Pour la plupart des analystes et banques d’affaires, 2020 était censé être une année faste pour le cours du cuivre. Le métal rouge, surnommé Doctor Copper (Dr Cuivre) parce qu’il représente un baromètre de la santé de l’économie mondiale, devait profiter de la stabilisation de l’activité manufacturière et d’une hausse de la demande de la Chine (premier consommateur mondial). C’était sans compter avec le coronavirus. L’épidémie meurtrière, dont l’ampleur croît de jour en jour dans l’empire du Milieu, menace de plonger le marché mondial dans la crise, une mauvaise nouvelle pour les économies de plusieurs Etats africains…

La firme de recherche Fitch Solutions a revu à la hausse ses prévisions pour le marché du cuivre en 2020. Elle s’attend désormais à voir le métal rouge se négocier à 5 900 dollars la tonne, contre 5 700 dollars/t dans sa précédente estimation.

L’agence, relayée par Creamer Media, explique que les mesures de relance de l’activité économique en Chine, pays d’où est parti le Covid-19, impacteront les prix au deuxième semestre 2020. La majorité des centres de fabrication et des chaines d’approvisionnement fermés en Chine à cause de l’épidémie devraient rouvrir d’ici avril, ce qui entrainera une demande de cuivre plus élevée plus tard dans l’année.

La Chine est le premier consommateur mondial de cuivre avec près de 50 % de la demande. Les pays africains producteurs comprennent la RDC, la Zambie ou encore la Namibie et l’Afrique du Sud.

Nevada Copper announced on Monday it has started production at the Pumpkin Hollow mine in Yerington, Nevada, becoming the first new copper producer in the country in the last decade. First shipment of concentrate and first revenues are expected in coming weeks, added the company.

In a media statement, Nevada Copper CEO Matt Gili said it was a “transformational moment” for the company, which only 16 months ago took a construction decision. Nevada Copper has spent about $200 million to develop the Pumpkin Hollow mine.

Ramp-up to full-scale commercial production at Pumpkin Hollow underground is underway through the first half of 2020.

The underground operation is expected to produce 65 million pounds of copper-equivalent a year at an all-in sustaining cost of $1.86/lb, nearly 50% below current copper prices. Its current mine life is 13.5 years.

The mine opens just as copper prices recently started to rise sharply and are projected to go higher due to increasing demand from the electric vehicle industry. According to Reuters, copper deposits in the US alone have drawn nearly $3 billion in recent investments from both small and large miners.

Analysts at Fitch Solutions predict that US copper production is set to grow by 2% in 2020. They noted that US miners such as Freeport-McMoRan are already positioning themselves for long-term recovery in global copper demand.

Nevada Copper plans to finish a feasibility study by the end of next year on whether to construct a nearby open-pit mine. The company controls about 22,000 acres in northern Nevada, and the underground mine itself is located 60 miles (100 km) from Tesla’s Gigafactory in the state’s northern edge.

Chile’s Codelco, the world’s second-largest copper miner, has lost more ground among the metal’s top tier, after reporting that output for 2019 had fallen by 5.3% to 1.588 million tonnes.

BHP, the world’s biggest mining company, churned out 1.749 million tonnes of copper last year and expects to produce between 1.705 million and 1.820 million tonnes in 2020 on a 100% basis (on an attributable basis Codelco is still top).

Codelco, which hands all its revenue over to the state, attributed the drop in production to unusually bad weather in the first half of the year, strikes at its Chuquicamata mine and operational issues.

Profit for the year fell 17% compared to 2018 to $1.34 billion, while direct cash costs increased 1.8%.

Codelco said the poor financial results were a combination lower gross margins, the downward tendency of copper prices, a reduction in physical sales of the metal and molybdenum and weak results obtained from associated investments.

The escalating number of Chileans infected with the novel coronavirus forced the company on Wednesday to suspend some key projects, including work being carried out to finish transforming Chuquicamata into an underground mine, and early-stage projects at Rajo Inca and Traspaso Andina.

The halted projects are part of a 10-year, $40 billion ongoing plan to upgrade its aging mines and keep up production rates. The scheme, however, could be further jeopardized by the effects of the measures taken to deal with the global pandemic crisis.

“Although the country’s government has taken proactive measures to contain the economic and health impacts of the covid-19, the ripple effects of a copper supply shock remain to be seen,” Mariano Pablo Machado, senior Americas analyst at global risk consultancy Verisk Maplecroft, said this week.

Codelco operates seven mines and four smelters, all in Chile. Its assets account for 10% of the world’s known proven and probable reserves and about 7% of the global annual copper output.

Cornish hits new, high-grade copper mineralization

Cornish Lithium, a start-up hoping to lead the development of a battery metals industry in the UK, has hit the jackpot with the discovery of a new zone of high-grade copper-tin mineralization at Strongbow Exploration’s (TSX-V: SBW) United Downs project, in Cornwall.

The finding comes as the British miner continues to explore Strongbow’s licences in Cornwall, south-west England, for lithium in brine occurrences. Rights to any hard rock mineralization, however, belongs to the Canadian company.

