Portugal awaits assessment of two lithium mines before launching auction

Portugal will not commit to setting a new date for a long-awaited auction of lithium mining licences as it awaits the conclusion of ongoing environmental impact studies at two sites, Energy Secretary Joao Galamba said on Wednesday.

The southern European nation, which has 60,000 tonnes of known lithium reserves, is central to Europe’s bid to secure more of the battery value chain and cut reliance on imports.

Concerns about the potential environmental and social impact of lithium mining from nature preservation groups and local communities have led to multiple delays to the auction, initially planned for 2018.

Galamba told a parliamentary committee that the “government understands that the international auction will benefit from the conclusion of these processes”.

“It doesn’t make much sense to launch an international public auction, when simultaneously these environmental assessment processes are underway” at the Barroso mine and the Montalegre mine, in northern Portugal, he said.

The Barroso mine is owned by London-based mining company Savannah Resources and the Montalegre mine is owned by local company Lusorecursos.

Savannah said in a statement earlier on Wednesday it had “very useful and productive” meetings with Portugal’s environmental agency APA. As a result, it has until March 17 to submit its revised plans to the regulator.

However, APA does not have a deadline to decide on the evaluation process, which could be interrupted if it asks for more data or clarification.

The environment ministry, to which Galamba’s department belongs, has said the assessment conducted by the energy and geology agency analysed eight lithium-rich areas in central and northern Portugal, concluding “there were conditions to move forward in six of them”.

Portugal is Europe’s biggest lithium producer but its miners sell almost exclusively to the ceramics industry and are only now preparing to produce the higher-grade lithium that is in demand globally for use in electric cars and electronic devices.

Mexico values its Sonora lithium deposits at $600bn

A potentially vast lithium deposit in Mexico’s northern Sonora state could be worth as much as 12 trillion Mexican pesos ($602 billion), according to a recent finance ministry report, or over a third of the country’s projected economic output this year.


Mexico hopes its reserves of the key battery component will help it benefit from a global shift toward electric vehicle production that has turbo-charged demand, but experts are skeptical it will be able to quickly mobilize its industry.

Lithium prices have soared to surpass $70,000 per tonne this year.

While the ultra-light white metal is typically extracted from rock or brine deposits, lithium in Sonora is mostly trapped in clay soils, from which it has not yet been mined on a commercial scale.

President Andres Manuel Lopez Obrador has urged the private sector to work with the new state miner, saying the size of the investment needed means the government needs partners.

But analysts argue that companies are more likely to focus near-term investments in Chile or Argentina’s sprawling salt flats, where industries are more established and policies more market-friendly.

The massive projected lithium demand should, however, eventually draw interest to Mexico, they added.

“We have a product which can define what will happen with the world’s energy,” Bolivia’s Mexico ambassador Jose Crespo said in a statement published on Thursday.

Mexican newspaper La Jornada reported the government’s lithium valuation earlier on Thursday.

Though Mexico does not currently produce the metal, the finance ministry estimated the Sonora reserves could add some 0.3 percentage points to potential GDP in the medium-term.

Finnish mining and battery chemical company Keliber has said its Syväjärvi, Rapasaari and Outovesi lithium mining areas and the Päiväneva concentrator area have been approved by local councils.

The company said Kokkola City Council and the Municipal Councils of Kaustinen and Kronoby, approved the plans earlier this month. Keliber's construction work is scheduled to start this summer and production in 2024.

The company has environmental and mining permits for the Syväjärvi mining area, which will be the first to be commissioned and where preparatory construction work has been started.

"We are very pleased with the progress of the zoning made by Kokkola, Kaustinen and Kronoby councils and would like to thank local decision-makers, and landowners for their good co-operation. We will continue meetings and an active dialogue also in the future," says CEO Hannu Hautala.

Keliber and Metso Outotec signed an agreement regarding the basic engineering of the Päiväneva concentrator in June 2020. Metso Outotec will design the concentrator process and process equipment for the production flow sheet: ore crushing, sorting, grinding and concentration.

