualité batterie ferait face à certaines contraintes d’après Huayou Cobalt, un groupe chinois qui a investi près de 700 millions $ dans l’acquisition et la mise en service de la mine de lithium Arcadia. Outre la question récurrente de l’approvisionnement énergétique qui se pose en Afrique dès qu’il s’agit d’industrialisation, la compagnie évoque le manque de matériaux clés dont l’importation rendrait un tel projet non rentable.

Le Zimbabwe a néanmoins à son actif quelques succès dans cette stratégie de transformation locale, puisque Harare a conclu en septembre dernier un protocole d’accord avec les entreprises chinoises Eagle Canyon International Group et Pacific Goal Investment Ltd pour la transformation de plusieurs métaux, dont le lithium. Le gouvernement peut aussi envisager des synergies avec d’autres pays producteurs africains de métaux nécessaires aux véhicules électriques, à l’image du partenariat naissant entre la Zambie et la RDC.

Chinese steel giant Tsingshan and French mining group Eramet plan to invest more than $1.7 billion in two stages of a lithium production project in Argentina, Tsingshan said in a statement on Thursday.


The partners are due to start producing lithium in Argentina next year under a first phase that Eramet has estimated will represent around $550 million in capital expenditure.

As the take up of electric vehicles increases demand for lithium, the French firm has also said it is studying a second stage to triple output compared with the first phase, with a decision expected by the end of 2023.

John Li, president director of Tsingshan South America Lithium Resources Development Co Ltd, cited the investment figure for the first and second phases when Argentina’s Minister of Economy Sergio T. Massa and Ambassador to China Sabino Vaca Narvaja visited Tsingshan Industry on May 31, the statement said.

Eramet said it could not confirm an overall investment figure at this stage.

With Tsingshan, Eramet is working on a feasibility study for the possible second phase to increase capacity to about 75,000 tonnes of lithium carbonate equivalent annually compared with 24,000 tonnes planned in the initial phase, it said in an emailed statement to Reuters.

South America’s lithium triangle, covering parts of Argentina, Bolivia and Chile, has attracted interest from companies pursuing battery minerals.

Eramet and Tsingshan are also partners in Indonesia, where they produce nickel from the Weda Bay mine.

In addition, Eramet is studying a possible joint venture with German chemical group BASF to produce battery-grade nickel and cobalt from ore extracted at Weda Bay.

The Indonesian authorities have said the project will involve investment of 2.4 billion euros ($2.6 billion). Eramet has not confirmed the figure pending an investment decision expected by the end of this year.

On Thursday, LithiumBank Resources (TSX-V: LBNK) announced the highlights from the initial preliminary economic assessment (PEA) for the Boardwalk lithium brine project located in west-central Alberta.

The Boardwalk property is located in west-central Alberta, Canada, directly south and west of the Town of Valleyview. LithiumBank indicated it has 100% ownership of the mineral rights at the Boardwalk property.

The company said that lithium resource at Boardwalk is dissolved in the brine water contained within the Leduc Formation, adding that lithium will be produced by pumping the brine to the surface through vertical or deviated wells and then by pipeline to the central processing facility.

The project is targeting a total lithium brine production rate of 250,000 m3/d over a period of 20 years from 50 production wells. The lithium processing facility is designed to a nameplate production capacity of approximately 31,800 metric tonnes per annum of battery grade lithium hydroxide monohydrate (28,000 metric tonnes per annum LCE).

Lithium is preferentially extracted through the direct lithium extraction (DLE) ion exchange technology. Battery grade lithium hydroxide monohydrates are produced through two stages of crystallization, followed by drying and packaging.

The company noted that the processing stages that follow the DLE extraction are similar to what is used in the processing of other lithium-rich bines around the world and are well understood and commonly used.

According to PEA highlights, the project's pre-tax NPV(8) is $2.7 billion and IRR is 21.6% with payback of 4.1 operating years; while after-tax NPV(8) is $1.7 billion and IRR is 17.8% with payback of 4.5 operating years. OPEX is $6,807/tonne LHM. Project economics used $26,000/t LHM and provides "strong leverage" to higher lithium prices.

