Czech Government looks towards lithium
Following talks with miners, the prime minister has endorsed projects in Europe’s largest lithium deposit.

Czech Prime Minister Petr Fiala said his government is looking to facilitate lithium mining as it is a strategic raw material for the recovery of the Czech economy. The Cínovec area, located 100km northwest of Prague, holds the largest lithium deposit in Europe. Geomet, a Czech company that is part of the energy giant ČEZ, is running the deep mining operation, which is expected to start between 2026 and 2028.

Lithium is a crucial component in producing electric vehicle batteries. As demand for EVs increases, the World Bank projects a 965% rise in lithium production by 2050. Currently, 98% of lithium production occurs in Australia, Latin America and China.

After meeting with local mayors from municipalities, Fiala said they support Lithium mining as they recognise its importance for regional development.

“What they want is for us to set the conditions and rules and the whole project in such a way that it takes into account the interests of residents, citizens and the whole region,” Fiala said after the meeting.

Throughout the 20th century, the Cinovec site was used for mining tungsten. However, due to the collapse of communism and lower tin prices, the mine was closed in 1993. Appetites have since been piqued by the large untapped lithium deposits in the area. A study in 2022 concluded potential lithium mining projects in the area have a net present value of $1.98bn.

Nevertheless, some locals object to the project due to its potentially negative environmental impacts. Květoslav Koutník, mayor of Újezdeček, where the lithium processing plant is intended to be constructed, said: “It bothers us that there will be crushing, sorting, loading, re-sanding, perhaps the use of chemicals and that only a few dozen metres from the houses where people live.”

The Czech economy has stuttered in 2023, with GDP growth slowing to 0.3%. Mining developments could bolster sentiment and nudge the country towards stronger economic performance.

L' Argentine va exporter pour 4.5 milliards de dollars de Lithium cette année. C'était 3.8 milliards de dollars en 2022.
Ca dépasse maintenant largement le montant des exportations d' Or.

Argentina’s mining exports will reach around $4.5 billion in 2023, up from the 2022 total amid strong prices and the launch of a new lithium mine, the president of the sector’s main business chamber told Reuters late Thursday.

Roberto Cacciola, who has just taken over as president of the Argentine Chamber of Mining Entrepreneurs (CAEM), said in an interview “the final number of exports will be closer to $4.4 or $4.5 billion in 2023.”

The country’s mining exports totaled $3.8 billion in 2022, according to official data.

Cacciola said the increase was largely due to the launch of the country’s third lithium project, located in the northern province of Jujuy and co-owned by China’s Gangfeng and the Canadian Lithium Americas.

Production of lithium is set for a boost in coming years.

Two other lithium projects are set to expand production, while six others are under construction.

“We estimate (lithium investment in 2024) could be above $1 billion,” said Cacciola.

Nonetheless, exports of gold and silver – the country’s two main metals at present – are set to fall to about $3 billion next year from an expected $3.2 billion in 2023, Cacciola added, dampened by a lack of investment into them.

He told Reuters it was “inevitable” that lithium exports will outpace the two metals in due course.

Argentina, which faces serious economic issues with annual inflation at over 120%, a fiscal deficit and a huge debt with the International Monetary Fund, will hold presidential elections in October.

Cacciola said none of the leading candidates had yet shared “concrete proposals” about tapping into Argentina’s mining potential, though all see it as a key growth vehicle.

He warned that while Argentina has the advantage of being a relatively new mining powerhouse, it could be hampered by a lack of legal and fiscal security.

Aside from lithium, Argentina also has ambitions to restart copper production, which ceased in 2018. Multiple planned project could generate 793,000 metric tons of the red metal by the end of the decade, according to government estimates.

Les installations de géothermie pompent l'eau chaude des couches terrestres à plus de 1.000 mètres de profondeur et la transmettent à un réseau local de tuyaux isolés pour le chauffage et l'eau chaude sanitaire des bâtiments.

"Le phénomène est connu depuis longtemps en Allemagne et en France, mais c'est la première fois en Belgique", précise le PDG.

Les batteries d'Umicore

Le lithium est un métal qui, avec le nickel, le manganèse et le cobalt, est indispensable à la production de batteries pour les voitures électriques ou les smartphones.

À ce jour, seules deux installations géothermiques profondes sont actives en Flandre: chez Janssen Pharma à Beerse et chez Vito à Mol. "Mais les premiers résultats obtenus font état de 100 mg de lithium par litre d'eau. C'est très correct", déclare Bart Michielsen, chercheur au Vito.

