India has raised its basic import duty on gold to 12.5% from 7.5%, the government said on Friday, as the world’s second biggest consumer of the precious metal tries to dampen demand and bring down the trade deficit.


Local gold prices jumped to an over two-month peak of 52,032 rupees per 10 grams on Friday, the highest since April 25.

India meets most of its gold demand through imports. That has put pressure on the rupee, which hit a record low earlier on Friday.

The duty hike should lift prices and moderate demand in India, which could weigh on global prices. But it could stoke under-the-counter buying and drive-up precious metal smuggling into the country, industry sources said.

“The sudden rise in prices could bring down jewellery demand this month,” said Prithviraj Kothari, managing director of RiddiSiddhi Bullions.

After the duty hike, dealers were offering a discount of up to $40 an ounce over official domestic prices — inclusive of the 12.5% import and 3% sales levies.

India’s May trade deficit widened to $24.29 billion from $6.53 billion a year ago as gold imports in the month surged to $6 billion from $678 million a year ago.

The increase in import duty on gold aims to reduce gold imports and ease macro-economic pressure on the Indian rupee, said Somasundaram PR, regional chief executive officer of the World Gold Council’s Indian operations.

In the short-term gold demand could fall, but in the long run demand would remain strong and imports would rebound, said Surendra Mehta, secretary at the India Bullion and Jewellers Association (IBJA).

Chilean top court approves closure of Barrick’s Pascua Lama project

The Supreme Court of Chile has approved the definitive closure of Barrick Gold’s $8.5bn Pascua Lama project which was ordered to be closed in 2018 by Chilean environmental regulator Superintendencia del Medio Ambiente (SMA).

The court rejected the appeals filed against the judgement of the First Environmental Court given in September 2020 in favour of the regulator.

SMA said that the top court’s ruling confirmed the legality of the final closure sanction and a series of fines it levied on the mining project, which holds gold, silver, copper and other mineral deposits.

SMA Superintendent of the Environment Emanuel Ibarra said: “With this sentence, the SMA must, first of all, continue to monitor compliance with the closure sanction, for which there is an informed closure schedule, whose compliance will be monitored in its various stages, understanding that it is an extensive process, that even requires a new admission to environmental evaluation, and procedures before the Sernageomin.

“Likewise, a new resolution must be issued that will have to requalify two infractions, which may end in the application of new fines to the company.”

According to SMA, the sanctioning procedure has a total of 33 charges on the Pascua Lama project that pertain to flora, fauna, glaciers, water quality, human environment, and others.

Since 2013, the Pascua Lama project had been facing legal hurdles due to sanitation issues and alleged violation of the Glacier monitoring plan. Construction on the mining project was suspended then.

Following the First Environmental Court’s ruling in 2020, Barrick Gold said that it would transition the mine from care and maintenance to closure as per the court’s decision.

The open-pit mining project is located in the Andes Mountains, along the Chilean-Argentine border. It is located 75% in Chile and 25% in Argentina.

Eldorado Gold closer to restarting construction at Skouries project in Greece

Canada’s Eldorado Gold (TSX: ELD)(NYSE: EGO) is pushing ahead with pre-construction works at its Skouries gold-copper project in northern Greece, which was halted from 2017 to last year due to government delays in issuing permits and community opposition.


After inking a new investment contract with Greece in early 2021, Eldorado focused on resuming construction at the mine, which has reserves of 3.7 million ounces of gold and 1.7 billion pounds of copper.

The agreement provided enhanced fiscal revenues, environmental benefits, and support for local communities in the form of job creation and local projects.

It also paved the way for the reception of a long-awaited permit for the use of dry stack tailings disposal at Skouries.

“Financing discussions continue to advance, and we are evaluating all available options,” chief executive George Burns told MINING.COM.

These options include a joint venture with equity partners, project and debt financing through European and Greek lenders, the European Union’s Recovery and Resilience Fund, and metal streams.

Eldorado expects to have financial backing and board approval in coming weeks, with target restart of construction at Skouries in the second half the year, subject to financing and board approval, Burns added.

Based on the feasibility study for the project, building the first phase of Skouries will cost about $845 million, a 23% increase from the $689 million estimate in the preliminary feasibility study.