The basic engineering of the concentrator is based on the new location of the concentrator next to the main mining sites. Design criteria include environmental, social and economic parameters which will be incorporated in the solution for the concentrator.

Keliber started preparatory work at Syväjärvi in 2021, including activities such as the removal of overburden, building sedimentation basins and a wetland for overland flow, as well as the construction of roads. Keliber has been granted the mining safety permit, so the mining of wall rock can begin. This will be utilised both as crushed rock and aggregate in building infrastructure, such as the basin structures and foundations and surfaces for roads.

"Syväjärvi's wall rock works very well as material for building infrastructure. Utilising wall rock as utility material for the future mine is both cost-effective and environmentally friendly as the stone supply is nearby. Material efficiency, which is part of the circular economy, has been a part of our operations from the very beginning," says Hautala.

The construction phase at Syväjärvi will last for about two years, during which time about one million tonnes of wall rock will be mined. The rock material will be utilised also in the construction of the Päiväneva concentrator area. Lithium ore production is scheduled to begin in the summer of 2024 and continue for about four years. After that, mining will continue at the Rapasaari mine in the Päiväneva area, and the Syväjärvi mine will be rehabilitated in accordance with a separate plan and the provisions of the environmental permit.

Rio Tinto has started producing spodumene concentrate, a mineral used in the production of lithium for batteries, at a demonstration plant in its Rio Tinto Iron and Titanium (RTIT) Quebec Operations in our metallurgical complex in Sorel-Tracy, Canada.

The plant will demonstrate at industrial scale a new spodumene concentration process that provides lithium oxide (Li20) grades and recoveries well above the industry average. The process was developed by researchers at Rio Tinto’s Critical Minerals and Technology Centre and tested on spodumene ore samples from various countries. It offers the environmental benefit of not using chemical products and generating only dry, inert residues.

RTIT Managing Director Stéphane Leblanc said: “Rio Tinto is exploring new, sustainable ways to extract battery materials for the energy transition. We are seeing strong interest in the market for a North American supply of spodumene concentrate to support production of lithium batteries. Our demonstration plant will allow us to further validate the innovative spodumene concentration process developed at our Critical Minerals and Technology Centre as we consider moving to commercial scale production.”

The demonstration plant was commissioned in June after successful laboratory testing of the new process and produced its first ton of spodumene concentrate in July 2022. It will test ore from various local suppliers including Sayona, an emerging lithium producer with projects in Québec and Western Australia.

Exploration and development firm Atlantic Lithium is set to commence production at its lithium mine in Ghana by the second half of 2024, reported Reuters citing the company’s interim CEO Lennard Kolff.

This mine is said to be the first lithium mine in the country.

It could generate around $5bn in revenue over its lifetime, noted Kolff citing a scoping study.

Kolff started leading the business after the demise of founder Vincent Mascolo in March this year.

Commenting on the latest development, Kolff said: “This is really an exceptional project, not only from an economics point of view but a social one as well.

“We have a chance here to make Ghana a forerunner in the global decarbonisation race by building what could be West Africa’s first hard rock lithium project.”

The Africa-focused company discovered the first commercially viable lithium deposit in Ghana, situated less than a kilometre off its national highway, four years ago.

It started trading on the Australian Securities Exchange this week.

In November last year, Atlantic Lithium secured an exploration licence for Ghana’s Cape Coast project.

The licence area is situated in proximity to its Mankessim exploration asset that hosts the Ewoyaa lithium project and is adjacent to the Saltpond licence.

The Ewoyaa project is estimated to hold 14.5 million tonnes (Mt) at 1.31% Li₂O.

Units of Argentina’s state oil firm YPF will next month begin lithium exploration in a first-ever entry into the sector by state-run miners as the government aims to benefit from surging demand for the battery metal, according to a statement on Monday.


Lithium prices have soared past $70,000 per tonne this year as the major automakers scramble to secure more supply of the ultra-light metal to shift production from fossil fuel-burning engines to electric-powered vehicles.

