Mincor board approves Western Australia’s nickel project development

17 September 2020

Mincor Resources’ board members have given the approval for the development of the Kambalda nickel project in Western Australia, breaking a four-year hiatus at the operation.

The development approval comes after Mincor secured agreements with two Tier-1 international banks, BNP Paribas and Société Générale, for a $55m loan facility to support the development of the nickel project.

With all the required permitting in place, Mincor now anticipates mobilisation to ramp up quickly over the coming weeks at the nickel project.

Mincor noted that the surface construction is expected to reach “full swing” during the December quarter this year.

The company is targeting ore production for the next corresponding period (December quarter of 2021).

Vale is preparing to potentially shut down its nickel and cobalt operations on the Pacific island of New Caledonia after failing to reach an agreement on the asset’s sale with Australia’s New Century Resources.

“Vale will now start the required steps to place VNC on care and maintenance, in preparation for a possible shutdown of the operation, should no sustainable solution be found in the coming months,” the company said.

Melbourne-based zinc producer New Century first announced its intention to acquire a 95% stake of Vale Nouvelle Calédonie (VNC), the operator of the troubled Goro nickel-cobalt mine, in May. A final decision on the transaction was expected in July but was deferred to September.

New Century said in a separate statement that its business analysis had concluded there was “strong potential” for sustainable long-term operations at Goro. Negotiations with various stakeholders, however, did not lead to a worthwhile venture, it said.

Vale, the world’s largest nickel and iron ore producer, noted it continued to explore alternatives for the assets, all of which include the company’s exit. It also said it had already begun taking steps for a potential shutdown.

VCN has proven a financial burden for Vale since it began operations two years behind schedule in 2010.

Mounting issues, including a $1.6 billion-write down related to the ailing mines, pushed the mining giant to announce its intention to exit New Caledonia in December.

Vale cut in April its 2020 nickel production guidance to 200,000 – 210-000 tonnes per year from 240,000 tpy to account for the anticipated loss of VNC’s 60,000-tpy output.

Shortly after, the miner revealed it had received non-binding offers for VNC, which includes the Goro mine, a processing plant and the port of Prony. The complex is located on New Caledonia, a French territory which is a top nickel producing region globally.

While Goro has the capacity to produce 60,000 tpy of nickel in the form of nickel oxide, it has never performed to full capacity due to design flaws and operational commissioning issues.

Las year, the mine churned out just 23,400 tonnes of nickel, slightly over a third of its annual capacity.

Tesla In Discussions To Source Low-Carbon Nickel From Canada

Tesla is in talks with Canada's Giga Metals to potentially help it develop a nickel mine and buy the low-emissions nickel production for its batteries, Reuters reported on Friday, quoting three sources with knowledge of the discussions.

Tesla's CEO Elon Musk has recently asked miners to mine more nickel, preferably in an environmentally-friendly way, as Tesla and other automakers are ramping up production of electric vehicles and unveiling new models.

"I'd just like to reemphasize, any mining companies out there, please mine more nickel, OK?" Musk said on Tesla's Q2 earnings call at the end of July.

"Go for efficiency, as environmentally friendly, nickel mining at high volume. Tesla will give you a giant contract for a long period of time if you mine nickel efficiently and in an environmentally sensitive way. So hopefully, this message goes out to all mining companies," Musk said two months ago.


The nickel-based cells have higher energy density, so they have a longer range, Tesla's chief executive noted on the call.

In an exchange on Twitter several days later, Musk said that "Nickel is the biggest challenge for high-volume, long-range batteries! Australia & Canada are doing pretty well. US nickel production is objectively very lame. Indonesia is great!"

Analysts said at the time that obtaining nickel with a low-carbon footprint could prove difficult for Tesla, as miners in Indonesia are reportedly pumping the waste in open seas.

The mine with Canada's Giga Metals, however, could be more eco-friendly, because the company is working on a process to have the waste rock absorb CO2 and turn it into cement type rock, Reuters' sources said.


"Giga is actively engaged, and has been for some time, with automakers regarding our ability to produce carbon neutral nickel," the company's president Martin Vydra told Reuters but declined to comment on any talks with Tesla.