The company says the increase was due mainly to higher input prices and scope changes related to water management.

Future capital requirements include $172 million related underground material handling systems in Phase 2, which will be spent between years four and ten of operations. Additional sustaining capital is estimated to reach $850 million over the life of the mine (LOM), or $43 million on average per year.

In simple terms, as SchiffGold.com recently noted, historically, silver is extremely underpriced compared to gold. At some point, you should expect that gap to close.

In the summer of 2019, the sliver-gold ratio climbed to nearly 93:1 and at the onset of the pandemic, it rocketed to over 100:1. But as the Fed slashed rates and launched its massive quantitative easing program, gold rallied and took silver with it. Silver typically outperforms gold during a gold bull run. This was the case during the pandemic. As gold pushed above $2,000 an ounce, a 39% gain, silver rallied to nearly $30 an ounce, a 147% increase.

Meanwhile, the silver-gold ratio fell from over 100:1 to just over 64:1, close to the high end of the historical norm.

With that spread widening again, we could be setting up for another big rally in silver.

Historically, as Mining.com details below, the ratio between gold and silver played an important role in ensuring coins had their appropriate value, and it remains an important technical metric for metals investors today.

China ramping up Swiss gold imports, signaling better demand

China’s gold imports from the major refining hub of Switzerland jumped to the highest in more than five years, signaling demand improved as the Asian nation relaxed strict covid measures.


One of the world’s top bullion buyers, China shipped in more than 80 tonnes from Switzerland in July, according to Swiss Federal Customs Administration. That’s more than double the previous month and eight times more than in May.

The data indicates that Chinese gold demand is picking up, after being hurt by lockdowns to control covid outbreaks in several major cities. While the country’s purchases rarely have the power to drive prices higher, they can provide a floor when Western investors sell.

“China has gone from a situation where everything was closed to things are back to semi-normality,” said Nikos Kavalis, a managing director at consultancy Metals Focus Ltd. “The market’s still not great, but it’s definitely a lot better than it was in April.”

Gold prices remain down for the year, after nearing a record high in March as Russia’s invasion of Ukraine stoked demand for a haven. Prices have been supported between about $1,700 and $1,800 an ounce, even as the Federal Reserve embarks on aggressive interest-rate hikes that normally reduce the metal’s appeal.

Gold in China has also fetched a premium of about $7 to international prices, a relative high level that will have spurred local banks to import bullion, according to Kavalis. Only lenders with state-issued licenses are permitted to bring gold into China.

L’Afrique du Sud est redevenue en 2021 le premier producteur d’or en Afrique

En Afrique, plusieurs pays tirent chaque année des centaines de millions de dollars de l’exploitation de leurs gisements d’or. Depuis quelques années, c’est le Ghana et l’Afrique du Sud qui se disputent cependant la place de leader continental.

L’Afrique du Sud est de nouveau le premier producteur africain d’or. Après avoir perdu cette place depuis 2018, la nation arc-en-ciel, dont les performances ces dernières années sont loin de ses standards historiques, a profité en 2021 des difficultés du Ghana, son principal concurrent.

La production sud-africaine a ainsi augmenté de 9,6 % en glissement annuel pour atteindre 105 tonnes (3,7 millions d’onces) en 2021. Pendant ce temps, les mines de l’ex Gold Coast ont livré 2,81 millions d’onces d’or, soit le niveau le plus bas depuis 2008. Cela représente en outre une baisse de 30 % en glissement annuel qui s’explique par les volumes plus faibles livrés simultanément par les grands et petits producteurs.

Selon la Chambre des Mines du Ghana, la contre-performance est néanmoins plus prononcée du côté des petits acteurs (-92 % en glissement annuel), car une retenue à la source de 3 % imposée depuis 2019 les a incités à trouver des circuits non officiels pour exporter leur production, s’excluant ainsi des chiffres nationaux.

Pour rappel, la production mondiale d’or est dominée par un trio de tête constitué de la Chine, de la Russie et de l’Australie. En Afrique, les autres pays producteurs sont, outre l’Afrique du Sud et le Ghana, le Soudan, le Mali, la Côte d’Ivoire, la Mauritanie, la Tanzanie ou encore le Burkina Faso.

