El Musel LNG terminal receives Administrative Authorisation for its start-up
- The start-up of the terminal is part of the Government’s More Energy Security Plan and will help strengthen Europe’s security of energy supply.
- On 6 June the binding phase of the process for the allocation of logistics services at this terminal began, following the high level of interest generated in the non-binding phase
- The start-up of the terminal is scheduled for July
El Musel LNG terminal has received a favourable resolution from the Ministry for the Ecological Transition and the Demographic Challenge - in accordance with the provisions of the first additional provision of Royal Decree 335/2018 of 25 May - for the Administrative Authorisation of El Musel liquefied natural gas (LNG) terminal in Gijón. The Ministerial Order TED/578/2023 of 7 June establishes the technical conditions for the provision of liquefied natural gas logistics services at the terminal.
Previously, on 17 February, the plant received approval from the National Commission on Markets and Competition (CNMC) for the special economic regime for its logistical use.
For its commissioning, and in accordance with the usual process for the approval of this type of infrastructure, the only step pending is the Certificate of Commissioning by the Industry and Energy Department of the Government Delegation in the Principality of Asturias.
The start-up of El Musel is a milestone for the start of commercial operations of the terminal, which is part of the Government’s More Energy Security Plan, and will strengthen the security of energy supply in Europe.
On 6 June, Enagás began the binding phase of the capacity allocation process (Open Season) for logistics services at El Musel liquefied natural gas (LNG) terminal in Gijón, following the high level of participation and interest shown by 16 shippers during the non-binding phase, held between 6 and 26 March 2023. The process will end in July with the allocation of long-term logistics services.
The logistics services offered for this infrastructure are LNG unloading, storage and loading operations. Under the regulated access regime, El Musel terminal will only offer minimal regasification service for the proper management of the terminal, as well as the truck loading service.
The Gijón terminal could contribute up to 8 bcm (billion cubic metres) of LNG capacity per year to Europe’s security of energy supply. It will allow the berthing of vessels of between 50,000 and 266,000 m3, has two tanks of 150,000 m3 of LNG storage capacity, two truck loading bays with a capacity to load a maximum of 9 GWh/d and a maximum emission capacity of 800,000 Nm3/h.
On 28 February, Enagás and Reganosa signed an agreement whereby Enagás acquired Reganosa’s 130 km gas pipeline network and Reganosa 25% of El Musel terminal. This operation will make it possible to take advantage of their synergies and work together on the services offered by the terminal and on new possibilities for collaboration to strengthen security of supply and advance the decarbonisation targets of Spain and Europe.

Iberdrola has announced that it has signed a binding deal to sell 55 percent of its Mexico business for $6 billion.
In a statement posted on its site, the company revealed that Iberdrola Mexico and Mexico Infrastructure Partners (MIP) signed an agreement which sees a trust led and managed by MIP acquiring 55 percent of Iberdrola’s gross operating profit (EBITDA) in the country. The deal includes associated contracts, more than 410 related jobs, and has the financial support of Mexico’s National Infrastructure Fund, as well as other public financial entities linked to the Mexican government, Iberdrola highlighted.
The company noted in the statement that it will keep 13 plants, all its activity with private customers, and its portfolio of renewable projects “to continue increasing its wind and solar assets in the country in the coming years”. Iberdrola added that, within the agreement, 99 percent corresponds to combined cycle gas plants and 87 percent to plants operating under the Independent Power Producer regime, contracted with the Federal Electricity Commission (CFE).
In the statement, the business highlighted that the following assets are included in the deal; the combined cycle gas plants operating under the Independent Power Producer regime contracted with the CFE - Monterrey I and II, Altamira III and IV, Altamira V, Escobedo, La Laguna, Tamazunchale I, Baja California, Topolobampo II, and Topolobampo III; the La Venta III wind farm; and the private gas combined cycle plants Monterrey III and IV, Tamazunchale II, and Enertek.
Iberdrola also revealed in the statement that, at a recent extraordinary session of Mexico’s Energy Regulatory Commission, the body authorized Iberdrola’s generation permit for the Santiago wind farm as the only item on the agenda.
This wind farm is located in the state of Guanajuato and will have a capacity of 105 megawatts, Iberdrola pointed out, adding that the generation permit application was submitted to the regulator by the Spanish company on October 13, 2022.
The project was voted and approved unanimously in a brief session, Iberdrola said.
Back in April, Iberdrola announced that Iberdrola Mexico and MIP had signed a memorandum of understanding (MOU), “whereby the trust led and managed by MIP will acquire 8,539 megawatts of installed capacity”.

https://www.pv-magazine.com/2023/06/29/ ... -strategy/The Spanish government says it aims to deploy 76 GW of cumulative PV capacity and 22 GW of storage by the end of this decade. The old version of the national energy strategy had set a PV target of 39 GW.
JUNE 29, 2023 PILAR SÁNCHEZ MOLINA
Spain's Ministry for the Ecological Transition and Demographic Challenge (MITECO) has published a revised draft of the National Integrated Energy and Climate Plan (PNIEC) with a target of reducing greenhouse gas emissions by 32% compared to 1990 – surpassing the previous goal of 23%. The draft is currently open for public consultation until Sept. 4.
To meet these targets, the new energy strategy outlines a plan to have 214 GW of total installed capacity in the electricity sector by 2030. This includes 160 GW from renewable generation and 22 GW from various forms of storage.
The document acknowledges that the distribution of technologies is subject to change based on factors such as technology advancements, costs, availability, and integration capacity. It emphasizes the potential of photovoltaics, projecting a capacity of 76 GW by 2030, including 19 GW for self-consumption. The previous version of the plan aimed for 39 GW of solar photovoltaic capacity. As of the end of 2022, the PV source had reached 20 GW, indicating a need to deploy an additional 56 GW in the next eight years.
The plan also includes the addition of 62 GW of wind power, including 3 GW of offshore wind, 14.5 GW of hydro, and 4.8 GW of concentrated solar power (CSP). Non-renewable technologies are accounted for as well, with expectations of 26.6 GW of gas combined cycles and 3 GW of existing nuclear power plants by 2030.
Furthermore, the new plan raises the target for green hydrogen generation through electrolyzers to 11 GW, compared to the 4 GW outlined in the current roadmap.
José Donoso, director of the Spanish solar energy association UNEF, expressed a positive view of the new plan, stating that the objectives are attainable. He emphasized the importance of storage expansion and urges expedited regulatory measures to facilitate action.
Regarding the industrial plan mentioned in the draft, which addresses solar manufacturing, Donoso pointed to the budget of €1 billion ($1.09 billion) and the growing interest of panel manufacturers to invest in Spain. He emphasized the need for swift administrative authorizations and suggested promoting a “welcome packet” to attract investment.
https://www.connaissancedesenergies.org ... des-231026Iberdrola revoit ses objectifs pour 2023 à la hausse après des résultats solides
AFP le 26 oct. 2023
