Aux côtés de la RDC, la Namibie veut jouer un plus grand rôle dans l’approvisionnement mondial en étain

La RDC est l’un des plus grands producteurs mondiaux d’étain, notamment grâce à la mine Bisie qui représente 4 % de la production mondiale. Outre le Rwanda et l’Ouganda, la Namibie fait partie des principaux producteurs africains et se prépare à augmenter ses livraisons.

En Namibie, la compagnie minière Andrada Mining a annoncé le 12 mars le lancement de son projet d’agrandissement de l’usine de traitement d’étain à la mine Uis. Sa capacité de production annuelle devrait ainsi passer de 1 500 tonnes de concentré à 2 600 tonnes, contribuant à mieux positionner la Namibie sur le marché mondial de l’étain.

La Namibie est l’un des principaux producteurs africains d’étain, aux côtés de la RDC, du Rwanda ou encore de l’Ouganda. La hausse de la production dans ce pays d’Afrique australe intervient alors que des pressions existent depuis quelques mois sur l’offre mondiale, particulièrement en Indonésie et dans l’État de Wa en Birmanie. L’Indonésie représentait 19 % de l’offre mondiale d’étain raffiné en 2023, tandis que l’État de Wa représente 10 %.

Il faut souligner que la hausse de la production d’étain à la mine Uis devrait entrainer une augmentation d’environ 75 % des revenus et une réduction des coûts globaux pouvant aller jusqu’à 10 %. La mise en service du circuit destiné à accroitre la production est prévue pour le premier trimestre 2025.

RDC : le canadien Tantalex produit ses premières tonnes de concentré d’étain et de tantale

En Afrique, la production d’étain est dominée par des pays comme la RDC et la Namibie. En RDC, où la compagnie Alphamin Resources produit environ 4 % de l’offre mondiale d’étain, une nouvelle usine de traitement pilotée par le canadien Tantalex vient d’entrer en service.

En RDC, Tantalex Lithium Resources a lancé la production de concentré d’étain et de tantale à son projet Titan. Elle a annoncé que l’usine de traitement a livré 10 premières tonnes de concentré d’étain de haute qualité, ainsi que 2,5 tonnes de concentré de tantale.

Fin octobre 2022 lorsque la compagnie a obtenu deux concessions minières dans la région de Manono, à la place des permis de recherche qu’elle détenait précédemment, elle prévoyait lancer la production en mars 2023.

L’entrée en service intervient donc plus tard que prévu et la société précise que l’usine de traitement fonctionne actuellement à une capacité de 50 tonnes/heure sur une moyenne de 8 heures/jour. Cette capacité doit être augmentée à 130 tonnes/heure dans les trois prochains mois et 16 heures/jour.

« Avec notre programme d’optimisation en cours, je suis extrêmement confiant que nous atteindrons nos objectifs de production dans un très proche avenir », a commenté Hadley Natus, président de Tantalex.

Rappelons que selon les détails de fin octobre 2022, l’usine de traitement devrait être capable de produire annuellement 1 400 tonnes de concentré d’étain et 220 tonnes de concentré de tantale. Une partie des revenus générés par cette opération devrait servir à financer le développement d’un projet de résidus de lithium détenu par Tantalex dans la région de Manono.

RDC : la production d’étain d’Alphamin est restée stable à 12 500 tonnes en 2023

Grâce à son exploitation d’étain en RDC, Alphamin fournit annuellement 4 % de la production mondiale d’étain. En 2022, la mine Bisie a livré 12 493 tonnes.

En RDC, la compagnie minière Alphamin Resources a annoncé le 26 janvier une production d’étain de 12 568 tonnes à sa mine Bisie en 2023, conformément à ses prévisions et en hausse de 1 % en glissement annuel. Les ventes sur la période ont en revanche chuté de 11 % par rapport à 2022, s’établissant à 11 385 tonnes.

La diminution des ventes s’explique par l’allongement du temps de transit des camions acheminant la production de Bisie vers les ports d’exportation. Des précipitations record ont en effet dégradé l’état des routes, et les ventes d’étain du dernier trimestre 2023 (2 046 tonnes) ont été inférieures de 1 080 tonnes à la production du trimestre.