"Cela signifie qu'une centrale géothermique en Flandre peut produire chaque année 500 tonnes d'hydroxyde de lithium (la substance de haute pureté utilisable pour les batteries, ndlr). Si l'on multiplie ce chiffre par les 30 centrales qui seront construites d'ici 2050, on obtient 15.000 tonnes d'hydroxyde de lithium. Avec les 10 premières centrales qui seront prêtes d'ici 2030, cela fait déjà 5.000 tonnes." Selon des estimations approximatives, cela représente suffisamment de lithium pour les batteries de 125.000 voitures électriques par an.

Cette quantité répond aux exigences fixées par Umicore pour être considérée comme un fournisseur potentiel. La société belge cotée en bourse fournit des matières premières à l'industrie des batteries dont plusieurs grands constructeurs automobiles. À elle seule, elle s'attend à devoir fournir pour 400 gigawattheures de batteries par an d'ici à 2030. Cela devrait représenter 240.000 tonnes d'hydroxyde de lithium par an, estiment les experts.

Développement durable

La Commission européenne considère le lithium comme l'une des 30 matières premières essentielles à la transition vers l'énergie verte et électrique. "Umicore voit donc un avenir dans le lithium géothermique, local, qui ne doit plus être transporté depuis le Chili ou l'Australie", commente Wim Geens.

Pour Hita, le lithium pourrait devenir une source de revenus supplémentaire. Le prix de l'hydroxyde de lithium tourne autour de 30.000 euros la tonne. Si Hita réalise ses ambitions, elle pourrait produire en surface du lithium pour une valeur de 150 millions d'euros par an à partir de 2030.

The US Energy Department is in talks to lend a record $1 billion to the developer of one of the country’s largest lithium deposits in a push to build out a domestic supply of critical minerals.


The Biden administration and Lithium Americas Corp. are negotiating the terms of an agreement that would fund more than half of the cost of the Thacker Pass mine in Nevada, according to a person familiar with the matter who asked not to be identified discussing confidential information.


Lithium Americas’ stock surged as much as 9.5% on Friday. The Energy Department said it doesn’t comment on loan applications. Vancouver-based Lithium Americas didn’t immediately respond to a request for comment.

The outlay, which could exceed the $1 billion mark, would be the largest-ever loan awarded to a mining company through the Energy Department’s Loan Programs Office. The $2.2 billion project 500 miles (805 kilometers) northeast of San Francisco has been pegged as one of the country’s most promising opportunities to produce the metal used in electric-vehicle batteries, solar panels and wind turbines.

Biden is walking a fine line by trying to balance the raw-material demands of the energy transition against campaign promises to protect the environment. China has long dominated global supplies of commodities crucial to electric vehicles, prompting the Biden administration to extend billions of dollars in grants and tax incentives to encourage domestic production.

The Loan Programs Office previously provided $107 million to graphite supplier Syrah Resources Ltd. for an anode plant in Louisiana and $2 billion to Redwood Materials Inc. to expand a battery-materials manufacturer in Nevada.

Thacker Pass raised the ire of environmentalists and tribal groups who unsuccessfully argued in court that it posed a threat to the surrounding landscape and was inadequately vetted.

Lithium Americas said in February it had received a letter of substantial completion from the Energy Department for its application to support the financing of Thacker Pass. The company said it expected the loan program to provide up to 75% of Thacker Pass’ total capital costs for construction, should a loan be issued.

A subsidiary of American Lithium is betting it can defy the odds in Peru and open the country’s first lithium mine in speedy fashion despite a sluggish permitting system that can keep projects on hold for years.


That’s according to Ulises Solis, the chief executive officer of Macusani Yellowcake, the local subsidiary that is developing the Falchani lithium project in Peru. Solis said the goal is for Falchani to begin operations in 2027, which would mark an incredibly fast turnaround time for a mining project that hasn’t submitted its main environmental impact assessments yet for review.

“It is possible that I’m being too optimistic with the timing,” Solis said in an interview on the sidelines of the Perumin mining conference. Still, “the government wants to support this project,”he said.

Peru is currently scrambling to approve mining projects to revive its struggling economy. The country is a copper mining powerhouse, but years of political volatility have impacted its ability to attract new investments in the sector. The administration led by President Dina Boluarte has wooed miners with promises of faster permit approvals, although those reforms still largely need to be put in place. The government has often mentioned Falchani as one of the few projects that can start in the next few years.

Falchani would bring an $880 million investment to one of Peru’s poorest regions that was also the epicenter of deadly protests earlier this year as demonstrators sought Boluarte’s resignation.

“The project is located in an area where the government is having a lot of problems,” Solis said.

Another headwind facing the project is a current rout in lithium prices amid growing supplies. Still, it’s unclear whether the market will tighten again by the time production begins at the mine.