The mining district where the discovery was made — Gwennap — was the world’s richest copper production in the eighteenth and early nineteenth centuries.

Cornwall’s last mining operation, South Crofty, closed in 1998. But in July 2016, Vancouver-based Strongbow acquired the copper-tin project and mineral rights for 15,000 hectares.

Partner Cornish Lithium’s drilling in the area intersected semi-massive sulphide mineralization, at a depth of between 90 and 105 metres.

The company is drilling further to confirm the width of the mineralization as well as the strike and dip of the mineralised zone.

In an upcoming exploration phase, Cornish Lithium has decided to also begin exploring for lithium in hard rock form, having discovered evidence that it was mined on the surface during World War II.

The miner also plans to explore for other battery metals, such as cobalt and copper.

The junior revealed in 2018 that it needed about £5 million ($6.2m) to go ahead with its plans. Since then, it has secured more than £2m ($2.5m) from private backers and it’s already aiming at listing on the London Stock Exchange by 2022..

Cornish Lithium has also expanded and consolidated the areas over which it has rights to explore for lithium and other minerals. Its team has assembled a vast amount of historical data and reconstructed it in 3D digital format, enabling a totally new understanding of the geological potential of Cornwall’s mineral deposits.

First Quantum Minerals (TSX: FM) announced Tuesday that the company has received an order from the Ministry of Health of the Republic of Panama (MINSA) to temporarily suspend labour activities at its Panamanian subsidiary as a sanitary control measure due to covid-19.

The order was issued just one day after a worker at the company’s Cobre Panama operation died of complications caused by the novel coronavirus infection. Two weeks earlier, it was reported that several workers at the site had contracted the virus.

Rockcliff Metals (CSE: RCLF) announced that it has updated the mineral resource estimate of its Tower property, located in the Canadian province of Manitoba.

In a press release, Rockcliff explained that it filed a National Instrument 43-101-Standards of Disclosure for Mineral Projects (NI 43-101) technical report related to the updated estimate prepared by P&E Mining Consultants.

The report shows that indicated copper grade increased by 26% (4.69% from 3.73%), indicated gold grade increased by 55% (0.85g/t from 0.55 g/t); indicated zinc grade increased by 26% (1.32% from 1.05%); indicated silver grade increased by 37% (23.7g/t from 17.3g/t); indicated contained copper metal content increased by 19% (106.1Mlbs from 89.2Mlbs), but indicated tonnes decreased by 5% (1.03Mt from 1.08Mt).

According to the Sudbury-based miner, this mineral resource estimate considered drilling information available up to December 21, 2019 and was evaluated using a geostatistical block modelling approach constrained by polymetallic mineralization wireframes using Geovia GEMS modelling software.

“The significant increase in the copper grade to one of the highest-grade deposits in the camp at 4.69% Cu bodes well for the PEA analysis,” Alistair Ross, Rockclif president and CEO, said.

L'once de cuivre progressait, ce soir, de 0,4% à 2,311 dollars, soit son plus haut niveau depuis le 17 mars. Le prix du métal rouge est souvent vu comme un indicateur de l'activité économique, c'est une des matières premières principales de l'industrie et de la construction ce qui lui a valu le surnom de " Docteur copper ", rappelle ce matin LBPAM. C'est devenu aussi un indicateur très influencé par le cycle chinois, puisque ce pays absorbe plus de la moitié de la production mondiale.

Premier constat, le prix du cuivre reste très bas, 17% en deçà de son cours de début d'année alors qu'en même temps, le niveau des stocks des intervenants sur le marché de Shanghai reste très élevé.

Deuxième constat, la tendance récente est plus encourageante avec une hausse des prix de 9% depuis les plus bas du 23 mars. Dit autrement, en 20 jours, le cuivre a retracé 30% de sa chute. L'ordre de grandeur est similaire sur les stocks, qui ont beaucoup augmenté durant l'épisode coronavirus et qui ont refait plus du quart du chemin inverse.

"D'après docteur copper on reste donc, pour l'instant sur une normalisation bien partielle de l'activité", souligne le gérant.

SolGold’s (LON, TSX:SOLG) confidence in its Cascabel copper-gold asset in Ecuador received a boost on Tuesday after a long-awaited third resource update for Alpala, the project’s main deposit, showed larger than anticipated resources.

The new report has added 1.6 million tonnes of copper, 2.5 million ounces of gold and 92.2 million ounces of silver — a metal not previously estimated — to Alpala’s measured and indicated mineral resources.

The deposit’s resource now stands at 2.66 billion tonnes at 0.53% copper-equivalent in the measured and indicated categories, and 544 million tonnes at 0.31% copper-equivalent in the inferred category.

“This significantly increases our confidence that the economics identified in the preliminary economic assessment are achievable and are based on a bankable porphyry orebody,” chief executive Nick Mather said in the statement.

The Australian miner has long said its project in Ecuador is one of the largest copper-gold porphyry systems ever discovered.

PolyMet Mining (TSX: POM) has petitioned the Minnesota Supreme Court to review a lower court ruling on the company’s air permit, which is necessary for a proposed copper-nickel mine on the Iron Range to go ahead.