Pour rappel, Bisie représente environ 4 % de la production mondiale d’étain. En 2024, la mine devrait produire entre 17 et 18 000 tonnes d’étain.

Alphamin’s tin output rises again in 2023, new mine to begin production April

Canadian tin producer Alphamin Resources (TSXV: AFM) produced a record 12,568 tonnes of the metal in 2023, up 1% from the prior year, the company said on Friday. Production during the fourth quarter reached 3,126 tonnes, also a 1% year-on-year improvement.


Alphamin currently produces about 4% of the world’s tin from its high-grade Mpama North mine in the Democratic Republic of Congo. It is also developing the nearby Mpama South expansion project, which is expected to increase annual tin production by 60% once its up and running.

In its results release, Alphamin said the initial development of Mpama South has already been completed on time. The underground development should ensure sufficient developed mineral resources to ensure adequate stockpiles ahead of the processing plant’s commissioning, which will then allow for a rapid ramp-up of tin production.

The processing plant mechanical erection and installation is essentially complete with the main outstanding work relating to completion of the installation of electrical cabling, the installation of instrumentation and the commissioning of the plant, the company said.

As previously reported, logistical delays due to poor inbound road conditions have deferred the commencement of processing to the end of March 2024. The miner was initially aiming to bring Mpama South into production during 2023.

The Mpama South capital expenditure cost to steady state production is now expected to exceed the $116 million budget by approximately 10% primarily as a result of the aforementioned delays as well as minor scope changes.

To gain access to additional funds, Alphamin has secured a four-year extension to its current offtake agreement with the Gerald Group on the basis of an approximate 60% reduction in tin marketing costs and an up to $50 million tin prepayment arrangement. The tin prepayment arrangement is effective immediately.

On the basis of incremental tin production from the Mpama South plant from April onwards, Alphamin said it expects contained tin production of between 17,000 and 18,000 tonnes for this year.

Alphamin’s stock was up by 3.4% to C$0.91 a share as of noon ET in Toronto, giving it a market capitalization of C$1.1 billion ($820m). The shares traded within a range of C$0.68 to C$1.10 over the past 52 weeks.

L’Ouganda interdit d’exporter l’étain de pureté inférieure à 99,85% pour développer l’industrie locale

L’étain est utilisé dans différentes industries, notamment dans l’électronique pour la soudure des composants, dans certains produits chimiques et dans l’automobile. En Afrique, la RDC, le Rwanda et la Namibie font partie des principaux producteurs.

Le ministère ougandais de l’Énergie et du Développement minier a dévoilé une réglementation fixant les nouveaux niveaux de pureté requis pour les exportations d’étain. Approuvé par la ministre Ruth Nankabirwa Ssentamu (photo, en bas), cet instrument réglementaire interdit les exportations n’affichant pas un niveau de pureté d’au moins 99,85%, contre 67% à 70% précédemment.

Selon les propos de la ministre relayés par la presse locale, la mise en place de cette directive s’inscrit dans la stratégie de transformation locale des minéraux produits dans le pays. Dans cette perspective, elle a indiqué que l’entreprise Wood Cross devrait mettre en service une fonderie d’étain dès janvier 2024 à Mbarara, dans l’ouest.

Pour rappel, l’Afrique centrale est l’une des régions les plus riches en étain dans le monde, avec le Rwanda et la RDC qui sont d’importants producteurs. Cependant, ce métal utilisé dans la soudure de circuits électroniques fait l’objet d’une exploitation artisanale illicite et de contrebande dans la région, notamment au Congo.

Why Tin Prices Continue To Decline

Tin prices have been sliding recently, with the LME Cash price having fallen by over $2000/t since Monday, 25th September. Looking back only as far as late July, when prices were above $28,600/t, the decline appears even more dramatic. It is not so long since tin prices witnessed a multi-year bull run which began at the start of the Covid pandemic and lasted until March 2022. The recent falls in price follow a period of increasing prices during Q2 of this year, so in this week’s article, we’ll look at some of the key reasons behind the recent drop in prices.