Selon les données du World Gold Council, le cours de l’or s’est négocié autour de 1 745 $ l’once le mercredi 24 août, en net recul par rapport au pic à 2 039 $ atteint le 8 mars dernier.

En 2022, le Ghana finira à nouveau derrière l’Afrique du Sud en matière de production d’or

Le Ghana a perdu en 2021 le titre symbolique de premier producteur africain d’or, à cause d’une baisse de 30 % en glissement annuel de sa production (2,8 millions d’onces). L’Afrique du Sud qui en a profité pour récupérer cette place, produit au moins 3,3 millions d’onces d’or depuis 2019.

Au Ghana, la production d’or devrait progresser de 4 % en glissement annuel cette année, d’après Fitch Solutions. Dans une note de recherche relayée par plusieurs médias locaux, le cabinet attribue cette progression à l’entrée en production de nouvelles mines et aux fruits de la politique d’intégration des mineurs artisanaux illégaux dans les circuits officiels.

Si cette prévision se concrétise, la production d’or du Ghana devrait donc atteindre 2,93 millions d’onces en 2022. Ainsi, sauf cataclysme dans le secteur aurifère sud-africain, le Ghana ne devrait pas récupérer le titre symbolique de premier producteur d’or africain, perdu l’année dernière au profit de la nation arc-en-ciel.

En effet, malgré une importante baisse depuis cinq ans, la production d’or en Afrique du Sud n’est jamais tombée, depuis 2019, à moins de 3 millions d’onces, oscillant entre 3,3 et 3,7 millions.

The board of Marathon Gold has decided to proceed with the construction of the Valentine Gold Project in the central region of Newfoundland and Labrador, Canada.

The decision follows the completion of the provincial and federal environmental assessments (EA) for the project, an updated cost to complete the assessment, as well an assessment of the project’s overall investment merits.

Marathon Gold president and CEO Matt Manson said: “Valentine is one of Canada’s best-undeveloped gold deposits located in one of the world’s best mining jurisdictions.

“After more than three years of environmental assessments, we have now been approved by the regulators to move forward with its development.

“The company’s decision to proceed with construction of the Valentine Gold Project considers the impact of almost two years of market inflation on the Project’s costs, as well as a necessarily cautious approach to project management, contingency and scheduling.”

The firm is assessing the project’s construction cost to complete. It is estimated to be in the range of C$470m ($356.9m) to C$490m ($372.18m).

Manson added: “The future addition of the new Berry Deposit, which forms the centre of our ongoing mine planning, offers an extension to the project’s mine life and an improved gold production profile, even as we manage the increased cost-of-entry to the business.”

According to estimates, the project has proven and probable mineral reserves of 2.05Moz (47.1Mt at 1.36g/t Au).

Peru’s National Police seized and destroyed half a million dollars worth of equipment and supplies used in illegal mining operations in the Madre de Dios region.


According to the Interior Ministry, the police operation was carried out at the Buffer Zone of the Tambopata National Reserve, specifically in the “Barrial”, “Mangote” and “La Y” sectors which are known for hosting unregulated activities.

A recent report by USAID revealed that over 46,000 artisanal miners are extracting minerals illegally in Madre de Dios, located in southeastern Peru’s Amazon Basin, bordering Brazil and Bolivia. Of those, over 9,000 conduct their activities in protected areas.

Overall, it is estimated that as of 2017, illegal gold mining in the region has been responsible for the deforestation of more than 100,000 hectares of the Peruvian Amazon.

In the recent operation, police agents found and destroyed rafts, hoppers and engines commonly employed to extract gold using techniques that are harmful to the environment.

Following the operation, hundreds of people likely to be engaged in illegal mining held protests on the Interoceanic Highway and attacked the police base located in the community of Nuevo Arequipa. As a result of these incidents, one person died and eight demonstrators were arrested.

A few days after these events, the National Police Command sent 45 troops from Lima’s Directorate of Special Operations. Another 20 law enforcement officers from Arequipa arrived at each police facility located at kilometres 98 and 117 of the Interoceanic highway.

In this regard, the director of the Environment Directorate, Colonel Luis Guillén Polo, said that despite the resistance from illegal miners, the authorities will continue to work and carry out joint operations against the unregulated exploitation of Madre de Dios’ natural resources.

