https://www.mining.com/web/china-shifts ... scrap-gap/

Northern Dynasty’s Pebble project passes key milestone

Jackson Chen | May 25, 2020

Northern Dynasty Minerals (TSX: NDM) has welcomed a change of plan for its Pebble project in Alaska’s Bristol Bay region, which would now include an all land-based transportation route to connect the proposed copper-gold-molybdenum-silver mine in southwest Alaska.

Last Friday, the US Army Corps of Engineers (USACE) — lead federal regulator for the Environmental Impact Statement (EIS) permitting process — recommended a preferred development alternative for the proposed mine site: a two-lane, 85-mile access road along the northern shore of Lake Iliamna.

During a media availability session, USACE Alaska district regulatory division chief David Hobbie confirmed this was the “least environmentally damaging practicable alternative” (LEDPA) for the proposed Pebble mine as it would avoid the need for ferry transport across the lake.

If permitted, Pebble would be North America’s largest mine, with an estimate resource of 6.5 billion tonnes in the measured and indicated category containing 57 billion pounds of copper and 71 million ounces of gold, 3.4 billion pounds of molybdenum and 345 million silver ounces.

Northern Dynasty had previously included the road as a possible alternative in earlier filings with the government. President and CEO Ron Thiessen said the ‘northern transportation corridor’ — otherwise known as ‘Alternative 3′ in the Pebble EIS — has been extensively studied by the company’s US subsidiary (the Pebble Partnership) and presents several benefits over the lake ferry options.

Or ils contiennent du cuivre.

Rio Tinto cuts reserves at Oyu Tolgoi as costs rise

Reuters | July 3, 2020

Image

Rio Tinto on Friday cut estimated reserves at its underground copper mine extension in Mongolia and confirmed it would face delays and higher costs after ground instability forced it to redesign its mine plan.

Oyu Tolgoi (OT) is Rio’s biggest copper growth project but has faced geological challenges. In July last year, Rio estimated the project’s capital cost at $6.5 billion to $7.2 billion, as much as $1.9 billion more than its initial estimate in 2016.

Rio said the updated feasibility study confirmed that recent cost estimate, and warned there could be further changes to reserves as it continues work on the design.

Rio also narrowed its estimated first production from its mine to between October 2022 and June 2023, 21-29 months later than its initial estimate.

Analysts at Citi estimated the changes in the mine plan reduce total production and copper tonnes by 11%.
.......
In a statement, Rio said the new design for the underground mine confirmed its caving method remains valid, and “will unlock the most valuable part of Oyu Tolgoi”.

The Oyu Tolgoi deposit in south Mongolia is one of the world’s largest known copper and gold deposits, with the open pit at the project contributing about 9% of Rio’s total mined copper in the first quarter of fiscal 2020.

It is jointly owned by the Mongolian government and Rio’s majority-owned Turquoise Hill Resources.

Last month, the miner entered an agreement for Mongolia to build a coal-fired plant to supply power to the Oyu Tolgoi mine.

Un prospect de Cuivre en Colombie
Cordoba closes Alacran acquisition, stock explodes
Bruno Venditti | July 3, 2020

Cordoba Minerals (TSX-V:CDB) announced that it has completed its acquisition of the Alacran copper-gold-silver deposit in Cordoba, Colombia.

With the Alacran mineral title, Cordoba now has 100% ownership of the entire San Matias District.

Alacran is the largest mineral deposit currently defined at San Matias.

Midday Friday, Cordoba’s stock was up nearly 29% on the TSXV. The company has a $84 million market capitalization.

The company restarted last month the work on the preliminary economic assessment for the deposit.

At present, indicated mineral resources at Alacran are 36.1 million tonnes grading 0.57% copper and 0.26 g/t gold, while inferred mineral resources are 31.8 million tonnes grading 0.52% copper and 0.24 g/t gold.

The San Matías project is located in the Municipality of Puerto Libertador and it comprises a 20,000-hectare land package in a newly identified high-grade copper-gold district.

According to Cordoba, the district is characterized by porphyry type and “carbonate replacement” type and/or “iron oxide copper-gold” type deposits formed in an accreted island arc setting.

Nevada copper expects full-scale production in Q4
Jackson Chen | July 3, 2020

Nevada Copper expects to reach full production capacity at its Pumpkin Hollow underground mine in the fourth quarter of 2020, the company said in an operations update on Friday.