Economic Slowdown Dents Demand

When looking at the fall in tin prices, it is important to note that the long bull run that took place during the pandemic created a unique environment for tin demand. With lockdowns enforced across the world, demand for electronic devices to support working from home surged, which also increased the demand for semiconductors. Semiconductor manufacturing is a key source of demand for tin, and therefore once the pandemic eased and electronic device demand began to wane, as did the demand for tin.
More recently, the continued lack of global economic growth has reduced the ability for tin prices to rise to the levels of the pandemic. The decline in prices that occurred in early August, which was mirrored across the industrial metals complex, followed a range of worse-than-expected economic indices for H1 2022 being published in China. Manufacturing PMI figures for China have been inconsistent and moved above and below the 50-point mark, which indicates neutral growth, while in Japan the PMI figure has been below 50 from June onwards. The slowdown in manufacturing in these two nations in particular has weakened tin demand, as China and Japan are responsible for over 45% of global semiconductor exports.

Another reason for falling LME Tin prices is the rise in registered stocks in LME warehouses. As the chart above from ChAI Insight shows, Closing Stocks have risen significantly since May 2023 and, in doing so, have climbed to the highest level since April 2020. With such a rise in visible stocks of the metal, there has also been a shift in the position of investors on tin.

Looking at the change in positions of Investment Funds in the CoT reports is illustrative of the weaker demand for tin at present. In the week ending Friday 28th July, Investment Funds held 1983 Long positions to 475 Shorts. However, by the end of the first week of September, this ration had shifted to 1039 Long positions to 614 Short, showing the extent to which the bullish sentiment around tin was falling. In last week’s report, the ratio is even closer; Investment Funds hold 875 Long positions compared to 786 Shorts. Since late July then, the number of Long positions has more than halved while the number of Short positions has almost doubled.

Supply Risks Remain

As noted by Andy Home for Reuters, the fall in tin prices comes at a time when supply faces a considerable risk. In early August, all tin mining was suspended pending a review in the semi-autonomous Wa State. The region lies within Myanmar which is the third largest producing country of tin in the world. Home also notes that the drawdown in Shanghai stocks since the pause of mining activity in Myanmar, as well as the declining production activity of tin smelters in China.
Going forward, semiconductor production will be a key indicator for the next upward run for tin prices. ChAI’s current price forecast suggests that prices will rise again in H2 2024, and should demand pick back up before the supply situation in Myanmar is resolved, tin could be set for a rapid rise indeed.

Canadian miner Cornish Metals has announced the start of pump installation at its South Crofty Tin Project.

The first of two specialised submersible pumps has been installed at the site preceding the commencement of the mine’s draining. The 950kW pump will draw 2,000 cubic metres per day of water from the historic mine. The second pump is expected to be installed before the end of June.

The feasibility study for the mine is currently under way.

Stage one of the draining process will see the two submersible pumps drain the water down to 360m below the surface, where permanent pumps will be situated, before continuing further down to 700m below the surface in stage two.

The high-grade tin mine has been closed since 1998, but Cornish Metals has sought to revive the site, which had been running for over 400 years before its closure. The South Crofty Tin Project holds planning permission for all necessary infrastructure to keep the mine in working order, including a mine water treatment plant and on-site processing facilities.

Cornish metals CEO Richard Williams said of the process: “The commencement of dewatering [is] on track for later this summer. Good progress is also being made with many aspects of the feasibility study to examining the reopening of South Crofty. Initial results are very encouraging. The mine site team have also reached another important milestone with the installation of the first submersible pump into NCK shaft now under way.”

Cornish Metals has stated that the South Crofty mine has the fourth-highest grade of tin globally, which can be extracted from multiple shafts. Alongside this, Cornish Metals is exploring for tin across the county of Cornwall. The company has secured development rights for the United Downs project, another copper-tin mine, 8km east of South Crofty.

Tin has become more valuable recently with the announcement that one of the world’s largest tin producers is set to cease mining completely. With the global tin supply chain heavily reliant on tin from China and Myanmar, the UK has a chance to increase its standing in the mineral’s production. Currently no primary tin production takes place in Europe or North America.

Offre, demande, prix : quelles perspectives pour le marché de l’étain en 2023 ?