Giga Metals has estimated that its project for low-carbon nickel could cost less than US$1 billion, excluding the cost of bringing hydroelectric power to the site, Vydra told Reuters.

Nickel development company Horizonte Minerals has secured a $325m syndicated loan to fund the construction and development of its flagship Araguaia nickel mine in Brazil.

A syndicate of five international financial institutions – BNP Paribas, ING Capital, Mizuho Bank, Natixis, and Société Générale – who will serve as the “Mandated Lead Arrangers” for the financing.

Located in the state of Pará in Brazil, the Araguaia nickel project is considered to be one of the world’s biggest undeveloped saprolite nickel resources.

Horizonte chief executive Jeremy Martin said: “The mandating of five international financial institutions, with strong mining and metals track records, for the arrangement of a large senior debt facility is a significant achievement for Horizonte.
“This debt facility will cover a significant portion of the pre-production capex required to complete the Stage 1 construction for Araguaia. We are targeting completion of the project financing package for the Project by the end of 2020, provided that restrictions related to the Covid-19 pandemic do not cause further delays. We aim to start construction in early 2021.

“The interest of top tier financial institutions further validates Araguaia’s status as a Tier 1 nickel project and will be the first of our two 100% owned nickel projects to move to the construction phase. This major milestone moves us closer to our goal of becoming a nickel producer.”

Horizonte noted that the debt facility closing is expected by the end of the 2020 calendar year, subject to necessary approvals.

The pre-feasibility study (PFS) of the Araguaia project was completed in 2016, while the feasibility study (FS) results were released in October 2018. The FS proposed the construction of a second rotary kiln electric furnace (RKEF) process plant in the second phase, with an aim to double the output from 14,500tpa to 29,000tpa.

In August 2019, Horizonte Minerals signed a royalty agreement with Orion Mine to provide financing to advance Araguaia ferronickel project.

Karora Resources to sell 28% of Quebec nickel project

Canada’s Karora Resources (TSX: KRR), formerly known as RNC Minerals, is selling its 28% interest in the Dumont project in Quebec, one of the globe’s largest undeveloped nickel assets, to two private funds advised by Waterton Global Resource Management, for a total of up to $48 million.

The move, the Toronto-miner said, would allow it to focus on becoming a profitable, mid-tier gold miner.

As part of the deal, Karora will have the right to receive a portion of future proceeds of any future sale of Dumont or other monetization event. It will be entitled to 15% of the net proceeds per sale, up to a maximum of $40.2 million.

“The structure of the deal provides immediate cash to Karora to further invest in increasing our gold production, cost reduction initiatives and aggressively explore our numerous high-quality exploration targets at our Beta Hunt and Higginsville operations,” chief executive Paul Andre Huet said in the statement.

Karora will receive $10.7 million, consisting of $7.4 million from Waterton for its interest and a $3.3 million refund of Karora’s share of the cash held within the Dumont joint venture.

Waterton will become the operator and manager of the Dumont project upon closing of the deal, which is expected before the end of July.

Dumont is a shovel-ready and permitted nickel-cobalt-PGM development project.

Once in production, it is expected to produce an average of 39,000 tonnes of nickel over a 30-year mine life at all-in sustaining cash costs of $3.8 per pound.

Nouvelle-Calédonie : la Société Le Nickel, filiale d'Eramet, n'aura plus de trésorerie en fin d'année

L'an dernier, l'entreprise, premier employeur privé en Nouvelle-Calédonie, a enregistré son huitième exercice déficitaire d'affilée, avec une perte de 9,6 milliards CFP (80 millions euros). L'accumulation de pertes va conduire à l'épuisement total en fin d'année ou début 2021 d'un prêt de trésorerie de 525 millions d'euros accordé en 2016 par la maison mère Eramet et par l'État. "On est en train de faire un tour de table des actionnaires. Eramet (56%) ne pourra pas remettre d'argent", a averti Dominique Katrawa, président de la SLN.

La Société Le Nickel, filiale d'Eramet et premier employeur privé en Nouvelle-Calédonie, risque d'être en faillite d'ici début 2021, a alerté vendredi sa direction, qui se tourne vers ses actionnaires et réclame d'être autorisé à davantage exporter de minerai.