The underground mine, located in Yerington, Nevada, began production in December 2019, becoming the first copper project to reach the production stage in the US over the past decade.

However, mining activities were suspended in early April due to the covid-19 related travel and workplace restrictions imposed by the state government. The operations delay was anticipated to last at least six weeks.

Image

Nevada Copper is continuing to make preparations for the restart of production. The main shaft equipping is advancing according to plan, while the materials handling system is complete and in position pending finalization of related civil works.

Phased re-mobilization of the workforce is currently underway and expected to be completed this month, with the mill restart expected for mid-August.

Initial production during September and October will come from both existing stockpile and development ore, after which full hoisting will begin from the main shaft in Q4.

The Pumpkin Hollow operation has the capacity to produce 65 million pounds of copper-equivalent per year at all-in sustaining costs (AISC) of $1.86/lb, with possibilities for further expansion.

MVV, Appian blast off at Serrote copper-gold project
Posted by Daniel Gleeson on 14th July 2020

Mineração Vale Verde Ltda and Appian Capital Advisory LLP are pleased to announce the first blast has been conducted at the Serrote copper-gold project in Alagoas, Brazil.

The milestone, achieved on June 20, comes as the open-pit mine continues its development plans aiming for start-up in the second half of 2021.

The pre-stripping program at Serrote has now handled over 1 Mt of material, according to Mineração Vale Verde, owned by Appian. The mine remains on time and under budget, with overall project execution tracking around 60% complete, MVV said.

After Appian’s acquisition of Serrote in 2018, a definitive feasibility study was carried out outlining a conventional, low strip open-pit operation producing 20,000 t/y of copper-equivalent at second quartile costs over an estimated initial mine life of some 14 years.
.......

In addition, MVV is stockpiling Serrote’s oxide resource for future processing as part of the pre-stripping activities. With 19 Mt of oxide resource at Serrote grading 0.5% Cu and additional near-surface oxide material present at satellite deposits, MVV says it is evaluating the processing of oxides via solvent extraction and electrowinning on site to produce

Cuivre - or -Argent, et Molybdéne
Northern Dynasty optimistic for Pebble sign off

By Matthew Hall July 23, 2020

Pebble, the copper, gold and molybdenum deposit in the Bristol Bay region of Alaska, could cross its final hurdle before approval this week. Regulatory chief for the US Army Corps of Engineers Dave Hobbie has announced that a final environmental impact statement (EIS) will be published this Friday.

Pebble, the copper, gold and molybdenum deposit in the Bristol Bay region of Alaska, could receive its final hurdle before approval this week. Regulatory chief for the US Army Corps of Engineers Dave Hobbie has announced that a final environmental impact statement (EIS) will be published this Friday.

Hobbie said on Monday that an ultimate permit decision would be made no earlier than 30 days after the release of the EIS. The Pebble deposit is in a largely-uninhabited area of Bristol Bay, with the nearest communities being small villages around 32km away. The deposit is 320km southwest of Anchorage, Alaska.

Pebble plans

A project long in the making, in 2008 Pebble was estimated to ore deposit of its typecontains. According to Northern Dynasty Minerals, which owns 100% of the Pebble Partnership responsible for developing the deposit, the current resource estimate includes 6.5 billion tonnes in the measured and indicated categories, including 57 billion pounds of copper, 71 million ounces of gold, 3.4 billion pounds of molybdenum and 345 million ounces of silver. The inferred category includes 4.5 billion tonnes of those metals, and there are also occurrences of palladium and rhenium in the deposit.

In July last year, the US Environmental Protection Agency (EPA) scrapped proposed restrictions on mining operations in Bristol Bay, after the agency reconsidered an Obama-era decision that halted development on the deposit owing to concerns it could harm Alaska’s salmon fishing industry. After an administrative change and President Trump’s enthusiasm for US mining, the project was able to recommence development.
In a statement following Hobbie’s announcement, Pebble Partnership CEO Tom Collier said: “We have reason to believe that Pebble will be judged to be a project of merit, and will receive its key federal permits under the Clean Water Act and River & Harbors Act this summer. The next steps facing the company and the project will be to secure a major funding partner and acquire the state permits necessary to take Pebble into production.

“State permitting for Pebble is expected to take 2 – 3 years to complete, followed by a four-year construction phase. Once operating, Pebble will be among the leading metals producers in the United States.”