L’étain devrait bénéficier de la transition énergétique, en raison de son utilisation accrue dans les cellules photoélectriques solaires, les véhicules électriques et l’électronique. Si les perspectives du marché sur le long terme restent bonnes, la donne est différente à court terme.

Selon les prévisions du rapport Commodity Markets Outlook publié par la Banque mondiale en avril 2023, le prix de la tonne d’étain devrait baisser cette année de 23,4 % en glissement annuel à 24 000 dollars (contre 31 335 dollars en 2022). Il ne devrait se relever que très légèrement en 2024 pour atteindre 24 500 dollars.

Les auteurs du rapport s’attendent en effet à ce que la consommation d’étain soit freinée cette année en raison d’une faiblesse de la demande mondiale et « une inflation obstinément élevée ». Pendant ce temps, l’offre devrait augmenter, car le plus grand producteur indonésien, PT Timah, se remet des perturbations opérationnelles et météorologiques auxquelles il a dû faire face l’année dernière. La production malaisienne, perturbée l’année passée par des interruptions de travail, devrait aussi se redresser.

La Banque mondiale prévoit cependant que ces gains en matière d’offre soient en partie compensés par quelques pertes provenant des principales mines en Amérique du Sud et en Chine. Dans l’empire du Milieu qui représente 33 % de l’offre mondiale, les opérations minières pourraient être ralenties, apprend-on, par les réglementations environnementales plus strictes.

Fitch prédit aussi une baisse des prix de l’étain en 2023

Les prévisions de la Banque mondiale vont dans le même sens que celles de la firme d’analyse Fitch qui indiquait un mois plus tôt que le prix de la tonne devrait chuter, passant de 30 959 dollars en 2022 à 20 000 dollars en 2023.

Les raisons qu’elle a évoquées comprennent une demande toujours plus faible en 2023 couplée à de « légères améliorations de l’offre ». Elle a expliqué qu’on devrait assister à une baisse des consommations d’étain par le secteur de l’électronique (une source majeure de la demande), conséquence directe de la détérioration des indicateurs économiques et des niveaux élevés d’inflation.

La Birmanie comme arbitre ?

Si l’Indonésie et la Malaisie dominent l’approvisionnement mondial en étain, une région de Birmanie (l’État de Wa) représente à elle seule 10 % de l’offre mondiale. Mi-avril, les autorités de l’État ont décidé d’y suspendre l’exploitation minière à partir du 1er août 2023, un événement que ne prenaient évidemment pas en compte les prévisions de la Banque mondiale et de Fitch.

L’annonce de la décision a eu automatiquement un effet sur le prix de l’étain pour livraison dans trois mois qui a bondi le 17 avril d’environ 10 % sur la bourse des métaux de Londres et s’est rapproché des 28 000 dollars la tonne. Cependant, pour les analystes de l’International Tin Association (ITA), il est « peu probable que cela ait un impact immédiat sur l’offre de concentré d’étain », car les mineurs de la région pourraient profiter des mois restants avant la suspension pour produire autant d’étain que possible.

Un marché surveillé de près par la RDC et d’autres pays africains

En attendant de voir si ces prévisions se réalisent, plusieurs pays africains suivent de près les évolutions sur le marché. En Afrique, l’étain est produit dans la région des Grands Lacs (RDC, Ouganda, Burundi et Rwanda) et au Nigéria. Si l’exploitation est principalement artisanale, la production industrielle se développe petit à petit avec l’entrée en service de deux grandes mines que sont Bisié en RDC et Uis en Namibie, opérées respectivement par Alphamin Resources et Andrada Mining.

Alphamin qui représente environ 4 % de l’offre mondiale de concentré d’étain, prévoit de porter sa capacité de production annuelle à environ 20 000 tonnes à partir de décembre 2023, contre environ 12 000 tonnes ces dernières années. Elle a grandement contribué aux 32 854 tonnes d’étain exporté par la RDC en 2022 pour une valeur totale de 429 millions $ environ.

Quant à Andrada Mining (ex-AfriTin), elle vise une production d’étain comprise entre 1 400 et 1 500 tonnes pour son exercice financier ayant débuté le 1er mars dernier, contre 960 tonnes au cours du précédent exercice.