Solis said the project has resources worth 4.7 million metric tons of lithium carbonate equivalent. At its peak it would produce 100,000 tons of lithium carbonate equivalent every year and include its own lithium refinery. But that wouldn’t be ready in its first year, when it would ship unrefined lithium to generate cash flow as quickly as possible.

Argentina Lithium and Energy CEO Niko Cacos joined Steve Darling from Proactive to share significant news that the company has secured US$90 million in funding through a strategic agreement with, Stellantis, one of the world's largest automakers, known for its major brands such as Alfa Romeo, Chrysler, Dodge, Fiat, Jeep, Peugeot, and RAM.

Under this agreement, Stellantis will acquire a 19.9% stake in Argentina Litio y Energia, leaving the company with 80.1% ownership.

Phase 2 DFS of the lithium brine project has increased the overall annual production rate to 20,851 recoverable tonnes of lithium carbonate equivalent, contained in a concentrated lithium chloride product for a period of 40 years

Australia-based Galan Lithium has increased the initial capital cost (capex) required to develop its fully-owned Hombre Muerto West (HMW) lithium brine project in Argentina to $429m, based on the results of the phase 2 definitive feasibility study (DFS).

According to the phase 1 DFS published in July 2023, the lithium exploration and development company estimated an initial capex of $118.4m for the Argentinian lithium brine project.

The DFS for the Hombre Muerto West project is separated into two phases. The initial phase 1 DFS was based on a production level of 5.37 kilo-tonnes per annum (ktpa) lithium carbonate equivalent in the form of lithium chloride concentrate.

Phase 2 DFS of the lithium brine project has raised the overall annual production rate to 20,851 recoverable tonnes of lithium carbonate equivalent, contained in a concentrated lithium chloride product for a period of 40 years.

Galan Lithium said that the Hombre Muerto West lithium brine project is estimated to bring an average annual free cash flow of $236m, based on the Phase 2 DFS.

Located in Catamarca Province, the lithium brine project comprises exploration permits covering nearly 11,600ha.

Albemarle has teamed up with Caterpillar to provide solutions to support the full circular battery value chain and contribute to a more sustainable future for the mining industry.

The partnership will support Albemarle’s efforts to transform the Kings Mountain mine in North Carolina, US, as the North America’s first-ever zero-emissions lithium mine site.

As part of these efforts, Albemarle looks to utilise Caterpillar battery-electric trucks at the mine site.

Said to contain one of the few known hard rock lithium deposits in the US, the Kings Mountain mine is expected to provide sufficient material for 50 kilotonnes of lithium carbonate equivalent of conversion capacity.

Albemarle also has signed an agreement with Caterpillar to provide lithium produced in North America to support the latter’s production of batteries.

Albemarle energy storage president Eric Norris said: “At Albemarle, we are committed to building a more resilient world. Our partners are critical to achieving that impact, and this collaboration with Caterpillar exhibits how we ‘walk the talk’ to pioneer what is next. In China, the price of lithium carbonate fell to 166,500 yuan ($22,814) a tonne last Wednesday, nearly half the price it was at its peak in early June. Less than a year ago, the metal reached a record of 598,000 yuan a tonne in China. Weak consumer sentiment has stalled demand for lithium, a key component of electric vehicle (EV) batteries.

China is still the world’s largest EV market, and demand for lithium usually picks up in the fourth quarter as strong battery cell production and installation prompt manufacturers to replenish their lithium stocks in preparation.

According to Susan Zhou, an analyst at Rystad Energy, sizeable restocking in preparation for the fourth quarter is yet to materialise, and battery makers still have enough stock to see them through.

Jordan Roberts, lithium analyst at price reporting agency Fastmarkets, said: “There has been persistent weakness in China. The market is waiting to see the impact from reduced electric vehicle subsidies and is concerned by low household confidence, which is tied to the country’s property crisis.”

Due to depressed consumer confidence, EV sales growth in China slowed to 37% in the second quarter from a year earlier, while the global average was 50%, according to Counterpoint Research.

The price fall comes amid Western concerns over China’s control of global lithium supply. At the International Energy Agency’s critical minerals summit last week, US Energy Secretary Jennifer Granholm said the world is facing a dominant supplier of critical minerals willing to exploit its position for political gain. Earlier in September, European Commission President Ursula von der Leyen said China had “flooded” global markets with artificially cheaper electric cars due to excessive state subsidies.

Canada’s Lithium Americas began trading on Wednesday at both the Toronto and New York exchanges under its new ticker (LAC) as a result of the recent separation of its North American and Argentinean businesses into two independent public companies.


Shares in the Vancouver-based company soared during its first hours of trading — up more than 10% to C$16.15 each in Toronto.

The new Lithium Americas is a pure-play lithium company focused on advancing its Thacker Pass project in Nevada, which is the US largest known lithium deposit, to production. The company has been advancing construction since early this year.

