Aucune découverte de réserves de gaz de schiste qui pourraient être commercialement exploitées n'a été faite en Inde jusqu'à présent, a déclaré le ministre indien du Pétrole et du Gaz Naturel Dharmendra Pradhan au Lok Sabha ce mardi 3 juillet.

Pas de réserves commercialement exploitables pour le moment

Le gouvernement avait annoncé des lignes directrices pour l'exploration et l'exploitation du gaz et du pétrole de schiste par les compagnies pétrolières nationales en octobre 2013. « Conformément à cette politique, dans le cadre de la première phase d'évaluation, Oil and Natural Gas Corporation Ltd. (ONGC), a foré des puits dans quatre bassins (Assam, Krishna-Godavari, Cauvery et Cambay) et Oil India Limited en a foré dans deux bassins (l'Assam et le Rajasthan) », a indiqué le ministre.

Selon le rapport annuel d'ONGC pour 2016-2017, l'explorateur pétrolier avait identifié 50 sites dans le cadre de la première phase d'exploration du gaz de schiste, mais le succès reste pour le moment limité.

Le troisième plus grand consommateur de pétrole au monde cherche à réduire ses importations de brut de 10% d'ici 2022 en améliorant la production nationale et en exploitant d'autres sources. Le déficit commercial de l'Inde - l'écart entre les exportations et les importations - a atteint un sommet de 16,6 milliards de dollars en juin, selon les données du gouvernement, alors que les prix du pétrole ont bondi.

Le gaz de schiste, piégé sous les formations rocheuses sédimentaires, est une source d'énergie importante aux États-Unis et au Canada. Le pétrole ou le gaz des réserves est extrait en grande partie par fracturation ou injection d'eau, de sable ou de produits chimiques à haute pression dans les roches. Le boom du gaz de schiste a transformé les États-Unis en plus grand importateur de gaz du monde en une décennie.

Inde: EDF remporte un contrat pour fournir 300 MW d'énergie éolienne (Poirson)

L'électricien français EDF a remporté un appel d'offres en Inde pour fournir 300 mégawatts (MW) d'énergie éolienne, a annoncé mercredi la secrétaire d'État à la Transition écologique Brune Poirson.

EDF "a signé un contrat pour développer 300 mégawatts d'énergie éolienne en Inde (...) à un coût de 2,62 roupies [0,03 euro] du kilowatt-heure, qui va fournir de l'électricité à ce prix-là à huit millions de personnes", a déclaré Mme Poirson lors d'une conférence de presse à l'ambassade de France à New Delhi.

L'emplacement de ce projet éolien, qui sera construit par une coentreprise d'EDF avec l'Indien Sitac et fera l'objet d'un investissement de 300 millions d'euros, reste encore à déterminer. La structure doit être opérationnelle sous deux ans, a précisé la diplomatie française.

Au printemps, le groupe français Engie avait également décroché un contrat éolien de 200 MW dans l'État du Tamil Nadu (sud).

Présent dans l'éolien et le solaire en Inde, EDF espère aussi conclure la vente à New Delhi de six réacteurs EPR pour une centrale nucléaire à Jaitapur (Maharashtra, ouest) d'une puissance de près de 10 GW, objet de négociations depuis des années.

La société française et son homologue indien Nuclear Power Corporation of India (NPCIL) ont signé en mars un accord sur le schéma industriel du projet.

Troisième plus gros pollueur de la planète, avec 4% des émissions, l'Inde est engagée dans un vaste effort de développement des énergies renouvelables. Elle doit toutefois jongler entre ses besoins de croissance gigantesques et immédiats et sa lutte contre l'empreinte écologique de l'homme.

New Delhi vise à produire 40% de son électricité à partir d'énergies renouvelables à l'horizon 2030. Le charbon, particulièrement polluant, resterait cependant la première source d'énergie du pays.

En octobre, les importations indiennes de pétrole africain ont atteint un record

Au terme du mois d’octobre, les importations indiennes de pétrole africain ont atteint 874 000 barils par jour. C’est le niveau le plus élevé des importations depuis les trois dernières années, rapporte Reuters qui cite des sources proches de l’industrie.

Les importations totales de pétrole brut de l’Inde ont augmenté de 14,1% en glissement annuel pour atteindre 4,7 millions de barils par jour le mois dernier, selon les données.

Le pétrole africain est en effet devenu l’un des plus attractifs du marché avec les sanctions américaines qui suscitent beaucoup d’incertitudes actuellement, car les importateurs indiens n’étaient pas certains qu’ils obtiendraient des dérogations américaines pour les importations de pétrole iranien.

Il faut noter que cette hausse de la consommation indienne de pétrole a été portée par l’accélération de l’activité industrielle sur la période.