Birmanie, menace sur la production d'étain

Le marché de l'étain est en émoi : une région semi-autonome de Birmanie vient d'annoncer l'arrêt de toute activité minière à compter du 1er août en attendant la mise en place de nouvelles règlementations.

Si les autorités militaires de l'État Wa mettait leur menace à exécution, cela représenterait 10% de concentré d'étain en moins sur le marché mondial, selon l'International Tin Association (ITA). Soixante-dix pour cent de la production birmane vient en effet de cette région semi-autonome.

La Birmanie s'est imposée depuis 2014 comme un acteur majeur de la filière. Elle est aussi devenue la principale source d'approvisionnement en concentré d'étain de l'industrie chinoise du fait de sa position frontalière. En 2022, selon l'ITA, la Chine a importé les deux tiers de ses besoins en concentré d'étain, de Birmanie, troisième producteur mondial. « Il n'est donc pas étonnant que le marché ait aussitôt réagi », observe Vincent Donnen patron de la Compagnie des métaux rares (CDMR), une société d’investissement, avant d'ajouter : « 5 à 10% du marché impacté, ce serait potentiellement énorme ».

Un « petit » marché très volatil

À peine l'annonce faite, le contrat pour une livraison dans trois mois a pris 9% à la bourse des métaux de Londres (LME). Le contrat pour une livraison au mois de mai à la bourse de Shanghai a bondi de plus de 10%, avant, lui aussi, de redescendre en clôture, ce lundi.

L’étain est un marché particulièrement volatil du fait de sa petite taille puisqu'il ne représente qu'un peu plus de 300 000 tonnes par an échangées, selon les estimations de l'Institut d'études géologiques des États-Unis (l'USGS).

Même si la demande dans le secteur des équipements personnels, de type ordinateur portable ou téléphone, a baissé, elle est appelée à croître avec le développement de la 5G, de l'énergie solaire et du parc de voiture électrique, l'étain étant présent dans les soudures des circuits électroniques.

De nouveaux projets miniers nécessaires

La réouverture de la Chine pourrait alimenter un peu plus également une reprise de la demande. Selon une note du BRGM (Bureau de recherches géologiques et minières) datée du 15 décembre dernier, la demande mondiale pourrait atteindre 500 000 tonnes en 2030.

Dans ce contexte, stimuler les investissements miniers apparait de plus en plus nécessaire pour augmenter l'offre. Et cela ne pourra se faire que si les prix remontent et se stabilisent : l'exploitation minière de l'étain n'est réputée intéressante qu'à des prix qui dépassent les 25 000 dollars la tonne, voire les 30 000 dollars la tonne dans certaines zones.

Is A Global Tin Shortage Looming?

Cornish Metals plans to begin tin mining at its wholly-owned South Crofty site by 2026. According to the Vancouver-headquartered company, the start of mining will also coincide with an expected deficit in tin. Indeed, market analysts predict that there will be a significant shortfall in the global tin supply by the same year, which could drastically impact the tin price.
Plans are now underway at South Crofty to start dewatering the mine by June. According to Cornish Metals CEO Richard Williams last week, the current aim is to conclude the process by the end of 2024. The South Crofty site is in Cornwall, about 430 kilometers southwest of London. It boasts both an upper mine and a lower one.

In 2021, information from the company indicated that the mineral resource estimate for the lower mine (based on JORC standards) was 33,000 metric tons. This includes tin at a 1.59% grade in a mass of 2.08 million tons. The upper mine’s indicated resource estimate is 277,000 metric tons with a grade of 1.01% in a mass of 1.94 million metric tons. That said, the inferred estimate is 493,000 tons at 0.93%.

Cornish Metals is now conducting a feasibility study on how many tons South Crofty might prospectively mine. One representative at the company also stated that it is attempting to evaluate prospective concentrate production at the site. The study should end in 2024, just two years after the company secured £40.5 million. These funds were for the evaluation and for constructing and operating a dewatering plant.

With concerns over a surge in tin price mounting, insiders continue to watch the operation closely. However, one industry analyst expressed reservations about South Crofty. That source noted several attempts to restart the operation since it originally shut down in 1998.“I wouldn’t be putting this in my base case just yet,” the analyst told MetalMiner, referring to the certainty of a project to proceed.