Eldorado Gold has signed a mandate letter with Greek banks for a credit committee approved €680m project finance facility for the development of Skouries project in Greece.

The mandate letter includes a long-form term sheet, which comprises customary terms and conditions, and is subject to negotiation of definitive loan documentation.

It is also subject to other conditions, including board approval and confirmation of the availability of funds for a low-interest portion of the facility.

The Canadian gold mining company said that project development may require an estimated capital cost of $845m, according to the feasibility study.

With the project finance facility in place, it is well positioned to fund the remaining capital cost for completion of the project, said the company.

Eldorado president and CEO George Burns said: “We believe that Skouries is a world-class project that will have a lasting positive economic and social impact for Greece, the communities we work in, and other stakeholders.

“We remain confident in the Feasibility Study capital cost estimate of $845m, and with the project finance facility in place, the Company has the balance sheet capacity to fund the remaining capital cost for completion of the Project.

“We also continue to evaluate opportunities for complementary sources of financing. A final decision to re-start construction remains subject to Board approval, which we expect to seek in the second half of 2022.”

Acquired from European Goldfields in 2012, Skouries project is part of the Kassandra Mines Complex, located within the Halkidiki Peninsula of Northern Greece.

It is a gold-copper porphyry deposit planned to be mined using a combination of conventional open pit and underground mining techniques.

The project has a total mine-life of around 20 years, and is expected to produce an aggregate of 140,000oz of gold and 67 million pounds of copper per annum.

Through its first production, the project is expected to payback the costs within less than four years, and generate an average free cash flow of $215m per year in the first five years.

Eldorado is a gold and base metals producer with mining, development and exploration operations located in Turkiye, Canada, Greece, and Romania.

Shares in Sabina Gold & Silver jumped almost 4% on Wednesday after the Canadian miner formally committed to building the C$610 million ($463m) Goose gold mine in Nunavut.

Construction at the site, located in the Back River gold district, is planned to fully start in 2023, with first gold production expected in 2025.

The Vancouver-based miner has already completed pre-development activities, while major equipment and materials required for construction have been either procured, delivered or are in transit, it said.

“This is a milestone decision for the company,” CEO Bruce McLeod said in the statement. “We are fortunate that our strategy of pre-planning and accelerating procurement efforts has reduced our exposure to inflationary impacts and supply chain issues, and we are sufficiently funded for construction.”

Sabina earlier this year raised about C$800 million ($607m) in project financing, which allowed for significant procurement, engineering and civil work to be completed at the mine site and port.

Of the C$610 million capital expenditure estimated, about C$218 million was identified as direct equipment and materials purchases.

The miner has submitted a regulatory package to the Nunavut Planning Commission and the Nunavut Impact Review Board to build the Back River Alternate Energy Center.

If approved, the company will install up to 13 wind turbines, each with a power capacity of up to 4.5 MW, a solar panel array with a power capacity of 5 MW and a battery storage system with a capacity of 50 MWh.

The company says the centre will significantly reduce project greenhouse gases emissions, traffic on the winter ice road, and the number of ships required.

Shares in Sabina were trading last at C$1.03 in Toronto, giving the company a market capitalization of about C$565 million ($429m).

Gold continued its recent struggles on Friday to set a new two-year low after a slew of central banks followed the US Federal Reserve in raising interest rates to cool inflation.

Spot gold fell 1.4% to $1,647.92 per ounce by 11:30 a.m. ET, on its way towards a second consecutive weekly loss. US gold futures were down 1.6% to $1,653.80 per ounce.

Canadian gold exploration and development company Rupert Resources has unveiled Preliminary Economic Assessment (PEA) results for its fully-owned Rupert Lapland project.

Located in Northern Finland, the Rupert Lapland project includes the company’s Ikkari gold discovery and Pahtavaara mine and mill.

The PEA upgrades Ikkari’s Mineral Resource Estimate with 84% ounces added to the Indicated resource category, and defines a cohesive deposit with consistent high-grade gold.

It delivers an after-tax Net Present Value (NPV) of $1.6bn, with 46% Internal Rate of Return (IRR) and payback after two years, at a gold price of $1,650/oz.

The project’s estimated life of mine (LOM) is 22 years, which includes a recovered gold of 4.25 million ounces with an average annual production of 200,000 ounces.