GEECL va investir 2 milliards de dollars pour exploiter des réserves de gaz de schiste

Great Eastern Energy Corp (GEECL) investira jusqu'à 2 milliards de dollars (1,76 milliards d'euros) sur 10 ans dans son site de Raniganj situé au Bengale occidental, en Inde, pour exploiter les réserves de gaz de schiste, a annoncé son directeur général Prashant Modi.
Le puits (CBM) de GEECL pourrait contenir jusqu'à 56 milliards de mètres cube de ressources en schiste, dont environ 90% qui pourraient être récupérés, a-t-il déclaré. La société prévoit de commencer les travaux d’exploration du gaz de schiste dans les puits de forage au cours du premier semestre de l’année prochaine.

"En fonction des résultats obtenus et analysés à partir des puits carottés, nous envisageons par la suite de forer un nombre optimal de puits de production pilotes. Sur la base de nouveaux résultats obtenus et analysés à partir des puits de production pilotes, l'investissement total envisagé pour le développement intégral des ressources en schiste de notre bloc pourrait se situer autour de 2 milliards de dollars", a-t-il déclaré.

MSEDCL’s 1,000MW solar floating plant at Ujani dam in Solapur district has evoked tremendous response with 12 top companies participating in the pre-bid meeting held in Mumbai.

The plant will be developed through a private partner. The discom has finalized ten locations in the dam where panels having total capacity of 100MW would be installed. The power would be supplied to farmers of Solapur and adjoining districts. The panels would reduce evaporation from the dam and save 1,000 million cubic feet (TMC) water. Moreover, floating panels’ efficiency will be 6 to 7% more than normal ones.

L'Inde signe pour une centrale avec 6 réacteurs avec Westinghouse (USA).
Westinghouse n'est plus maintenant dans Toshiba, mais appartient au fond Canadien Brookfield Asset Management qui l'a sorti de la faillite.
Cette affaire avec l'Inde n'est pas nouvelle, c'était en négociations depuis des années.

The two countries have been discussing the supply of U.S. nuclear reactors to energy-hungry India for more than a decade, but a longstanding obstacle has been the need to bring Indian liability rules in-line with international norms, which require the costs of any accident to be channeled to the operator rather than the maker of a nuclear power station.

Pittsburgh-based Westinghouse has been negotiating to build reactors in India for years, but progress has been slow, partly because of India’s nuclear liability legislation, and the project was thrown into doubt when Westinghouse filed for bankruptcy in 2017 after cost overruns on U.S. reactors.

Canada’s Brookfield Asset Management bought Westinghouse from Toshiba in August 2018. Last April Westinghouse received strong support from U.S. Energy Secretary Rick Perry for its India project, which envisaged the building of six AP1000 reactors in the state of Andhra Pradesh.

India will add 12 nuclear power stations to its lineup to shore up its power supply situation, the Department of Atomic Energy (DAE) said on Monday, according to The Times of India.

The “irreplaceable source of clean, pollution-free energy” is expected to be a significant and essential part of India’s energy needs, KN Vyas, DAE secretary said at an industry event in Russia, adding that there is no substitute for nuclear energy as it is particularly reliable.

Vyas highlighted its Kaiga Nuclear Power station which, according to him, has had a streak of 962 uninterrupted days of runtime.

As of 2018, six nuclear reactors were being constructed in India to meet the growing needs of the country. Its nuclear capacity was expected to triple by 2031. India’s Nuclear Power Corporation, tasked with building and operating India’s power plants, had voiced reservations about this ambitious timeline, saying that it would need to lower those expectations, according to a Telegraph report. In 2018, India slashes its nuclear power plant construction plans by two-thirds, an unfortunate reality that was expected to increase its reliance on coal power.

India has long battled pollution problems, with the WHO estimating that at its worst, India can be 70 times dirtier than what the WHO considers safe. Nuclear power could prevent worsening of this pollution problem as its energy needs continue to grow.

India is a signatory to the Paris Climate Agreement, and ranks 14th on the Global Climate Risk Index, according to Business Insider India, yet still it is vulnerable. Plans to be the world’s greatest solar energy success has fallen flat. It is largely dependent—perhaps too much so—on thermal and hydropower plants, both which require water. Nuclear power could add another layer of security for India.

“The founder of Indian nuclear programme, Homi J Bhabha had envisaged that nuclear technology is going to be very essential and not just in the power sector but for other societal uses intended for betterment of life,” Vyas said.

India has asked the United States if it would be flexible in allowing India to continue importing Iranian crude oil despite the end of the sanction waivers on May 1, according to an Indian newspaper on Tuesday.

The request, according to reports, came from Indian External Affairs Minister Sushma Swaraj in a discussion with US Secretary of State Mike Pompeo, according to anonymous sources quoted by the Hindustan Times.

Swaraj explained to the Secretary of State that India was not in a position to immediately source enough crude oil from suppliers other than Iran—an issue that is particularly sensitive because India is in the middle of an election, and the new administration would be rendering a decision on how to handle this issue.

Pompeo was noncommittal, according to sources, telling Swaraj that that decision was no longer being handled at that level.

The United States announced last week that it would not be extending any of the eight waivers that it had issued to buyers of Iranian oil in an effort to drive Iranian oil exports to zero.