The company is seeking to overturn a Court of Appeals ruling dated March 23 that sent its air permit back to the Minnesota Pollution Control Agency (MPCA) for review, stating that the agency should have considered a report that said the company is looking to expand the operation.

The Court of Appeals’ decision was based on a report released by PolyMet in March 2018 outlining the company’s plans to recover 118,000 tonnes of ore per day, instead of the 32,000 tonnes listed in its permit applications.

If permitted, the proposed $1 billion mine would become the first-ever copper-nickel operation in the state, with an estimated 290 million tonnes of proven and probable reserves grading 0.29% copper and 0.08% nickel.

The air permit, issued in December 2018, would allow the company to release 250 tonnes of regulated pollutants per year, but opponents of the mine argue that the company will exceed that limit if it were to recover more ore.

US judge dismisses action brought by Pebble mine opponents

Northern Dynasty Minerals (TSX: NDM) announced on Monday that a US federal district court judge has granted the US Environmental Protection Agency’s (EPA) motion to dismiss a case brought by a collection of activist groups who are against the company’s proposed Pebble copper-gold mine in Alaska’s Bristol Bay region.

The litigation challenged the EPA’s decision in July 2019 to withdraw its prior regulatory action under Section 404(c) of the Clean Water Act, initiated in 2014 by the Obama Administration, which sought to pre-emptively veto the Pebble project before permit applications had been filed or an Environmental Impact Statement (EIS) permitting process was undertaken.

In granting the motion to dismiss, the judge determined that the decision on whether or not to take action under the Clean Water Act — the regulation which the EPA based its 2014 pre-emptive veto on — is at “the agency’s discretion.”

The Pebble project can now continue to be vetted under the National Environmental Policy Act’s permitting process. Currently, the mine’s federal permit application is pending with the US Army Corps of Engineers, and the EPA retains the right to veto the permit, a power that was reaffirmed by the federal judge’s ruling.

Shares of Northern Dynasty opened 11% higher on Monday on the favorable court decision. The Vancouver-based miner has a market capitalization of C$345 million.

The latest court decision removes another obstacle to receiving a final EIS and record of decision on the Pebble project, said Tom Collier, chief executive of Northern Dynasty’s Alaska-based subsidiary.

The permitting process is still on track for completion by mid-2020, despite the ongoing situation with covid-19, Northern Dynasty said last month.

“We have long held that the preemptive veto against Pebble was poor public policy and that decisions about the merits of developing a mine at the Pebble prospect should be made through the traditional permitting process,” Collier added.

The Pebble project proposal has been the subject of controversy in the southwest Alaska region for the past few years, in particular with regards to its potential risk to the watershed, salmon and other fisheries. However, a leaked draft of the EIS suggests that the nearby water resources could co-exist with the mine.

In the past, Northern Dynasty and Alaska’s congressional delegation have complained of government overreach, claiming the EPA tried to veto the project before seeing an application. The company eventually applied for a Clean Water Act permit following the Obama Administration in late 2017.

If permitted, Pebble would become North America’s largest mine, with an estimated measured and indicated resource of 6.5 billion tonnes containing 57 billion lb copper, 71 million oz gold, 3.4 billion lb molybdenum and 345 million oz silver.

Zijin Bor Copper, the Serbian unit of China's Zijin Mining Group, has announced its plans to invest over €730-million in the expansion of its production capacity this year and next, Serbian energy minister Aleksandar Antic has said.

Zijin says it will invest the money into the reconstruction of existing mines, and the opening of new ones, increasing the capacity of its copper smelter and strengthening the its environmental protections.

Despite the coronavirus outbreak, production of copper at the mining and smelting complex is going ahead without delay, Antic said during a meeting with the general manager of Zijin Bor Copper, Jian Ximing, in Belgrade.

In January, Zijin Bor Copper said it targets a profit of €6.8-million this year. The company plans to process 437,000 tonnes of copper concentrate and produce 122,000 tonnes of anodes, 90,000 tonnes of cathodes,370,000 tonnes of sulphuric acid, 1,833 kg of gold and 11.9 tonnes of silver in 2020.

The Chinese group injected €279-million in the capital of Serbian copper mining and smelting company RTB Bor in December 2018, acquiring majority ownership, and renamed it to Zijin Bor Copper.

The Serbian government is expecting China's Zijin Mining Group to open the Cukaru Peki Upper Zone mine of its recently acquired Timok copper-gold project in the latter half of 2021, according to the country's energy minister, Aleksandar Antic.

"The certified reserves at the Cukaru Peki Upper Zone stand at about 44.7 million tonnes of ore with a high copper content and associated gold and silver," Antic said in a video posted on new agency Tanjug's website, adding: "We expect the beginning of works on the opening of the mine in 2020, and the first production of copper in the second half of 2021."

He went on to say that Zijin's receipt of the necessary certification meant that efforts to open the mine could now be heavily intensified.

The government anticipates that the country's booming mining sector will start generating between 4% and 5% of Serbia's total GDP within the coming few years, a significant increase on its current 2%.