BHP agrees to buy new Norilsk’s nickel tenements in Western Australia

Multinational commodities giant BHP has signed a deal with Norilsk Nickel Australian Holdings’ subsidiary MPI Nickel to acquire the Honeymoon Well nickel project in Western Australia (WA).

The Honeymoon Well nickel project comprises the Honeymoon Well development project and a 50% interest in the Albion Downs North and Jericho exploration joint ventures (JVs).

BHP Nickel West currently holds 50% stake in the Albion Downs North-Jericho JVs.

The commodities giant noted that the combined tenement package is located in the northern Goldfields region of WA. It is about 50km from BHP’s Mt Keith mine and 100km from its Leinster concentrator.
The deal will see the exit of Norilsk Nickel from the country, Reuters reported.

According to BHP, the package comprises high-grade nickel sulphide resource Wedgetail deposit and a high quality disseminated sulphide resource.

BHP Nickel West Asset president Eddy Haegel said: “This is an exciting opportunity to enhance our world-class nickel resource base in Western Australia. Proximity to our existing facilities makes us the natural owners of these deposits, and provides potential options to bring the undeveloped resources to market.”

Canada Nickel has announced a maiden mineral resource estimate for its 100% owned Crawford nickel-cobalt sulphide project (Crawford) near Timmins, Ontario, Canada.

The maiden resource contains a higher grade core of measured and indicated resource of nearly 263 million tonnes at 0.31% nickel, 0.013% cobalt, and 0.038 g/t Pd + Pt within an overall measured and indicated resource of approximately 600 million tonnes.

Located in the heart of the prolific Timmins-Cochrane mining camp, the project is situated next to well-established, key infrastructure connected with more than 100 years of regional mining activity.

Canada Nickel chairman and CEO Mark Selby said: “We believe the results of this initial campaign and resource are a clear demonstration of Crawford’s potential scale.

“The Canada Nickel team will continue to leverage the project’s excellent location and infrastructure, and our team’s extensive project, industry and capital markets experience to explore and advance this large-scale nickel-cobalt project.”

Canada Nickel stated that drilling has only tested less than 20% of the overall Crawford structure and maiden resource remains open in multiple directions.

Australia’s New Century Resources (ASX: NCZ) has confirmed rumours of talks with Vale (NYSE: VALE) to buy the Brazilian miner’s nickel and cobalt operations on the Pacific island of New Caledonia.

The Melbourne-based zinc producer said on Tuesday it had entered into a 60-day exclusivity period with Vale to complete due diligence and negotiate the acquisition of 95% of Vale Nouvelle Calédonie (VNC).

VNC owns and operates the troubled Goro nickel-cobalt mine on the French territory, which has proven a financial burden for Vale since it began operations two years behind schedule in 2010.

The Rio de Janeiro-based miner first announced its intention to exit operations in New Caledonia in December. The decision came after it had to write down $1.6 billion in the fourth quarter related to the ailing mines, the world’s biggest nickel operation.

La dynamique du marché du nickel est en train de changer, augurant d’un avenir optimiste.

Le nickel présente d’intéressantes perspectives à long terme car son utilisation dans la fabrication des batteries de véhicules électriques devrait entraîner une croissance de la demande dans les années à venir. Cette tendance structurelle ne l’a toutefois pas protégé contre les récents vents contraires auxquels les métaux industriels sont confrontés. Les métaux industriels font partie des matières premières cycliques et leur performance est stimulée par la croissance économique mondiale. Le secteur a donc été mis sous pression récemment par les guerres commerciales et par l’épidémie de coronavirus. Ces dernières semaines.

Nous pensons que le nickel représente tout de même une opportunité intéressante, dans l’attente d’un retour à une situation plus clémente une fois la tempête actuelle passée.

Analyse de l'histoire récente du nickel

Le nickel a fortement surperformé le panier des métaux industriels (composé de cuivre, zinc, aluminium et nickel) au cours des trois dernières années. Le secteur est confronté à différents défis depuis l’avènement des guerres commerciales en 2018 en raison des droits de douane en hausse et du ralentissement économique mondial qui en a résulté. Le nickel a enregistré une forte volatilité de ses prix pendant cette période.