YPF lithium units, YPF Litio and Y-TEC, announced in a statement on Monday the start of work on a 20,000-hectare area lithium prospecting project in Fiambala in western Catamarca province, a partnership with local mining firm Catamarca Minera y Energetica. The project seeks to identify the highest lithium concentrations in Fiambala salt flats.

The statement did not disclose how much they would invest in the project or the expected duration of the exploration phase.

Argentina’s is the world’s fourth biggest producer of the coveted white metal, with around 20 other lithium projects currently under development, according to Roberto Salvarezza, chairman of the boards of both YPF units, stressing that those are run by foreign or private miners.

“Now for the first time we have the possibility of a national company having a presence in obtaining the resource,” Salvarezza is quoted as saying in the statement.

Argentina produces around 8% of global lithium, with neighboring Chile accounting for about 22%.

Argentina could significantly grow its lithium production given its status as the world’s second largest lithium reserve, according to US Geological Survey estimates, with 19.3 million tonnes.

Only Bolivia holds more at 21 million tonnes, though it has for years struggled to get its state-run production off the ground.

The three South American countries account for more than half of estimated global reserves, mostly held in sprawling salt flats.

Un nouveau prospect de Lithim en Namibie : Omaruru
Namibie : Prospect Resources fait son entrée dans le secteur du lithium avec le projet Omaruru

En Namibie, l’exploitation minière est axée sur des produits comme l’uranium, le cuivre ou encore le zinc. Cependant, le pays héberge d’autres ressources encore sous-exploitées dont le lithium, un des minéraux essentiels pour la transition énergétique.

L’australien Prospect Resources a signé un accord avec la compagnie Osino Resources pour acquérir en plusieurs étapes jusqu’à 51 % de participation dans le projet de lithium Omaruru, en Namibie. Selon un communiqué publié en fin de semaine dernière par la junior minière, il lui faudra investir environ 1,56 million de dollars pour parvenir à ses fins.

La transaction s’inscrit notamment dans les plans de la société qui est en quête de nouvelles opportunités de croissance en Afrique subsaharienne, après avoir cédé son projet de lithium phare Arcadia l’année dernière.

« Le projet de lithium Omaruru offre une combinaison unique d’un emplacement idéal, avec la possibilité d’établir rapidement une ressource […]. Il s’agit d’une zone d’exploration avancée et de grande qualité, que nous sommes impatients de commencer à forer », se réjouit Sam Hosack, PDG de Prospect Resources.

En acquérant le projet Omaruru, Prospect Resources rejoint dans le secteur du lithium namibien une autre entreprise australienne, Lepidico. Selon la base de données de projets miniers d’Ecofin Pro, cette dernière est active sur le projet de lithium le plus avancé du pays, en l’occurrence Karibib. Selon les estimations actuelles, les ressources disponibles à Karibib peuvent être exploitées sur 14 ans et permettre de produire annuellement 4900 tonnes d’hydroxyde de lithium.

Sayona awards $147m mining contract to L. Fourier et Fils for restarting lithium mine

Emerging Australian lithium miner Sayona Mining (ASX: SYA) is closer to the restart of production at its North American Lithium (NAL) project in La Corne, Quebec, as it awarded a four-year, $200 million ($147m) contract to Quebec company L. Fournier et Fils for mining operations.


This is one of the largest such contracts ever signed in Quebec, and it is expected to create 120 new jobs to be filled from the region of Abitibi-Temiscamingue, including the Pikogan and Lac Simon First Nations communities.

Fournier will be responsible for the supervision of all stripping and drilling, blasting, loading, and transportation of ore and waste rock. The contractor will also maintain the site roads and all other services. Drilling and blasting will be conducted by another Quebec company, Dynamitage Castonguay.

Work is to begin this month with a fleet that includes 10 trucks of 100-tonne capacity and two excavators.