He went on to compare costs with dredging a mine in the United Kingdom as opposed to Southeast Asia. “The economics of an underground mine in the United Kingdom compared to dredging in Indonesia are tough. Maybe it depends on by-product credits from lithium [at the mine],” the analyst said. Lithium’s primary use is producing lithium-ion batteries for electric vehicles and mobile devices.

Tin price under short term pressure, long term uptrend intact – report

The tin price forecast for 2023 is $20,000 per tonne, revised down from $30,959/tonne in 2022 as a strengthening US dollar puts a cap on metals prices while Chinese demand displays a slow recovery, market analyst Fitch Solutions maintains in its latest report.


While supply has remained consistent, the global demand outlook has fallen substantially on weakening macroeconomic fundamentals, a once again strengthening US dollar, and still high levels of global inflation, Fitch says.


A combination of demand-side factors caused a major decline in prices in past months and will continue to pressure prices in H123, the analyst notes, adding that worsening economic indicators and elevated levels of inflation mean weaker consumer spending on electronics, a major source of tin demand.

Fitch’s forecast reflects continued weaker demand over 2023 and slight improvements in supply as mining and smelting operations are more fully normalised across the market. The analyst’s consumer team expects that short-term demand in the global consumer electronics market will lag behind that of 2021 given the high base rate and the loss of momentum in consumer spending.

It also notes that global tin stocks have increased in past months, particularly from June 2022 onwards, which will limit the potential for price increases.

For LME stocks in particular, depleted levels pushed marginal prices higher, especially when they were at close to zero at the beginning of 2022. The recovery in inventories over past months will place a lid on prices, eliminating chances of the strong rallies that were seen last year, Fitch forecasts.

Fitch points out that liquidity on the LME remains low, which does mean that higher levels of volatility are likely to remain a feature of trading in the short term at least.

The analyst anticipates that prices will remain pressured over H123 as the global economy continues to slow, but in the long term, predicts prices will edge higher as demand remains robust and the market surplus narrows from 2024 onwards.

La RDC a exporté pour 429 millions $ d’étain en 2022 (ministère des Mines)

Sur le continent africain, la RDC est l’un des plus importants producteurs d’étain. En 2021, le pays a exporté 30 596,11 tonnes de ce produit minier, pour une valeur estimée à 412,4 millions de dollars.

La RDC a exporté 32 854 tonnes d’étain en 2022 pour une valeur totale de 429 millions $ environ. C’est l’une des informations tirées par l’Agence Ecofin des statistiques de production publiées par le ministère des Mines en janvier 2023.

Selon nos calculs, les quantités exportées ont augmenté d’environ 7,4 % en glissement annuel, alors que la valeur des exportations a connu une progression de seulement 4 %. Malgré la place de l’exploitation artisanale et à petite échelle en RDC, il faut souligner que ce sont les grandes mines industrielles qui dominent la production d’étain.

Environ 74 % de l’étain exporté en 2022 (24 307 tonnes) a ainsi été produit de façon industrielle pour une valeur estimée à 319 millions $ environ. La compagnie minière Alphamin domine largement le secteur de la production industrielle avec 22 681 tonnes exportées soit 93 % du total.

Les sociétés Coproco (554 tonnes), Sakima (347,17 tonnes), MMR (325 tonnes), Crown Mining (208 tonnes), Chemaf (130 tonnes) et enfin SMB (62,60 tonnes) représentant le reste des exportations d’étain. Parmi ces différentes entreprises, il faut noter que seules Alphamin et Sakima ont contribué à la production industrielle en 2021, d’après les données du ministère.

Au niveau du secteur artisanal, la contribution aux exportations des provinces qui composent l’ex-province du Katanga est passée de 50 % à moins de 10 % en un an, soit 4 100 tonnes en 2021, contre 784 tonnes en 2022. C’est la province du Maniema (26 % en 2021) qui a repris le leadership avec 3 700 tonnes en 2022, soit 43 % du total des exportations de concentré d’étain d’origine artisanale. Le reste des exportations provient des mines du Nord et du Sud Kivu.