The company also pointed out that there are multiple opportunities to "significantly enhance" project economics through optimization, further engineering, and pending incentive tax credit.

"Over the last 15 months, our PEA has rigorously tested or assessed over a dozen DLE technologies, completed multiple trade off studies and has established Boardwalk as an economically viable project in the new post-pandemic financial environment," said Executive Chairman Paul Matysek.

"Boardwalk is unique with an uncomplicated mineral title containing a 6.2M tonne LCE brine resource that has the potential to produce battery grade LHM for 20 years, right here in North America. Furthermore, there is potential for substantial upside on these economics from the recently announced Canadian Investment Tax Credit and other numerous optimization opportunities," he added.

LithiumBank Resources is a lithium brine exploration and development company that is focused on developing their flagship projects in western Canada. The Boardwalk project is based on a lithium hydroxide monohydrate plant that will use the DLE technology.

Livista partners with Technip Energies to build lithium refinery in Germany

Technip Energies will carry out the engineering, early procurement activities, cost estimations and all permitting works needed to construct the lithium refinery apart from performing early works for an expansion project on the same site location

Livista Energy has selected Technip Energies to deliver the front-end engineering and design (FEED) and detailed feasibility study (DFS) for its first European lithium refinery in Germany.

In this regard, both parties have signed a letter of award for the battery grade lithium chemical refinery. According to Livista Energy, the refinery will be able to take in all sources of raw lithium materials including recycled lithium chemicals as feedstock.

Under the scope of the award won through a competitive bidding process, Technip Energies will carry out the engineering, early procurement activities, estimations of costs, and all permitting works needed to construct the lithium refinery.

The company will also perform early works for the plant expansion project on the same site location.

Besides, the pre-FEED for the second plant will be conducted simultaneously based on the design of the first plant which will boost efficiencies as well as lower overall costs, said Livista Energy.

Technip Energies chief operating officer Marco Villa said: “We are pleased to have been selected for this ambitious lithium refining project in Germany.

“We are fully committed to supporting Livista’s ambition as part of the electric vehicles industry development in Europe. As we continue to grow our footprint in the lithium refining space, we are eager to contribute to the decarbonisation of the European automotive industry.”

The German lithium refinery is expected to have an annual output of 40,000 tonnes of battery-grade lithium products. These include 30,000 tonnes per annum (tpa) of li-hydroxide and 10,000tpa of li-Carbonate (LCE).

It is projected to meet the lithium battery requirements of about 850,000 electric vehicles (EVs).

According to Livista Energy, the proposed lithium refinery will be potentially able to double its production capacity over time.

Production from the lithium facility is estimated to commence in 2026.

Livista Energy chief operating officer Jean-Marc Ichbia said: “This collaboration will set the path towards filling a critical gap in the European EV and lithium-Ion battery supply chain, as nearly all lithium is currently refined in Asia.

“The capacity of our plants to accept recycled battery materials will make us a key part of the circular economy and will support our customers in sourcing lithium directly in Europe.”

Tsingshan to invest in 50,000 t/y lithium project in Zhejiang province

China’s Tsingshan Group said on Tuesday its unit Zhejiang Dinson Holding will invest in a 50,000 tonnes per year lithium carbonate project in eastern China’s Zhejiang province.


Dinson Holding has signed a cooperation agreement with Dongtou district under Wenzhou city, where the world’s top nickel and stainless steel producer is headquartered, according to a post on Tsingshan’s official wechat account.

China, with an output of 395,000 tonnes of lithium carbonate in 2022, is the world’s top smelter of the metal chiefly used in new energy vehicles and the energy storage sectors.

Tsingshan-owned Yongqing Technology and new energy companies including GEM and Zhejiang Weiming Environment Protection, invested 8 billion yuan ($1.12 billion)in Dongtou to build up a battery material industry park, according to a notice by Wenzhou government in March.

Tsingshan also has access to lithium resources via its investment in Zimbabwe.