First lithium production from NAL is to begin in the first quarter of 2023. The project will produce an estimated 115,000 tonnes of 6% lithium oxide in a spodumene concentrate annually for 27 years.

Australia could grab 20% of the world’s lithium refining by 2027

Australia is poised to grab a fifth of the world’s lithium hydroxide refining capacity within five years as demand grows for battery metals that bypass China, Canberra said in a report.


China produces more than 80% of the world’s lithium hydroxide, a processed form of the in-demand metal, according to the International Energy Agency. However, several companies are building refineries in Australia that would turn locally-mined lithium ore into battery-grade chemicals.

If these plans progress on time Australia could have 10% of the refining market by 2024 from a negligible amount currently, and 20% by 2027, the government said in a report released Tuesday. But delays and technical issues could derail the timeline, it warned.

Chinese company Tianqi Lithium Corp. has already opened a refinery near Perth in Western Australia, in a joint venture with Australia’s IGO Ltd. US group Albemarle Corp. is close to opening a plant nearby in a joint venture with Mineral Resources Ltd. Both projects have been beset with technical problems and cost blowouts, however.

Australian groups Wesfarmers Ltd, Mineral Resources and Liontown Resources Ltd. are also planning to open new lithium refineries.

Australia is the world’s biggest producer of the raw form of the metal that’s vital to the electric vehicle industry, supplying just under half of global demand. Most of that is sent to China as hard rock ore, where it’s refined into battery-grade lithium hydroxide.

Asia remains the biggest market for Australian lithium, but demand is growing in Europe and the US as carmakers there accelerate the switch to EVs, the government said in the report. It cited President Joe Biden’s landmark climate legislation, the Inflation Reduction Act, as a driver of refining in Australia. The IRA grants tax credits on EVs, but requires 50% of materials to be produced either in the US or from a country with a US free trade agreement.

The IRA is likely to boost Australia’s lithium sector, BloombergNEF said in a report on Tuesday, pointing to recent announcements by South Korean battery maker SK On Co. and Japan’s Prime Planet Energy & Solutions Inc. that they planned to increase investment in the country.

Lithium is on track to become the Australia’s fifth-most valuable export commodity, surpassing beef and wheat, and on par with copper and crude oil, the government said. Exports of the battery metal are forecast to reach A$13.8 billion ($8.9 billion) this financial year, a more than tenfold rise over two years.

Most of the growth in export revenue is due to surging prices, which have doubled since the beginning of the year as carmakers around the world scramble to secure enough to meet ambitious EV targets, the government said. Lithium ore prices are projected to more than quadruple this year, it said.

Increased output will also drive the sector’s earnings, with Australian lithium production expected to more than double over the next five years. Still, it remains a small export industry next to the three biggest export sectors: iron ore, coal, and liquefied natural gas will together earn A$329 billion in revenue this year, the government forecast.

Atlantic Lithium en passe d’obtenir un permis minier au Ghana

Le permis minier est l’autorisation ultime permettant à une compagnie minière d’exploiter des ressources dans un pays. Si elle obtient ce document, Atlantic Lithium pourra construire la première mine de lithium du Ghana.

La junior minière Atlantic Lithium a soumis une demande de permis d’exploitation minière pour son projet de lithium Ewoyaa au Ghana. C’est ce qu’elle a annoncé le jeudi 13 octobre, précisant s’attendre à une évaluation « dès que possible » de la part du gouvernement en vue de l’octroi officiel du titre minier.

« Comme le prouvent nos travaux à ce jour et l’étude de préfaisabilité récente, nous pouvons démontrer un scénario de développement fondamentalement solide à Ewoyaa, qui offre des avantages sociaux et économiques considérables à nos communautés locales et à la République du Ghana », a commenté Lennard Kolff, PDG par intérim de la société.

Il faut rappeler que l’obtention du permis minier marquera une étape décisive pour Ewoyaa, car la société a déjà obtenu la promesse d’un financement pour la construction de la mine. Les étapes restantes avant d’en arriver à la production comprennent notamment la conception détaillée de l’usine et l’engagement d’un entrepreneur minier.