Cependant, en juillet 2019, le cours du nickel a fortement rebondi dans l’espoir que l’Indonésie, qui produit un quart de l’offre mondiale de nickel, avance de deux ans, en janvier 2020, l’interdiction d’exporter le minerai. L’Indonésie a annoncé cette décision peu de temps après entraînant des craintes de pénurie d’approvisionnement qui ont fait grimper les prix sur un marché déjà déficitaire. La situation du nickel s’est néanmoins inversée au cours du dernier trimestre 2019, avec la diminution de la demande d’acier inoxydable, qui représente actuellement près des deux tiers de l’utilisation de ce métal.

La dynamique du marché du nickel est cependant en train de changer augurant d’un avenir optimiste qui pourrait constituer une opportunité pour l’investisseur.

Le secteur des batteries va faire la part belle au nickel

Selon les experts en métaux Wood Makenzie, le secteur des batteries devraient représenter plus de 30 % de la demande totale de nickel d’ici 2040, contre environ 4% aujourd’hui. En effet, les véhicules électriques devraient représenter environ 50% de toutes les ventes de voitures particulières d’ici 2040, contre environ 8% aujourd’hui. Les batteries doivent devenir plus efficaces pour permettre cette croissance et le nickel devrait jouer un rôle essentiel. Selon le Nickel Institute, les batteries au lithium-ion contenant du nickel seront un moteur de la révolution des véhicules électriques, car le nickel permet d’obtenir une densité énergétique plus élevée et une plus grande capacité de stockage à un coût moindre. Cela permettra aux voitures électriques d’avoir à la fois une plus grande autonomie, c’est-à-dire la possibilité de parcourir de plus longues distances sans avoir besoin d’être rechargées, et ce à un coût moindre, favorisant une diffusion plus large.

Désormais, l’impact de la demande croissante sur les prix peut être compensé en théorie, par une augmentation équivalente de l’offre. Cependant la croissance de l’offre de nickel pourrait être beaucoup plus lente que prévu, car, selon Wood Mackenzie, le délai moyen pour qu’un nouveau projet d’exploitation de nickel commence à produire le métal est d’environ 9 ans. Les mineurs chercheront à obtenir des prix plus élevés pour être incités à entreprendre de tels projets.

WEDA BAY : UN PROJET DE PRODUCTION DE NICKEL AMBITIEUX
Après une longue phase d’études et de préparation, le projet Weda Bay, en Indonésie, est aujourd’hui en train de sortir de terre. Genèse, rebondissements, perspectives : le point sur un gisement hors norme.


UN INTENSE TRAVAIL DE RECHERCHE
Tout a commencé par une découverte : un gisement de nickel sur l'île d'Halmahera, au nord de l'archipel des Moluques, en Indonésie. Le site, considéré comme l'un des plus importants de la planète, attire l'attention d'Eramet qui décide d'en acquérir le gisement. Il est racheté en 2006 à Weda Bay capitals Inc., la société canadienne détentrice du site. Débute alors une longue phase d'études préliminaires. La tâche, immense, vient confirmer les attentes : l'estimation des ressources totales du gisement double même, passant de 4 à 9,3 millions de tonnes de nickel contenu. Il s'agit, ni plus, ni moins, du plus grand gisement de nickel au monde encore non exploité. Le contrat, qui prévoit une période de production de 30 ans, est renouvelable deux fois pour 10 ans. A cette période, la crise économique frappe de plein fouet et le secteur minier n'est pas épargné avec la baisse des cours du nickel et du manganèse. En 2013, le projet Weda Bay entre alors dans une phase de ralentissement et, quand Mitsubishi, le partenaire d'Eramet, décide de se retirer du projet, il est temps de trouver un nouvel allié.