NEW DELHI: The Cabinet Committee on Economic Affairs, chaired by the Prime Minister Narendra Modi has approved Rs 1600 crore expenditure on pre-inv estment activities and various clearances for Dibang Multipurpose Project in Arunachal Pradesh.

The estimated total cost of project is Rs 28080.35 crore and the estimated completion period for the project shall be nine years from receipt of Government sanction, an official statement said.

The project will generate 2880 mw (12x240 mw) power and is the largest ever hydro electric project to be constructed in India. The dam is 278 metres high and will be the highest dam in India once completed.

The project is located on river Dibang, in Lower Dibang Valley District of Arunachal Pradesh. The project envisages construction of a 278 m high concrete gravity dam.

On completion, the government of Arunachal Pradesh will get 12% free power from the project. One percent free power will be given in Local Area Development FUND (LADF). The total value of benefit to Arunachal Pradesh from free power and contribution to LADF will be Rs 26785 crore over the project life of 40 years.

Dibang Multipurpose Project is envisaged as a storage based hydro-electric project with flood moderation as the key objective. The construction of Dibang MPP shall prevent the sizeable downstream area from floods. After implementation of master plan of Brahmaputra Board for flood moderation of all rivers contributing to river Brahmaputra, of which Dibang MPP is one of the component, sizable area will be protected from flooding and help in mitigating the perennial damage due to floods in Assam, the statement said.

The project is having all statutory clearances including environment clearance, forest clearance (Stage-l) and defence clearance except forest clearance (Stage-II) for seeking Investment Sanction from the Centre.

The central Indian state of Chhattisgarh, home to the country’s third-largest coal reserves, will not build any new coal power plants, Shailendra Kumar Shukla, chairman of Chhattisgarh State Power Distribution Company, a state-owned utility, told Quartz India.

This comes only days after the government in the western state of Gujarat announced it will not give permission to build new coal power plants. Neither state, however, has made the decision permanent via legislation.

India's Petronet LNG is set to sign a deal with US liquefied natural gas (LNG) developer Tellurian Inc worth more than $2 billion in the proposed Driftwood project in Louisiana, two sources told Reuters.

This will be part of wider cooperation between both countries, with Indian Prime Minister Narendra Modi expected to meet US President Donald Trump in Houston this weekend to discuss ways to deepen their energy and trade relationship.

India could increase its trade footprint at a time when the United States and China are in the midst of a tit-for-tat trade war, analysts have said.

Petronet will sign a memorandum of understanding (MOU) with Tellurian on Saturday to invest $2.5 billion for rights of up to 5 million tonnes a year of LNG over the lifespan of the project, two sources familiar with the matter said.

The MOU will be signed at an energy forum in the presence of Modi, one of the sources said, declining to be named as he was not authorised to speak with media.

This would be a big part of Modi's trade discussion with US President Donald Trump, he said.

Indian gas importer Petronet and Tellurian had first signed a broader agreement in February which did not specify investment numbers or offtake volumes.

India is expanding its pipeline network and building new LNG import terminals to encourage the use of cleaner fuel.

Modi has set a target to raise the share of natural gas in India's overall energy mix to 15% in the next few years from about 6.5%.

Tellurian is offering an equity interest in Driftwood Holdings, which comprises Tellurian's upstream company, its pipeline and the upcoming terminal that will be able to export 27.6 million tonnes of LNG a year.

A $500 million investment in Driftwood would give the stakeholder rights over one million tonnes a year of LNG over the life of the project, according to a presentation by Tellurian posted on the US company's website.

Tata Power Solar has won the bid for 105 MW floating solar energy project in Kerala.

The project will be executed on a reservoir of NTPC at Kayamkulam in Alappuzha district of the state, and will be commissioned not later than 21 months, a company statement said.

"Floating Solar has immense potential in our country and we will ensure that this project will act as a benchmark for floating solar project," Ashish Khanna, MD & CEO, Tata Power Solar and President, Tata Power (Renewables) said.

Tata Power Solar, with 29 years of expertise, is one of the pioneering solar manufacturers in the world and India's largest specialised EPC player.

The company is a wholly-owned subsidiary of Tata Power.

An unusually rainy stretch towards the end of India’s monsoon season this year has halted production at a major coal mine, worsening the shortfall in the production of the fossil fuel in the country.

On Sept. 29, the Lilagar river in the central state of Chhattisgarh abruptly changed its course, flooding the Dipka coal mine in Korba district.

Chhattisgarh produced the highest quantity of coal in the country in financial year 2018-19. In the past seven days alone, rainfall in the state has been 261% more than its average for this time period over the last 50 years.
All workers at the Dipka mine have been rescued, but some heavy machinery has been damaged.

Coal India, the state-owned monopoly miner which owns the Dipka mine, supplies over 80% of India’s domestic coal. Dipka alone has an annual output of more than 30 million tonnes, almost 5% of the firm’s total production. A Coal India executive told Reuters on the condition of anonymity that production at the mine will be halted for a month due to the flooding.

L'exploitant public prévoit de reprendre un tiers de sa production à Dipka dans les 10 jours. Après tout rien de grave, il suffit juste de pomper de l'eau.