Selon l’étude de préfaisabilité, Ewoyaa peut être exploitée sur 12,5 ans avec des revenus d’environ 5 milliards $. La production annuelle est estimée à 255 000 tonnes de concentré de spodumène titrant 6 % en lithium.

Battery demand for electric vehicles, energy storage systems, and portable electronic devices are propelling lithium mining around the planet.

As a result, worldwide lithium production increased by 21% in 2021 compared to 2020 to approximately 100,000 metric tons.

Where Does Lithium Come From?

There are two primary sources to obtain lithium:

Brine: Lithium brine deposits are accumulations of saline groundwater enriched in dissolved lithium. Although abundant in nature, only select regions in the world contain brines, mostly in South America.

Mineral/Hard Rock: Lithium found in ‘hard rock’ is a part of minerals hosted in pegmatites, rock units formed when mineral-rich magma intrudes from magma chambers into the Earth’s crust. As the magma cools, water and other minerals become concentrated.
Lithium can also be extracted from lithium clays, but there’s still no commercial scale of production for this method of extraction.

According to the U.S. Geological Survey, four mineral operations in Australia, two brine operations each in Argentina and Chile, and two brine and one mineral operation in China accounted for the majority of global lithium production in 2021.

The Largest Lithium Miners

The world’s largest lithium producer, Albemarle Corporation, operates at the Chilean resource of Salar de Atacama in partnership with the second biggest producer, Sociedad Química y Minera de Chile (SQM). Salar de Atacama is home to almost a quarter of the world’s current supply of lithium and has been in operation since the 1980s.

Albemarle also has assets in Nevada, U.S., and Australia. Its Clayton Valley operation is the only source of lithium production in the United States.

While Australia and Chile account for the majority of the lithium supply, China has more than half of all capacity for refining it into specialized battery chemicals.

As part of the country’s efforts to dominate the clean energy metals supply chain, three Chinese companies are also among the top lithium mining companies. The biggest, Tianqi Lithium, has a significant stake in Greenbushes, the world’s biggest hard-rock lithium mine in Australia.

Lithium Supply Security

Between 2000 and 2010, lithium consumption in batteries increased by 20% annually. In the following decade, that figure jumped to 107% per year for batteries, with overall lithium consumption growing 27% annually on average.

Ghana : une nouvelle estimation de ressources est attendue au projet de lithium Ewoyaa d’ici début 2023

Atlantic Lithium veut mettre en service la première mine de lithium du Ghana en 2024. Pour y arriver, la société doit notamment réaliser une étude de faisabilité définitive qui nécessite la mise à jour de l’estimation des ressources minérales de son projet Ewoyaa.

Au Ghana, la junior minière Atlantic Lithium a achevé un programme de forage de 47 000 m à son projet de lithium Ewoyaa. Les premiers résultats publiés dans un communiqué le jeudi 20 octobre renforcent, apprend-on, la confiance de la société dans la possibilité de convertir les ressources du projet en réserve de minerai.

En attendant d’arriver à cette étape, la société prépare une estimation de ressources minérales actualisée qui devrait être disponible avant la fin de l’année, ou au plus tard début 2023. Cette mise à jour devrait entrainer une hausse des ressources minérales évaluées dans la dernière estimation à 30,1 millions de tonnes à une teneur en lithium de 1,26 %.

« Les derniers résultats de forage intercalaire dans les ressources actuelles du gisement principal d’Ewoyaa ont révélé de multiples intervalles de pegmatite à haute teneur supérieure à 1,5 % de lithium », souligne déjà Lennard Kolff, DG par intérim d’Atlantic Lithium.

Notons que la publication de la mise à jour de l’estimation de ressources minérales sera suivie quelques mois plus tard par les résultats de l’étude de faisabilité mi-2023. Il s’agit d’une étape décisive, car elle devrait déclencher, sous conditions, la mise à disposition des fonds nécessaires à la construction de la mine par l’américain Piedmont Lithium.