Lithium Argentina (TSX, NYSE: LAAC) will focus on the assets held in the South American country, including the Caucharí-Olaroz lithium brine project in Jujuy, which is progressing toward full commercial production, and the Pastos Grandes lithium brine project in Salta, which it added in December, through the acquisition of Arena Minerals.

The business separation allowed Lithium Americas to distance from one of its top shareholders, China’s Ganfeng Lithium, which in 2018 grabbed SQM’s stake in Caucharí-Olaroz and took control of the project in 2020.

“We look forward to seeing these two market-leading companies thrive independently,” Jonathan Evans, President and CEO of Lithium Americas said in a statement. “The separation offers investors two unique and highly focused pure-play lithium companies with world-class assets in our respective regions of operation.”

Analysts have said Lithium America’s decision to split the company came down to the delicate status of US-China relations.

Besides a $650 million investment the company secured from General Motors, Lithium Americas recently applied for funding from the US Department of Energy, which has allocated millions of dollars to support battery metals projects.

European banks are too slow to finance mining projects because of red tape linked to environmental, social and governance (ESG) issues, France’s Eramet said, as it pursues a lithium project with China’s Tsingshan that could cost $1.5 billion.


Eramet aims to start producing lithium in Argentina in the second quarter of next year under the first phase of its joint venture with steel giant Tsingshan, part of Eramet’s shift towards minerals needed for electric vehicle batteries.

If the partners proceed with a second stage of the project, for which a decision is due by the end of this year, total investment is expected to reach about $1.5 billion, Eramet CEO Christel Bories told Reuters.

This is lower than a $1.7 billion projection given by Tsingshan. It would double the estimated $735 million cost of the project’s first phase.

Eramet will share costs with Tsingshan. It will also raise $400 million in a deal with miner Glencore to market lithium from the project’s first stage.

Bories said Chinese investors are typically keen on mining projects internationally, but European banks are held back by onerous ESG requirements.

“The worst is Europe. Banks ask thousands of pages of questions on ESG and due diligence,” she said in an interview before the LME Week gathering of the global metals industry.

“We have no problem providing the evidence … but at the end of the day the whole process can take 18 months.”

The European Union, which unveiled its Critical Raw Materials Act in March to try to secure supplies of critical raw materials for electric vehicles including lithium, cobalt and nickel, has urged European financiers to provide more funding to mineral suppliers.

Eramet has previously criticised Europe for being slow to develop supply chains for critical minerals, saying that encouraged it to turn to Tsingshan first as a partner for a nickel mine in Indonesia and then to co-develop its lithium deposit in Argentina.

The partners plan to reach output of 24,000 metric tons of lithium carbonate equivalent annually under the first phase of their Argentine project, with the potential second stage seeking to raise production to 75,000 tons.

Eramet is also studying a plan with German chemical group BASF to produce battery-grade nickel and cobalt from ore extracted at Eramet’s Indonesian mine.

The French group has pushed back a deadline for a decision to next year, with Bories saying it needed more time to find the right approach to meet Western standards.

India sets lithium mining royalty at 3% of LME prices

India set royalty rates on Wednesday for the mining of three critical minerals, including lithium, that are key to its clean energy ambitions.


The royalty rates for lithium extraction by mining companies will be fixed at 3% of prices prevailing on the London Metal Exchange (LME), the government said in a statement.

India has been exploring ways to secure supplies of lithium, a critical raw material used to make electric vehicle batteries, and found its first lithium deposits in February in the federally controlled region of Jammu & Kashmir.

The government also set the royalty for niobium mining at 3% of the average sale price, and for rare earth elements (REEs) at 1% of the average sale price of rare earth oxide. Niobium is also used in making electric vehicle battery cells.

The approval will pave the way for the auction of mining blocks for the three minerals for the first time in the country.

“Critical minerals have become essential for economic development and national security in the country,” the government said.

“Critical minerals such as Lithium and REEs have gained significance in view of India’s commitment towards energy transition and achieving net-zero emission by 2070.”

In June, Reuters reported that India planned to fix the royalty rate for lithium extraction at 3%.

India is expected to auction the newly found lithium blocks, with estimated reserves of 5.9 million tonnes, later this year.

Government sources previously told Reuters that at least a dozen Indian and foreign companies such as Adani Enterprises, Vedanta Ltd, Reliance Industries, Jindal Steel and Power Ltd, Himadri Chemicals and Korea’s LX International are likely to take part in the auction.

Plans to auction India’s lithium reserve comes amid a push by major economies to secure lithium supplies.

The United States, Canada and other countries have established a new partnership aimed at securing the supply of critical minerals, including lithium.