Benefits of Pebble

The sheer size of the Pebble deposit has been seen as an economic boon to a state that has long been in financial difficulty. The Pebble Partnership claims that the project will provide substantial economic benefits, providing an estimated revenue to the Lake and Peninsula borough of around $20m, and between $49m and $66m annually in potential state taxes and royalties.

Pebble could create up to 1,000 direct jobs in the area, and a further 1,000 indirect jobs. The economic benefits have been a strong draw, reducing unemployment in an increasingly poverty-stricken region of Alaska.

Mining operations at Pebble getting greenlit would be a win for the Trump administration, which has sought to reduce US reliance on foreign countries for its metals and minerals. The US currently imports 35% of its annual copper demand from foreign producers. With copper a particularly important metal as the world transitions towards renewable forms of electricity generation, the US reliance on imports is expected to grow as domestic demand grows.

Opposition to Pebble

Opponents to the mine have largely centred the argument around the local fishing industry – Bristol Bay is one of the most valuable salmon fisheries in the world – and those opposed to the Pebble mine claim that downstream salmon and freshwater fish are vulnerable to pollutants generated at the mine. It’s also claimed by some local opponents that the sustainable fishing industry in the region, with a long history behind it, is a better source of long-term jobs than a mine with a 20-year lifespan.

Northern Dynasty and the Pebble Partnership have vowed to protect the environment and the fisheries, and the impact on wildlife will be a focus of the EIS when it is published. A draft version of the EIS previously suggested that co-existence between Pebble and the fisheries and water resources of Bristol Bay could be feasible.

Si exploité régulièrement pendant 20 ans ça ferait 17 milliards par an.

Like many of its private-sector peers, state-owned Codelco has largely given up on project development for the time being to focus on running existing mines with reduced staff. For the Chilean behemoth, though, the consequences of prolonged building delays would be far greater.

Decades of underinvestment mean Codelco is having to spend more than $40 billion over the next decade just to maintain production. Without those projects, the company’s output would tumble, dethroning it as the top producer, reducing global supply by about 2% and potentially sending what’s thought to be a fairly balanced market into deficit.

To be sure, development work will resume eventually and in some cases is already well advanced. Other suppliers could also pick up some of the slack. But investors may be underestimating the risk of delays to projects that are key to meeting future demand in an electrification trend, said Bloomberg Intelligence senior analyst Andrew Cosgrove.

“It is one of the more under-appreciated risks out there,” Cosgrove said. “Everybody takes for granted that production at Codelco will be able to be kept flat.”

In an effort to contain the spread of the virus, Codelco has halted work to convert its Chuquicamata open pit into a underground mine, as well as a major project at its largest and most profitable mine, El Teniente. Private-sector operators have also stalled projects, including at mines owned by Teck Resources Ltd. and Antofagasta Plc.

Codelco’s so-called structural projects are set to contribute more than half of its output by the end of the decade, according to CRU Group. If it doesn’t upgrade assets, it risks an output decline of 600,000 tons, CRU estimates. That’s enough to wire more than 7 million electric cars.

In the case of El Teniente, which accounts for almost a third of Codelco’s output, “any considerable delay in the construction could impact copper production from 2022 onwards,” said CRU analyst Jaime Sepulveda.

Chilean output forecasts for 2022 through 2024 could be rattled by project delays, government agency Cochilco said in an emailed response to questions. Santiago-based Codelco declined to comment.

For Codelco, the ripples of project delays go beyond future revenue. Ore quality is falling at its aging deposits, meaning more volume has to be processed to produce the same amount of metal at a higher cost.

That means less profit and potentially a greater need to tap debt markets, which in turn signals higher credit costs. Debt is already at record-high levels. For the Chilean state, Codelco’s owner, it also means less income at a time when social demands are pushing up public spending.

Copper’s surge back to the highest price in more than a year eases some of those pressures and the long-term demand outlook for the metal used in wiring is strong.

“It’s not like they’re going to get into severe financial distress, but it just makes it more challenging for them to balance the books in terms of project spending,” said BMO Capital Markets analyst Colin Hamilton.

In November, Chief Executive Officer Octavio Araneda slashed Codelco’s project budget through 2028 by $8 billion, placing the future of the Andina, Radomiro Tomic and Salvador expansion projects in the balance.

Some of those projects, which were due to be commissioned in the late 2020s to early 2030s, probably will be postponed indefinitely, and could result in a loss of 500,000 tons of copper, said BMO’s Hamilton.

“I do think there’s a risk we’re going to be downgrading the supply forecast over the coming years,” he said.