The PEA suggests open pit mining at Ikkari in the first 11 years, followed by underground mining at both Ikkari and Pahtavaara operations.

The open pit operation is expected to support an average annual production of 220,000 ounces in the first 11 years of operation.

Rupert Resources noted that the project is expected to have lowest quartile all-in sustaining cost (AISC) of $759/oz over LOM, and $596/oz during open-pit operation.

Rupert Resources CEO James Withall said: “This PEA study indicates exceptionally high-margin and meaningful returns on a robust project. The results are a testament to both the quality of the asset and our technical team. In only three years, we’ve gone from discovery hole to a preliminary study outlining an after-tax NPV of $1.6bn, anchored by Ikkari.

“What excites us is that we still have room to grow at Ikkari and other satellite targets that we will be drill testing this winter.

“We have a real opportunity to not only advance Ikkari as outlined in our PEA, but systematically develop a cornerstone asset in a significant new gold camp over time.”

Fin octobre 2022, la Chine détenait 5 % des réserves d’or de banques centrales dans le monde

Les Etats-Unis détiennent les plus grandes réserves mondiales d’or de banques centrales. Les banques centrales du Ghana et de l’Afrique du Sud, deux pays qui sont dans les 10 premiers producteurs africains d’or, ne font pas partie du top 10.

Les réserves d’or de la Banque populaire de Chine, l’équivalent de la banque centrale dans l’empire du Milieu, ont atteint 1 948 tonnes fin octobre. Selon les calculs de l’Agence Ecofin, cette estimation représente 5,3 % des réserves d’or détenues par toutes les banques centrales à travers le monde.

Le World Gold Council a en effet estimé fin octobre ces réserves mondiales à 36 782 tonnes, leur plus haut niveau depuis 1974. Notons que la banque centrale chinoise a publié l’état de ses réserves mercredi 7 décembre, une première depuis 2019, indiquant qu’elle a ajouté 32 tonnes à ses réserves fin novembre.

L’institution n’en est pas à sa première en matière d’écart de plusieurs années entre deux déclarations de réserves. Elle a ainsi laissé s’écouler six ans avant de faire une mise à jour mi-2015, laissant le marché spéculer sur le pays qui possède, rappelons-le, les sixièmes plus grandes réserves mondiales d’or.

L’or se négocie actuellement à plus de 1 700 dollars l’once, après avoir subi d’importantes fluctuations à la baisse ces derniers mois. L’appétit des banques centrales pourrait contribuer à maintenir le prix à ce niveau, alors que la hausse des taux d’intérêts sur les rendements obligataires a rendu l’or moins attractif pour les investisseurs.

Eldorado gets board approval for restart of Skouries project in Greece

Canadian gold mining company Eldorado Gold said that its board has approved the restart of the Skouries gold-copper porphyry project in Greece having formalised a €680m project financing facility.

Eldorado Gold’s fully owned subsidiary Hellas Gold has entered into the project financing facility with the National Bank of Greece and Piraeus Bank.

In September 2022, the Canadian miner signed a mandate letter with the two Greek banks for the project finance facility.

The funding facility involves a €480m commercial loan, initial funding of €100m from the Greek recovery and resilience facility (RRF), and another €100m commercial bridge loan.

The €100m bridge loan is anticipated to be replaced by an additional RRF loan in 2023.

The restart of the Skouries project operations is conditional upon the initial drawdown of the funding facility.

According to its feasibility study, the gold-copper porphyry project will require an estimated capital cost of $845m for its development.

The Canadian gold mining company stated that the funding facility would provide 80% of the capital required to complete the project.

The remaining 20% is expected to be completely covered by the company’s existing cash and anticipated cash flow from operations.

Eldorado Gold president and CEO George Burns said: “Our focus now shifts to project execution, with first production expected in the second half of 2025, followed by a ramp-up as we optimise facilities.

“Once in production, Skouries will have a significant impact on Eldorado’s total gold production and cash cost profile and will diversify our business through revenue from copper.”

Located within the Halkidiki Peninsula of Northern Greece, the Skouries project with a total mine-life of around 20 years is expected to produce an aggregate of 140,000oz of gold and 67 million pounds of copper per annum.