UN PARTENARIAT DÉCISIF
C'est alors que Tsingshan entre en jeu. Le géant chinois, n°1 mondial de l'acier inox, signe un accord avec Eramet en 2017. Les deux groupes se répartissent les rôles : Tsingshan prend en charge la construction des usines et leur exploitation, mais aussi l'ensemble des infrastructures nécessaires à la production. En plus du gisement, Eramet apporte sa précieuse expertise minière, dans une région particulièrement sensible à l'érosion. Une fois les apports réalisés, Eramet possède 43 % de la société qui contrôle Weda Bay et Tsingshan 57 %. "Nous apportons notre connaissance de la mine, nous proposons des recommandations pour améliorer le projet. Au-delà même des bénéfices attendus, la collaboration avec Tsingshan nous permet d'apprendre et de renforcer encore notre expertise." explique Martin Cezard, Directeur des projets Weda Bay chez Eramet. Sur le terrain, le procédé pyrométallurgique développé, qui implique l'utilisation de fours électriques, est parmi les plus compétitifs au monde. A partir du minerai de Weda Bay, il permettra aux usines de produire du ferroalliage de nickel basse teneur, aussi appelé Nickel pig iron (NPI), très prisé par les grands clients mondiaux de l'inox.

UN POTENTIEL ENCORE À DÉCOUVRIR
Depuis la signature du partenariat entre Eramet et Tsingshan, tout va très vite. Moins d'un an après le début du chantier en août 2018, un tiers des réalisations ont été menées à bien. "Les travaux avancent bien. Nos partenaires se sont engagés à démarrer la production fin 2020, mais nous sommes aujourd'hui en avance sur ce calendrier et visons un démarrage au second semestre." explique Martin Cezard, Directeur des projets Weda Bay chez Eramet. A terme, le complexe disposera aussi d'autres activités pyrométallurgiques alimentées par les minerais de nickel indonésiens. Il devrait employer quelque 2000 personnes et la centrale électrique 1000 autres. Enfin, au-delà de ce premier développement, Weda Bay pourrait ouvrir de nouvelles opportunités au Groupe, avec le lancement de projets parallèles sur le site. C’est ainsi que les équipes Eramet mènent actuellement des études pour le développement d'autres projets sur l'île, en particulier dans le domaine du nickel pour batteries. Soit d'autres belles perspectives pour les années à venir.

Description
The Weda Bay nickel and cobalt laterite deposits on Halmahera Island, Republic of Indonesia were first drilled in May 1996 by Strand Minerals Pte Ltd (Strand). Subsequent exploration has delineated four large laterite provinces, parts of which have been diamond drilled to outline an indicated nickel resource of 59.9 Mt of 1.51 per cent Ni and 0.09 per cent Co within a total indicated and inferred resource of 117 Mt of 1.36 per cent Ni and 0.12 per cent Co.

The project is held as a Seventh Generation Contract of Work (COW) by PT Weda Bay Nickel, which is jointly owned by Strand (90 per cent) and PT Aneka Tambang (ten per cent). Strand is a wholly owned subsidiary of Weda Bay Minerals Inc, a company listed on the Toronto and Alberta Stock Exchanges in Canada.

Halmahera is located in the north-eastern part of the Indonesian archipelago at the convergent junction of three major plates and is a region of considerable tectonic and geological complexity. The western arms of Halmahera form a classic volcanic island arc while the central region and eastern arms contain ophiolite complexes and interlayered sediments.

The extensive areas of laterite discovered at Weda Bay have developed over serpentinised harzburgites and dunites of pre-Cretaceous age. Weathering of these rocks has produced laterite profiles that are enriched in nickel and cobalt. There are three economically mineralised laterite types, namely limonites, ferruginous saprolites and saprolites and all are amenable to rapid pressure acid leaching with recoveries of 98 per cent nickel and 94 per cent cobalt in less than 20 minutes.

Global nickel production will drop significantly over 2020 as major producer Indonesia’s nickel ore export ban comes into effect, Fitch analysts assert in a recent report.

This drop will be slightly offset by the impact of rising production growth in the Philippines where some currently suspended mines will become operational again, while the country aims to plug the likely supply gap caused by the Indonesian export ban, Fitch says.

Analysts expect other major producers such as Russia, Australia and Canada to maintain stable production growth year-on-year.