Mercedes-Benz to procure battery-grade lithium from Rock Tech

The mining company is expected to provide the German carmaker with an average of 10,000 tons of battery-grade lithium hydroxide per year, from its converter based in Guben, Brandenburg, Germany

German automotive brand Mercedes-Benz has signed a supply agreement with Canadian mining company Rock Tech Lithium to procure high-quality lithium used in battery production.

Under the terms of the agreement, signed as part of a direct sourcing approach, Rock Tech is expected to supply an average of 10,000 tons of battery-grade lithium hydroxide per year.

The mining company will supply the lithium hydroxide from its converter based in Guben, Brandenburg, Germany.

The deal, which requires sourcing from mines audited by Responsible Mining Assurances (IRMA), would enable carbon neutrality of lithium hydroxide production by the end of 2030.

Rock Tech Lithium chief executive officer Markus Bruegmann said: “Lithium hydroxide from Rock Tech offers Mercedes-Benz the opportunity to support two strategic goals: localised and reliable sourcing as well as production under high sustainability standards.

“We are very pleased to have found a partner that will take important steps with us towards a more resilient lithium supply chain and demonstrates trust in us to deliver an important part of their strategy and the e-mobility transformation.”

Mercedes-Benz intends to go all-electric by the end of the decade, requiring the brand to open new sources of raw materials with new partners.

Lithium hydroxide is an essential component to produce lithium-ion batteries, which are used in Mercedes-Benz electric vehicles.

The agreement will allow the German carmaker to supply its battery partners with raw materials in 2026 to rapidly scale up its electric vehicle manufacturing.

The strategic partnership was initially announced during a German-Canadian summit in Toronto, held in August this year.

It follows the signing of a memorandum of understanding (MoU) between Mercedes-Benz and the government of Canada to explore the automotive value chain.

Mercedes-Benz Group chief technology officer and board of management member Markus Schäfer said: “This significant amount of lithium sourced directly from Rock Tech will help Mercedes-Benz to advance localisation of European production of state-of-the-art battery cells.

“Together with additional sourcing partnerships in the future, the on average 10,000 tonnes of lithium per annum will play a key role in securing the lithium supply for our battery production in Europe, to help achieve our ambitious electrification goals.”

Askari Metals (ASX:AS2) plans to raise capital for lithium purchase

Askari Metals (AS2) has entered a trading halt as it plans an upcoming capital raise.

There is no details on how much the company is aiming to raise, however, it did give a hint about an acquisition in the lithium sector.

The halt means company shares will be paused until Monday, January 24, or when further details about the raise are released to the market.

Askari Metals explores and develops high-grade gold and copper projects in New South Wales and Western Australia.

Earlier this week, the company said it was set to expand its lithium portfolio in WA’s highly prospective Pilbara region.

The company has lodged applications with the Department of Mines, Industry Regulation and Safety to acquire the Yarrie lithium project.

Yarrie is near Kalamazoo Resources’ (KZR) Marble Bar lithium project and covers an area of 1,711 square kilometres. The project is considered to be prospective for hard rock lithium-tin-tantalum mineralisation in pegmatites.

Askari said it is confident it has a high chance of exploration success and is looking forward to exploring the project as soon as it can.

The Chinese firm will be given a preferred offtake position once the commercial production begins at Askari Metals’ Australian lithium projects.

Askari Metals has signed a non-binding partnership agreement with China-based Zhejiang Kanglongda Special Protection Technology to expedite the development of its Australia-based lithium assets, Barrow Creek and Eastern Pilbara Lithium.

Zhejiang Kanglongda will assist the Australian exploration company with techniques and opportunities in lithium chemical downstream processing in addition to providing access to capital for development in the future.

As part of the partnership, the Chinese protective gloves manufacturer will be given a preferred offtake position once the commercial production begins at the two lithium projects of Askari Metals.

According to the Australian company, the partnership agreement will support its exploration goals and continued exposure to the lithium sector.
